Rules of implementation of strategic digital mining

Chapter 1. General provisions

1. These rules of implementation of strategic digital mining (further - Rules) are developed according to the subitem 1) of item 4 of the order of the Government of the Republic of Kazakhstan of May 28, 2026 No. 439 "About Some Questions of the Industry of Digital Assets" chipboard and determine procedure of strategic digital mining.

2. In these rules the following concepts are used:

1) autonomous cluster fund "Astana Hub" - the non-profit organization created by the Government of the Republic of Kazakhstan and performing functions, stipulated by the legislation the Republic of Kazakhstan;

2) national strategic cryptoreserve - the fund created for implementation of investments into digital assets, derivative financial instruments which underlying asset are digital assets, and also shares and shares of the companies developing and (or) investing in digital assets;

3) strategic digital mining - the activities for digital mining performed on the terms of provision of quota for electrical energy on limiting rates of the power making organizations in exchange for obligatory transfer of part of the got digital assets to autonomous cluster fund "Astana Hub" for their subsequent transfer to trust management to "National Investment Corporation of National Bank of Kazakhstan" joint-stock company for the purpose of investment into national strategic cryptoreserve;

4) quota of electrical energy for strategic digital mining (further - quota) - hourly amount of electrical energy for realization (sale) by the power making organizations to the digital mayner performing strategic digital mining;

5) the commission on questions of implementation of strategic digital mining (further - the commission) - the collegiate organ formed by authorized body in the field of digital mining for the purpose of coordination of the questions connected with implementation of strategic digital mining;

6) purse of digital asset - program or the hardware which is used for storage of cryptographic keys or management by them, providing access to digital assets and carrying out transactions with them;

7) digital mayner - the individual entrepreneur or the legal entity of the Republic of Kazakhstan performing activities for digital mining;

8) digital mining - the process of carrying out computing transactions with use of computer capacities according to the set enciphering algorithms providing confirmation of integrity of blocks of data by means of blokcheyn;

9) data-processing center of digital mining - the object of digital infrastructure consisting of the hardware and software for digital mining, providing functioning of computing capacities, located out of the territory of the living area, using electrical energy according to the Law of the Republic of Kazakhstan "About power industry";

10) authorized body in the field of digital mining (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of digital mining;

11) digital mayningovy pool - the legal entity accredited according to the legislation of the Republic of Kazakhstan on digital assets, providing service of combination of capacities of the hardware and software for digital mining of digital mayner, performing distribution between digital mayner of the digital assets which arose (created) as a result of their joint activities;

12) authorized body in the field of power industry - the state body performing management in the field of power industry;

Limiting 13) rate for electrical energy (further - limiting rate) - the monetary value of cost of the developed electrical energy approved by authorized body in the field of power industry each seven years the power making organization included in group of the power making organizations realizing electrical energy, consisting of production costs of the electrical energy and profit margin determined by the technique established by authorized body in the field of power industry.
