Concept of the National program of informatization

Section I. General provisions

Informatization is set interconnected organizational, legal, political, social and economic, scientific and technical, the production processes directed to creation of conditions for satisfaction of information requirements, realization of the rights of citizens and society on the basis of creation, development, use of the information systems, networks, resources and information technologies which are constructed/created on the basis of use of modern computer and communication facilities.

Computer and communication facilities, information and communication networks, bases and databanks and knowledge, the information technologies (IT), system of information and analysis centers of different level, production of technical means of informatization, system of research establishments and training of highly qualified specialists are the components of national information infrastructure and major factors providing economic recovery.

As shows experience of other countries, informatization promotes ensuring national interests, controllability improvement by economy, development of the knowledge-intensive productions and high technologies, work gain in productivity, enhancement of the social and economic relations, enrichment of spiritual life and further democratization of society. The national information infrastructure created taking into account world tendencies and achievements will promote equal integration of Ukraine into the world community.
