About modification of the Order of the Government of the Russian Federation of May 31, 2023 No. 892

1. Approve the enclosed changes which are made to Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register, approved by the order of the Government of the Russian Federation of May 31, 2023 No. 892 "About approval of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register and recognition voided some acts of the Government of the Russian Federation" (The Russian Federation Code, 2023, No. 23, Art. 4202; 2025, No. 43, Art. 6404; No. 48, Art. 7390).

2. The legal entities, individual entrepreneurs who signed not at the organized biddings agreements under which obligations provide transition of the property right to the goods (further - off-exchange agreements) specified in subitems "an" - "and (2)" Item 2 of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register approved by the order of the Government of the Russian Federation of May 31, 2023 No. 892 "About approval of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register and recognition voided some acts of the Government of the Russian Federation" (in edition of this resolution), admitted to organized trading, have the right from September 1, 2026 to February 28, 2027 (inclusive) to provide in voluntary procedure in the register of off-exchange agreements information on the signed off-exchange agreements, except for off-exchange agreements, the obligation of timely provision of complete and reliable information about which affects acceptance date of this resolution.

3. This resolution becomes effective since March 1, 2027, except for Item 2 of this resolution which becomes effective since September 1, 2026.

Changes which are made to Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register

1. In Item 2:

a) state the subitem "an" in the following edition:

"a) the oil products provided by the technical regulation of the Customs union of TR CU 013/2011 "About requirements to automobile and aviation gasoline, diesel and ship fuel, fuel for jet engines and to fuel oil", the approved decision of the Commission of the Customs union of October 18, 2011 No. 826, implemented for export provided that total production volume group of persons of the business entity enabling the realization of oil products, over 100 thousand tons for prior year and amount of the transaction make at least 60 tons;";

b) add with subitems "and (1)" and "and (2)" the following content:

"and (1)) the oil products provided by the technical regulation of the Customs union of TR CU 013/2011 "About requirements to automobile and aviation gasoline, diesel and ship fuel, fuel for jet engines and to fuel oil", the approved decision of the Commission of the Customs union of October 18, 2011 No. 826, release into the stream of commerce and which address are resolved in the territory of the Russian Federation, implemented in the domestic market of the Russian Federation provided that the amount of the transaction makes at least 1 ton, except for the oil products realized on the fuel-dispensing columns conforming to mandatory requirements of the legislation of the Russian Federation on ensuring unity of measurements, and except for fuels for jet engines including the fuel realized on fuelling complexes of the airports conforming to mandatory requirements of the legislation of the Russian Federation on ensuring unity of measurements under condition that the amount of the transaction makes less than 60 tons;

and (2)) the straight-run gasoline realized in the domestic market of the Russian Federation provided that the amount of the transaction makes at least 25 tons;".

2. State Item 5 in the following edition:

"5. The exchange which information on off-exchange agreements concerning the goods specified in Item 2 this provision determined by such act is subject to obligatory provision can be determined by the act of the Government of the Russian Federation. Provision of information on off-exchange agreements concerning the goods determined in the specified act of the Government of the Russian Federation is allowed more than one exchange.

The list of the exchanges to which information on off-exchange agreements shall be provided is published by the Central bank of the Russian Federation in the Internet in form and according to the procedure which are established by the legislation of the Russian Federation.".

3. In Item 6:

a) word in paragraph one "subitems "d", "m", "n", "p", "c" and "t" shall be replaced with words "subitems" and (1) ", " and (2)", "д", "m", "N", "and", "with" and "t";

b) after paragraph one to add with the paragraph of the following content:

"The exchange information on off-exchange agreements concerning the goods provided by subitems "is subject to provision and (1)" and "and (2)" Item 2 this provision imprisoned by persons realizing these goods in the domestic market of the Russian Federation or persons which are acting for the benefit of and at the expense of specified persons.".

5. State Item 11 in the following edition:
