1. Approve Requirements of technical safety to storage locations of explosive materials of industrial function which are attached.

2. And behind explosive works in accordance with the established procedure to provide to department of the organization of the state supervision in the mining industry provision of this order on state registration in the Ministry of Justice of Ukraine.

3. To management of normative and legal and legal providing to take measures concerning inclusion of the specified order in the State register of regulatory legal acts for labor protection.

4. To the editor-in-chief of the Labor protection magazine Yakovenko M. G. to publish this order in the future issue.

5. To impose control of execution of the order on the vice-chairman of Committee Dengin A. P.

Requirements of technical safety to storage locations of explosive materials of industrial function

1. General provisions

1.1. Requirements of technical safety to storage locations of explosive materials of industrial function (further - Requirements) are developed according to article 13 of the Law of Ukraine "About the treatment of explosive materials of industrial function".

1.2. Requirements determine rules of safe storage of explosive materials of industrial function (further - VM).

1.3. In these Requirements the terms below are used in such value:

storage locations of VM - specially equipped warehouses, adapted buildings and rooms, vehicles, and also safes, other reservoirs and platforms about places of conducting explosive works;

warehouse VM - complex of the shelters and constructions of the basic and auxiliary purpose located in the general territory with the parcel of land which is drawn up in accordance with the established procedure if warehouses superficial and semi-profound, and for profound and underground warehouses - complex of the main cameras, cells and auxiliary cameras together with excavations which approach warehouse (further - underwater developments);

superficial warehouse VM - warehouse in which the base of storages is at the level of the land surface;

poluulublenny warehouse VM - warehouse in which buildings of storages are deepened in soil lower than the level of the land surface no more than to arniz;

profound warehouse VM - warehouse in which soil thickness over storage is less than 15 m;

underground warehouse VM - the warehouse located in the thickness of soil at depth more than 15 m if the underground warehouse of yacheechy type and is more than 30 m if underground warehouse of chamber type;

permanent warehouse of VM - warehouse, which useful life more than three years;

the VM temporary warehouse - warehouse, which useful life from one to three years;

warehouse of short-term storage of VM - warehouse, which useful life up to one year;

basic warehouse VM - superficial complex of specially equipped storages which are at safe distance concerning transfer of detonation and are intended for long-term storage of the VM allowed to use arriving from the manufacturing plants; buildings (rooms) for production of acapsular fighters; constructions of the mechanized complexes for preparation of factory explosives for the purpose of their mass use; polygons for carrying out testing and destruction of explosive materials in case of unfitness to application;

account warehouse VM - the superficial, profound or underground warehouse VM equipped for temporary or short-term storage of VM and intended for their issue to blasters (shotfirers), suppliers and acceptance of remaining balance of VM from them as the account warehouse can be also used respectively the equipped storage, the building, the rail car, the vessel, the car, trail car, rooms with the safe the platform about the venue of explosive works.

2. General requirements to storage locations of VM

2.1. Warehouses VM construct on the projects approved in accordance with the established procedure.

Warehouse locations of VM choose proceeding from conditions of ensuring minimum risk of defeat of the surrounding environment in case of emergency explosion in warehouse VM, and also the minimum level of threat to normal functioning of warehouses VM owing to influence of surrounding dangerous situations of natural and technogenic origin.

2.2. Acceptance in operation of the constructed and reconstructed warehouses VM is performed according to requirements of the current legislation.

2.3. The beginning of useful life of warehouse is determined from the moment of the first delivery of VM. Operation of warehouses of short-term storage of VM can be extended for one term on condition of their repeated acceptance in operation by the relevant commission.

2.4. The Prilegany territories of account warehouses VM to the territory of basic warehouses VM it is allowed in the presence of separate entrance (entrance) on the territory of account warehouse VM.

2.5. It is allowed to export VM directly from basic warehouses VM to places of conducting explosive works, without their delivery on account warehouses VM, with the subsequent entry in books of accounting in account warehouses VM.
