About approval of Rules of marking of separate types of goods for the house and interior means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of goods for the house and interior

The government of the Russian Federation decides:

1. Approve the enclosed Rules of marking of separate types of goods for the house and interior by means of identification (further - Rules).

2. Determine that participants of turnover of separate types of the goods for the house and interior specified in appendix to Rules (further - goods for the house and interior), according to Rules:

a) give to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), the statement for their registration in information system of monitoring since March 1, 2027, but no later than 7 calendar days from the date of emergence of need of implementation by the participant of turnover of goods for the house and interior of the activities connected with input in turnover and (or) turnover, and (or) conclusion from turnover of goods for the house and interior concerning which the input prohibition in turnover, and (or) turnover, and (or) conclusion from turnover not marked by means of identification (except for participants of turnover of goods is established, the provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation" falling under action (further - participants of turnover of goods for the house and interior in the remote or hardly accessible areas). At the same time participants of turnover of goods for the house and interior in the remote or hardly accessible areas submit to information system of monitoring the application for registration in information system of monitoring within 30 calendar days from the date of emergence of need of implementation of the activities connected with input in turnover by them and (or) turnover, and (or) conclusion from turnover of goods for the house and interior;

b) provide no later than 15 calendar days from the date of registration in information system of monitoring readiness of own software and hardware for information exchange with information system of monitoring and direct to the operator of information system of monitoring the request electronically to passing of testing of information exchange of own software and hardware and information system of monitoring electronically;

c) for work on ensuring readiness of own software and hardware for information exchange with information system of monitoring and for passing of testing of such information exchange electronically after registration in information system of monitoring direct to the operator of information system of monitoring the request electronically to provision of remote access to the issue registration device placed in infrastructure of information system of monitoring;

d) pass test of information exchange of own software and hardware and information system of monitoring according to the procedure posted on the official site of the operator of information system of monitoring on the Internet concerning the transactions connected with marking of goods for the house and interior means of identification, their input in turnover and (or) turnover, and (or) conclusion from turnover according to Rules, no later than 15 calendar days from the date of the direction to the operator of information system of monitoring of the notification of the readiness of own software and hardware to information exchange with information system of monitoring on condition of the direction of the request according to the subitem "b" of this Item.

3. Determine that:

a) the participants of turnover of goods for the house and interior performing input in turnover of goods for the house and interior put funds of identification for goods for the house and interior and represent to information system of monitoring of the data on drawing means of identification and input in turnover of goods for the house and interior according to Rules since April 1, 2027;

b) the participants of turnover of goods for the house and interior performing turnover and (or) conclusion from turnover of goods for the house and interior represent to information system of monitoring according to Rules of the data on turnover of goods for the house and interior and about their conclusion from turnover (as in case of conclusion from turnover when implementing calculations using the control and cash equipment, and different ways) since June 1, 2028;

c) participants of turnover of goods for the house and interior have the right to put funds of identification for goods for the house and interior and to represent to information system of monitoring of the data on drawing means of identification, input in turnover, about turnover and about conclusion from turnover of goods for the house and interior according to Rules since March 1, 2027;

d) participants of turnover of goods for the house and interior in the remote or hardly accessible areas have the right to represent the data specified in the Section VIII of Rules within 30 calendar days:

from the date of shipment (transfer or acceptance) goods for the house and interior by transfer (acceptance) of goods for the house and interior within the transactions providing transition of the property right to the specified goods and also within commission agreements, and (or) agency agreements, and (or) works agreements, and (or) agreements of the order;

from the date of conclusion of goods for the house and interior from turnover in case of such conclusion;

from the date of return of goods for the house and interior to turnover in case of such return;

from the date of modification of the data provided by Sections III, IV and VIII of Rules, according to the procedure, provided by the Section IX of Rules (if changes were made to such data);

e) participants of turnover of goods for the house and interior till April 30, 2027 put the funds of identification for the goods for the house and interior acquired till March 31, 2027 and issued by customs authorities since April 1, 2027, imported (imported) into the Russian Federation and placed under customs procedures of release for internal consumption or reimport before goods offering for the house and interior for realization (sale) and represent to information system of monitoring of the data on drawing means of identification and input of goods for the house and interior in turnover according to Rules;

e) participants of turnover of goods for the house and interior in the presence as of April 1, 2027 in the territory of the Russian Federation the unrealized goods for the house and the interior made in the territory of the Russian Federation or imported on the territory of the Russian Federation till the March 31, 2027 having the right to perform marking of such goods for the house and interior means of identification till July 31, 2028 according to Rules on condition of registration of such goods for the house and interior in information system of monitoring with indication of data, stipulated in Item 37 Rules, drawing funds of identification for them and submission of data on drawing means of identification in information system of monitoring according to Rules.

4. Determine that the operator of information system of monitoring provides:

a) the organization of testing of information exchange of software and hardware of participants of turnover of goods for the house and interior and information system of monitoring no later than 15 calendar days from the date of obtaining from participants of turnover of goods for the house and interior registered in information system of monitoring, the notification of the readiness to information exchange of the specified software and hardware with information system of monitoring;

b) provision to participants of turnover of goods for the house and interior of remote access to the issue registration devices placed in infrastructure of information system of monitoring on the conditions provided by Rules no later than 30 calendar days from the date of obtaining from participants of turnover of goods for the house and interior registered in information system of monitoring, the request electronically for provision of remote access to such device of registration of issue.

5. Registration in the information system used for the purpose of ensuring carrying out experiment on marking by means of identification of separate types of goods for the house and interior according to the order of the Government of the Russian Federation of September 20, 2025 with No. 1458 "About carrying out in the territory of the Russian Federation experiment on marking by means of identification of separate types of goods for the house and interior" (further - experiment), legal entities and individual entrepreneurs who as of February 28, 2027 were participants of experiment is equated to registration in information system of monitoring according to the subitem "an" of Item 2 of this resolution.

If the data provided within the experiment by participants of turnover of goods for the house and interior to the information system used for the purpose of carrying out experiment do not meet the requirements of Rules, participants of turnover of goods for the house and interior shall provide to information system of monitoring missing and (or) urgent data before the date established by the subitem "an" of Item 3 of this resolution with which drawing means of identification becomes obligatory.

6. Determine that in the territory of the Russian Federation input in turnover of goods for the house and interior without drawing funds of identification for them and representation in information system of monitoring of data on marking and input in turnover of goods for the house and interior is allowed by means of identification till April 1, 2027.

Turnover of goods for the house and interior made in the territory of the Russian Federation or imported (imported) on the territory of the Russian Federation (including in case of import from the territory of the Eurasian Economic Union) within cross-border trade or release by customs authorities in case of their room under customs procedures of release for internal consumption or reimport (in case of their production out of the territory of the Russian Federation) till March 31, 2027, without drawing funds of identification for them is allowed till October 1, 2027.

Conclusion from the turnover of unmarked goods for the house and the interior made in the territory of the Russian Federation or imported (imported) on the territory of the Russian Federation (including in case of import from the territory of the Eurasian Economic Union) within cross-border trade or release by customs authorities in case of their room under customs procedures of release for internal consumption or reimport (in case of their production out of the territory of the Russian Federation) till March 31, 2027, without drawing funds of identification for them is allowed till June 1, 2028.

Till July 31, 2028 participants of turnover of goods for the house and interior have the right to perform storage, transportation of the goods for the house and the interior which was at them in ownership, and (or) use, and (or) the order for the date specified in Item 3 of this resolution with which drawing funds of identification for goods for the house and interior becomes obligatory are not marked by means of identification and to perform marking of such goods means of identification for the purpose of their subsequent realization (sale).

Release by customs authorities imported (imported) unmarked and placed under customs procedures of release for internal consumption or reimport of goods for the house and the interior specified in the subitem "d" of Item 3 of this resolution till April 30, 2027 is allowed.

7. Operation of this resolution does not extend to goods for the house and interior to which according to Rules and international treaties of the Russian Federation requirements about obligatory marking by means of identification do not extend.

8. Determine that since April 1, 2027 provision to the participant of turnover of goods for the house and interior of the codes of marking necessary for forming of means of identification, is performed by the operator of information system of monitoring on paid basis according to Rules.

9. From the date of entry into force of this resolution according to the decision of the participant of turnover of goods for the house and interior provision to it the codes of marking necessary for forming of means of identification, can be performed by the operator of information system of monitoring before the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for goods for the house and interior becomes obligatory. Such codes of marking are provided by the operator of information system of monitoring on a grant basis. Such service is recognized the information system of monitoring rendered by the operator at the time of entering of information system of monitoring by the operator into information system of monitoring of information on drawing funds of identification for the goods for the house and interior specified by the participant of turnover of goods for the house and interior in the report on drawing funds of identification for goods for the house and interior.

10. If the participant of turnover of goods for the house and interior who received marking codes on a grant basis till March 31, 2027 did not provide their transformation to means of identification and did not submit in information system of monitoring the report on drawing funds of identification for goods for the house and interior and data on input of the specified goods for the house and interior in turnover, such codes of marking are paid by the participant of turnover of goods for the house and interior or cancelled according to Rules.

11. This resolution becomes effective since March 1, 2027.

Rules of marking of separate types of goods for the house and interior means of identification

I. General provisions

1. These rules determine procedure for marking of separate types of the goods for the house and interior which are subject to obligatory marking by means of identification, the requirement to participants of turnover of separate types of goods for the house and interior, procedure for information exchange of participants of turnover of separate types of the goods for the house and interior with the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification (further - information system of monitoring), characteristics of means of identification, and also procedure for representation by participants of turnover of separate types of goods for the house and interior of data in information system of monitoring on input in turnover, about turnover and about conclusion from turnover of separate types of goods for the house and interior.

2. The concepts used in these rules mean the following:

"aggregation" - process of consolidation of goods in group packaging or set, or in shipping package, or group packagings in shipping package, or sets in shipping package or shipping packages in shipping package of higher level of enclosure with preserving information on interrelation of codes of identification of each enclosed commodity unit in consumer packaging with code of identification created set and (or) group packaging and (or) shipping package, about interrelation of codes of identification of each enclosed group packaging with code of identification of the created shipping package or codes of identification of each enclosed set with code of identification of the created shipping package, and also about interrelation of codes of identification of each enclosed shipping package with code of identification of the created shipping package of higher level of enclosure and drawing appropriate means of identification on group packaging or set or code of identification of shipping package on shipping package for the purpose of ensuring traceability of movement of goods on goods distribution chain without the need for opening of the created group packaging and (or) set and (or) shipping package;

"aggregative customs code" - the unique sequence of symbols for each separate set of goods representing consolidation of codes of identification of each goods, including codes of identification of the packaging combining goods in the course of aggregation, created by the operator of information system of monitoring for the purpose of identification of goods according to these rules, used by the participant of turnover of goods in case of customs declaration of goods. At the same time consolidation in aggregative customs code of codes of identification which part is already included in code of identification of group packaging, code of identification of sets, or code of identification of shipping package, or in other aggregative customs code is not allowed;

"validation of means of identification" - quality evaluation of transformation of code of marking to means of identification and drawing means of identification regarding compliance of its structure to requirements of these rules;

"input of goods in turnover":

in case of production of goods in the territory of the Russian Federation (including in cases of contract manufacturing), including cases of production of goods from the foreign raw materials placed under customs procedure of free customs zone or under customs procedure of free warehouse - representation by the participant of turnover of goods in information system of monitoring of the notification on primary paid or voluntary conveyance of goods from the producer to the new owner or the other person for the purpose of their alienation to such person or the subsequent realization (sales, including retail) which makes goods available for distribution and (or) use, or the notification on input of goods in turnover by the producer or the third-party producer according to Item 86 of these rules;
