1. 1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

Rules of certification and issue of the certificate of type

Chapter 1. General provisions

1. These rules of certification and issue of the certificate of type (further - Rules) are developed according to subitem 41-20) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" (further - the Law on the state services) and determine procedure for certification and issue of the certificate of type, and also procedure for rendering the state service "Issue of the Certificate like the Civil Aircraft, Item of Remote Piloting, the Engine and the Air Screw".

2. The terms and determinations used in these rules:

1) the state developer - the state having jurisdiction concerning the organization responsible for design like the aircraft, Item of remote piloting, the engine or the air screw;

2) production tests - finishing sample of the aircraft, Item of remote piloting, the engine and air screw, its characteristics and operational documentation to compliance to requirements of certified basis;

3) the state testing - demonstration of compliance of sample of the civil aircraft, Item of remote piloting, the engine and air screw to airworthiness standards;

4) modification - change of standard design of the aircraft, the engine and air screw;

5) manufacturer - the organization responsible for final assembly of the aircraft, Item of remote piloting, the engine and air screw;

6) the request - the appeal of the applicant to authorized organization for receipt of the certificate of type on sample of the civil aircraft, Item of remote piloting, the engine and air screw;

7) the operator - the physical person or legal entity which is engaged in operation of civil aircrafts or offering the services in this area;

8) operational documentation - documentation regulating flight and technical operation of the civil aircraft, Item of remote piloting, the engine and air screw, including maintenance, and containing operational restrictions, procedures and recommendations;

9) operating tests - testing of sample of the aircraft, Item of remote piloting, the engine and the air screw in the course of its operation on the earth and in air in different climatic (physical) conditions;

10) authorized organization in the field of civil aviation (further - authorized organization) - the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, safety of flights and aviation safety;

11) type design - data set and information, necessary for type definition of the aircraft, Item of remote piloting, the engine and the air screw for the purpose of establishment of the flight validity;

12) the organization responsible for type design (further - developer) - the organization which owns the certificate of type or the equivalent document concerning type of the aircraft, the engine or the air screw issued by the state developer;
