For the purpose of enhancement of procedure for carrying out energy certification of buildings, according to part 2 of article 5 of the Law of the Kyrgyz Republic "About energy efficiency of buildings", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of the Regulations on procedure for carrying out energy certification of buildings and Regulations on procedure for carrying out periodic control of energy efficiency of coppers, systems of heating and hot water supply of buildings" of August 2, 2012 No. 531 the following changes:

in Regulations on the procedure for carrying out energy certification of buildings approved by the above-stated resolution:

- to state paragraph two of the subitem 1 of Item 2.2 in the following edition:

"a) indicators of expense of heat energy on heating, hot water supply; scale of energy classes from And to G on energy use for the purpose of heating and hot water supply; scale of energy classes from And to G on general indicator of energy use in the building; scale of energy classes from And to G on primary energy (appendix 5);";

- in Item 2.3 of the word" (according to appendix 6)" shall be replaced with words "(appendix 5)";

- to state appendix 5 to the above-stated Provision in edition according to appendix to this resolution.

2. This resolution becomes effective after ten days from the date of official publication.

Classes of energy efficiency of buildings

A. Determination of boundary values of scale of classes of energy efficiency of buildings

1.1. In case of determination of boundary values of energy scales the Rr and Rs parameters are used. The Rr parameter determines the total amount of the delivered energy conforming to the minimum requirements of energy efficiency and is the upper bound of class B. The Rs parameter is average value of energy use in buildings and corresponds to the upper bound of class D. For buildings of the mixed type parameter R is determined as the weighted average value depending on percentage ratio of floor area of different functional purpose.

1.2. Determination of boundary values of energy scales is determined by functional purpose of buildings by the relation of total amount of the delivered energy (R, kWh / кв.м year) to Rs and Rr values under their condition:

R <= Rr 0,5 - the building is determined as the building of class A;

0, Rr <<<R <= Rr - class B;

Rr <R <= 0,5 (Rr + Rs) - class C;

0, ((Rr + Rs) <R <= Rs - class D;

Rs <R <= Rs 1,5 - class E;

1, Rs Rs <R <= Rs 1,5 - class F;
