About introduction of amendments to some Laws of Ukraine concerning stimulation of participation of local government bodies in program implementation and projects of the international technical assistance and the international territorial cooperation

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About compensation" (Sheets of the Verkhovna Rada of Ukraine, 1995, No. 17, Art. 121 with the following changes):

Part third of Article 2 to state 1) in the following edition:

"Other incentive and compensation payments. Payments in the form of remunerations following the results of work in year concern to them, award on special systems and provisions, payments within grants, programs and projects of the international technical assistance, interregional, cross-border and transnational cooperation, the compensation and other money and material payments which are not provided by acts of the current legislation or performed over established by the specified acts of regulation";

The paragraph of the seventh part one of Article 5 to state 2) in the following edition:

"grants, programs and projects of the international technical assistance, interregional, cross-border and transnational cooperation".

2. The fourth article 21 of the Law of Ukraine "About service in local government bodies" (Sheets of the Verkhovna Rada of Ukraine, 2001, No. 33, of Art. 175 with the following changes) to replace part with three new parts of the following content:

"Source of forming of the salary fund of officials of local self-government is the local budget, including the means arriving in the local budget within programs and projects of the international technical assistance, interregional, cross-border and transnational cooperation realized at the expense of means of budget support, help and/or grants of the European Union, the governments and/or municipalities of foreign states (except the state recognized as the state aggressor and/or the state terrorist), the international organizations, donor organizations.
