the list of subjects of the Russian Federation concerning which features of application of provisions of the legislation of the Russian Federation on power industry, and the periods of use of such features are established;

changes which are made to acts of the Government of the Russian Federation.

2. The Item of 33 features approved by this resolution extends to the relations which arose since October 1, 2023 based on electrical power transmission agreements on single national (all-Russian) power network (including to obligations which completion date came) which are concluded about day of entry into force of this resolution.

3. The Item of 34 features approved by this resolution extends to the relations which arose since January 1, 2023 based on electrical power transmission agreements on single national (all-Russian) power network (including to obligations which completion date came) which are concluded about day of entry into force of this resolution.

4. This resolution becomes effective from the date of its official publication.

I. General provisions

1. This document establishes features of application of provisions of the legislation of the Russian Federation on power industry concerning subjects of the Russian Federation (parts of the territories of the subjects of the Russian Federation) included in the list approved by the order of the Government of the Russian Federation of July 4, 2026 No. 844 "About features of application of provisions of the legislation of the Russian Federation on power industry" in case of the announcement of mobilization, introduction in the territory of the Russian Federation or in its certain areas of warlike situation, introduction of legal regime of counter-terrorist operation, establishment of federal level of reaction in case of introduction of emergency mode of federal or interregional nature and in wartime (further - subjects of the Russian Federation).

II. Features of pricing in the field of power industry

According to the decision of executive body of the subject of the Russian Federation in the field of state regulation of rates if in the subject of the Russian Federation within 5 years preceding the next period of price regulation (rates) for services in transfer of electrical energy according to Item 11 of this document the zone with features of calculations for electrical energy and services in its transfer, amount of overflow of electrical energy in which and from which it is determined with use of the points of measurement specified in such decision (further respectively - measurement points, special zone, was determined) in which objects of electric grid economy, the organization which treats the network organizations according to the paragraph the twelfth Item 2 of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services are located, approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of the commercial operator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (further - the network organization), it is allowed:

a) not consider in case of determination and adjustment of necessary gross revenue of the network organization for the purpose of price fixation (rates) for services in transfer of electrical energy non-compliance with level of reliability and quality of the goods (services) realized by such organization;

b) determine the wastage rate of electrical energy by its transfer by power networks of the network organization in case of establishment for it long-term parameters of regulation for the next long-term period of regulation according to Item 40 (1) pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry" taking into account that it cannot be less value of the wastage rate determined for the current long-term period of regulation.

In case of cost determination of the services in transfer of electrical energy to special zone rendered by the systemically important territorial network organization which performs activities in the territory of appropriate subject of the Russian Federation (further - the systemically important territorial network organization) the odnostavochny prices (rates) for services in transfer of electrical energy for the purpose of calculations with the systemically important territorial network organization with consumers of services which power receiving devices are located in the territory of appropriate subject of the Russian Federation (single (boiler) tariffs) established for the consumers who are not belonging to the population and the categories of consumers equated to it for the level of tension corresponding to the level of tension of objects of electric grid economy on which measurement points are located are applied.

In case of establishment of sales allowances of the guaranteeing suppliers which perform activities in the territory of appropriate subject of the Russian Federation (further - the guaranteeing supplier) and the prices (rates) for services in transfer of electrical energy for the network organizations which perform activities in the territory of appropriate subject of the Russian Federation for the next period of regulation income gained by the specified organizations in the form of subsidy from the federal budget is considered.

III. Features of execution of requirements to ensuring reliability of electric utility systems, reliability and safety of power generation facilities and the power accepting installations and quality assurance of electrical energy
