About approval of Rules of realization of stages of lifecycle of digital object of "the digital government"

1. Approve the enclosed Rules of realization of stages of lifecycle of digital object of "the digital government".

2. To provide to committee of the state services of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan

3) within ten working days after state registration of this order submission to Legal department of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of artificial intelligence and digital development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of realization of stages of lifecycle of digital object of "the digital government"

Chapter 1. General provisions

1. These rules of realization of stages of lifecycle of digital object of "the digital government" (further - Rules) are developed according to item 4 of article 82 of the Digital code of the Republic of Kazakhstan (further - the Code) and determine procedure for realization of stages of lifecycle of digital objects of "the digital government".

2. In these rules the following basic concepts are used:

1) the architectural and coordination center (further - AKTs) - the legal entity determined by the Government of the Republic of Kazakhstan to which functions on methodological ensuring development of architecture of "the digital government", and also other functions provided by the Code are assigned;

2) the hardware and software - set of the software and the technical means jointly applied to the solution of tasks of certain type;

3) service in lease of the software - digital service in the form of provision for a fee in temporary ownership and use of the software and the platform software products placed on digital platform of "the digital government";

4) the software (further - ON) - the digital object representing the set of the codes realizing algorithms, providing accomplishment of certain functions, processing, storage, reproduction and (or) transfer of digital data prepared for use;

5) source documents - documents of primary accounting of imputed incomes and the incurred expenses, the including invoices for payment made out and received, delivery notes, acts of the performed works, acts of transmit-receive, inventory cards, pay-sheets;

6) the administrator of budget programs (further - the administrator) - the state body responsible for planning, reasons, realization and achievement of results of budget programs determined according to the functions assigned to it by the legislation of the Republic of Kazakhstan, powers and competences;

7) indirect costs - expenses of the operator for the accounting period, including expenses on the fixed assets which have direct cause and effect relationship with several digital services and are subject to distribution only between such digital services, and also expenses of the operator which are connected with activities for provision of digital services and have no direct cause and effect relationship with digital services and require distribution between them (expenses at cost, period expenses, administrative expenses, other expenses);

8) the system software - set of programs and program complexes for ensuring work of application software of digital system and data transmission networks of digital infrastructure of "the digital government";

9) the architectural portal of digital objects of the state (further - the architectural portal) - the digital object intended for implementation of accounting, storage and systematization of data on digital objects of the state, digital architecture of the state, platform software products (further - PPP) for the purpose of further use by state bodies for monitoring, the analysis and planning in the field of digitalization;

10) service in lease of platform - digital service in the form of provision for a fee in temporary ownership and use of the system software, the application software of general purpose and standard decisions placed on digital platform of "the digital government";

11) rekhosting - placement without changes of architecture, system or basic ON, the source code of application software, functionality;

12) replatforming - placement with possibility of changes of architecture, system or basic ON, the source code of application software without change of functionality;

13) refactoring - placement by development of digital object of "the digital government" taking into account technical and production requirements of platform of "the digital government" on the basis of approved with authorized bodies in the field of digitalization and cyber security of the specification and the investment offer on development;

14) direct costs - expenses of the operator for the accounting period, including expenses on the fixed assets which have direct cause and effect relationship with specific digital service (expenses at cost, financing expenses and other expenses);

15) technologically difficult digital object - the digital object having the special architectural and technical characteristics requiring establishment of special requirements to its designing, development, implementation and operation;

16) service in lease of digital infrastructure - digital service in the form of provision for a fee in temporary ownership and use to the employer of digital infrastructure of "the digital government" for placement of computing resources of processing, storage, information transfer;

17) the digital government - system of digital interaction of state bodies among themselves, and also with physical persons and legal entities, based on complex use of digital technologies;

18) digital object - the isolated element of the digital circle created used or transferred by means of digital technologies having unique digital characteristics and allowing subjects of the digital circle to perform competences of ownership, use or the order in the amount established by the legislation of the Republic of Kazakhstan;

19) authorized body in the field of digitalization (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of digitalization;

20) the operator of "the digital government" (further - the operator) - the legal entity determined by the Government of the Republic of Kazakhstan, providing functioning of digital objects of "the digital government";

21) platform of "the digital government" - the digital platform of the operator intended for development, development, placement, integration of platform software products and (or) placement of digital objects;

22) service model of digitalization - method of provision of digital services on the terms of provision of access to digital decisions or in service format without the need for their independent development by state body, including with possibility of the subsequent transfer of such decisions on balance of state body according to the legislation of the Republic of Kazakhstan;

23) digital service - services in property hiring (lease, temporary use) and (or) placement of computing resources, provision of the software, software products, technical means in use, including communication services by means of which functioning of these services through service model of digitalization is provided;

24) development of digital object - stage of lifecycle of digital object throughout which the complex of actions for implementation of additional functional requirements, and also upgrades of the digital object put into commercial operation for the purpose of optimization of its functioning and (or) expansion of functionality is performed;

25) implementation of digital object - the stage of creation or development of digital object directed to carrying out complex of the actions for commissioning of digital object including preparation of object of automation and personnel, carrying out commissioning, preliminary and acceptance tests;
