About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Determine that:

till January 1, 2028 offers of the organizations performing regulated types of activity in the field of heat supply (water supply and water disposal) about price fixation (rates) in the field of heat supply (rates in the field of water supply and water disposal) are represented electronically with use of the federal state information system "Single Information and Analytical System of Tariff Regulation" according to the decision of the specified organizations;

until input in trial operation of the necessary components and modules of the federal state information system "Single Information and Analytical System of Tariff Regulation" realizing possibility of submission of offers on establishment of rates for connection (technological accession) to centralized systems of hot water supply, cold water supply and (or) water disposal and (or) connection fee (technological accession) to system of heat supply electronically the specified offers are represented according to the subitem "b" of Item 19 of Regulations of rates in the field of the water supply and water disposal approved by the order of the Government of the Russian Federation of May 13, 2013 No. 406 "About state regulation of rates in the field of water supply and water disposal" (to editions of this resolution), and (or) the subitem "b" of Item 18 of Regulations of the prices (rates) in the field of heat supply approved by the order of the Government of the Russian Federation of October 22, 2012 No. 1075 "About pricing in the field of heat supply" (in edition of this resolution), respectively.

3. This resolution becomes effective since March 1, 2027.

1. In case of application concerning the regulated organization of method of ensuring profitability of the investment capital, method of indexation of the established rates or method of comparison of analogs information specified in the subitem "zh" of Item 15 (1) these rules, it is represented in regulating authority till May 1 of the year preceding the next long-term period of regulation.

If the regulated organization owns heat supply objects which are in the state-owned or municipal property based on prisoners of the concessionary agreement or lease agreement and the method of regulation of rates for such regulated organization is provided by the tender documentation and approved by regulating authority according to the procedure, established by these rules, submission of information specified in the subitem "zh" of Item 15 (1) these rules, are not required.";

"15. The offer on price fixation (rates) is submitted in the application form of the regulated organization about price fixation (rates) (further - the statement for price fixation (rates), corresponding to provisions of Items 15 (1) - 16 these rules and having the following structure:
