Realization of the powers provided by this resolution is performed within the number of staff of employees of the Ministry of Economic Development of the Russian Federation and other federal executive bodies, and also budgetary appropriations provided to the Ministry of Economic Development of the Russian Federation and other federal executive bodies in the federal budget on management and management in the field of the established functions established by the Government of the Russian Federation.

I. Direction of development, approbation and implementation of digital and technological innovations

The direction of development, approbation and implementation of digital and technological innovations according to part 2 of article 1 of the Federal law "About Experimental Legal Regimes in the field of Digital and Technological Innovations in the Russian Federation" (further - the Federal Law on experimental legal regimes) are designing, production and operation of vehicles, including the high-automated vehicles and pilotless aircrafts, certification of their operators, provision of transport and logistics services, and also the organization of transport servicing.

"automated control system" - the hardware and software system exercising control of rover without physical impact from the person;

"bicycle path", "bicycle zone", "walking path", "pedestrian zone", "crosswalk", "strip for cyclists", "sidewalk" and "the participant of traffic" - in the values determined by the Traffic regulations of the Russian Federation approved by the resolution of Council of Ministers - the Governments of the Russian Federation of October 23, 1993 No. 1090 "About traffic regulations" (further - Traffic regulations), taking into account provisions of Item 38 of this Program;

"cycle walking path" - in value of the concept "walking and bicycle path (cycle walking path)" determined by Traffic regulations taking into account provisions of Item 38 of this Program;

"dispatcher" - the physical person performing scheduling;

"scheduling" - the automated centralized process of monitoring of movement of rovers by means of system of scheduling including the activation and deactivation of rovers, routing of movement of rovers and actions connected with interaction with other participants of traffic and territorial authorities of the Ministry of Internal Affairs of the Russian Federation;

"road", "road accident", "roadside", "pedestrian", "obstacle", "the adjacent territory", "carriageway" and "means of individual mobility" - in the values determined by Traffic regulations;

"rover stop" - the deliberate termination of movement of rover for a while up to 20 minutes;

"rover" - the self-contained unit equipped and managed by automated control system, intended including for transportation of goods, rendering transport and logistics services and operated on cycle walking paths, the adjacent territories and sidewalks, in living areas, bicycle zones and pedestrian zones, and also in buildings;

"system of scheduling" - the hardware and software system allowing the dispatcher to perform scheduling;

"the circle of regular operation" - determined by the subject of experimental legal regime in the field of digital and technological innovations by provision of transport and logistics services with use of rovers (further - experimental legal regime) specific conditions of work of automated control system;

"the parking of rover" - the deliberate termination of movement of rover for the period of more than 20 minutes for the reasons which are not connected with loading or unloading of rover, except as specified, of the Traffic regulations connected with need of observance, requirements of this Program and also with breakdown of rover and the road accident with participation of rover.

3. Digital innovation is provision of transport and logistics services with use of rovers.

4. For realization of digital innovation the subject of experimental legal regime performs the following events:

a) operation of automated control system and system of scheduling;

b) operation of rovers on cycle walking paths, the adjacent territories and sidewalks, in living areas, bicycle zones and pedestrian zones, and also in buildings;

c) scheduling;

d) control of technical condition, implementation of maintenance and repair of rovers which are in operation.
