About the budget of Federal Compulsory Health Insurance Fund for 2008 and for planning period of 2009 and 2010

Article 1

1. Approve the main characteristics of the budget of Federal Compulsory Health Insurance Fund (further - Fund) for 2008:

1) the predicted total amount of budget receipts of Fund in the amount 130 595 429, 7 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 42 321 826, of 7 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 133 022 015, 7 thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 16 600 000, of 0 thousand rubles;

Limiting 3) amount of budget deficit of Fund in the amount 2 426 586, 0 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2009 and 2010:

1) the predicted total amount of budget receipts of Fund for 2009 in the amount 138 245 585, 2 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 31 442 949, of 2 thousand rubles, and for 2010 in the amount 129 017 035, 0 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 4 412 240, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2009 in the amount 119 987 658, thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 17 000 000, of 0 thousand rubles, and for 2010 in the amount 104 482 669, 0 thousand rubles, including interbudget transfers provided to the budget of Social Insurance Fund of the Russian Federation in the amount 17 000 000, of 0 thousand rubles;

3) the predicted budget surplus of Fund for 2009 in the amount 18 257 927, 0 thousand rubles and for 2010 in the amount 24 534 366, 0 thousand rubles.

3. Determine that source of financing of budget deficit of Fund in 2008 is remaining balance of budget funds of Fund as of January 1, 2008.

Article 2

1. Approve the list of chief managers of budget receipts of Fund for 2008 according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund for 2008 according to appendix 13 to this Federal Law.

Article 3

1. Approve structure and change of expense structure of the budget of Fund for Sections, subsections, target Articles and expense types:

1) for 2008 according to appendices 2, 2.1 and 2.2 to this Federal Law;

2) for planning period of 2009 and 2010 according to appendix 3 to this Federal Law.

2. Establish sources of internal financing of budget deficit of Fund for 2008 according to appendices 14 and 14.1 to this Federal Law.

Article 4

Approve distribution and change of distribution of the interbudget transfers received from the federal budget:

1) for 2008 according to appendices 4, 4.1 and 4.2 to this Federal Law;

2) for planning period of 2009 and 2010 according to appendix 5 to this Federal Law.

Article 5

Approve distribution and change of distribution of the interbudget transfers provided at the expense of means of the federal budget and budget funds of Fund to budgets of territorial funds of compulsory medical insurance and the budget of Social Insurance Fund of the Russian Federation:

1) for 2008 according to appendices 6, 6.1 and 6.2 to this Federal Law;

2) for planning period of 2009 and 2010 according to appendix 7 to this Federal Law.

Article 6

1. Determine that the Fund in 2008 sends to budgets of territorial funds of compulsory medical insurance of subvention on financial provision of rendering social service in additional free medical care in the part providing with necessary medicines, products of medical appointment, and also specialized products of clinical nutrition for handicapped children according to the Federal Law of July 17, 1999 to N178-FZ "About the Government Public Assistance" (further - the Federal Law "About the Government Public Assistance"), other Federal Laws and regulatory legal acts of the Russian Federation adopted according to them.

2. The subventions specified regarding 1 this Article go territorial funds of compulsory medical insurance in the form of interbudget transfers to budgets of subjects of the Russian Federation for further expenditure based on the public contracts signed in accordance with the legislation of the Russian Federation about placing orders for the supply of goods, works and services for state and municipal needs.

3. Transactions with the interbudget transfers specified in this Article provided from budgets of territorial funds of compulsory medical insurance within execution of budgets of subjects of the Russian Federation are considered on the personal accounts opened to receivers of means of budgets of subjects of the Russian Federation in territorial authorities of the Federal Treasury.

4. Approve distribution of the grants from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance in 2008 and on completion in the first half of the year 2008 of calculations for actually allotted medicines to separate categories of citizens in 2007 in the amount 49 823 300, 0 thousand rubles according to appendix 8 to this Federal Law.

5. Approve the normalized safety stock of Fund in 2008 in the amount 10 340 087, of 3 thousand rubles. Determine that means of the normalized safety stock of Fund in 2008 are used on completion in the first half of the year 2008 of calculations for actually allotted medicines to separate categories of citizens in 2007 and on increase in the grants sent to budgets of territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance, according to the procedure, established by the Government of the Russian Federation.

6. For the purpose of financial provision of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance to reserve in the budget of Fund of means for 2008 in the amount 10 692 835, 0 thousand rubles, for 2009 in the amount 70 914 271, of 5 thousand rubles, for 2010 in the amount 82 501 366, of 5 thousand rubles. The means reserved in the budget of Fund for 2008 go to budgets of territorial funds of compulsory medical insurance taking into account their actual execution for 2007 according to the procedure, provided for use in 2008 of means of the normalized safety stock of Fund.

7. Determine that the Fund performs the direction in budgets of territorial funds of compulsory medical insurance of the means provided on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance by part 4 of this Article, according to the procedure, established by the Government of the Russian Federation.

8. Distribution on subjects of the Russian Federation of the budgetary appropriations specified regarding 1 this Article is established by the Government of the Russian Federation.

Article 7

Determine that completion of calculations for actually allotted medicines to separate categories of citizens in 2007 is performed by Fund and territorial funds of compulsory medical insurance in the first half of the year 2008 at the expense of remaining balance of the means for January 1, 2008 formed in the budget of Fund and budgets of territorial funds of compulsory medical insurance for 2007 as a result of incomplete use of budgetary appropriations on rendering the government public assistance to separate categories of citizens on providing with medicines, the budgetary appropriations transferred in 2008 from the federal budget in the budget of Fund in the amount 15 000 000, 0 thousand rubles with the distribution approved by the Government of the Russian Federation, the means provided by appendix 8 to this Federal Law, and part of means of the normalized safety stock of Fund according to the procedure established by the Government of the Russian Federation.

Article 8

1. Article 9

1. Approve distribution of the subsidies from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on compulsory medical insurance of the idle population (children):

1) for 2008 according to appendix 9 to this Federal Law;

2) for planning period of 2009 and 2010 according to appendix 10 to this Federal Law.

2. Determine that the direction in budgets of territorial funds of compulsory medical insurance of subsidies for compulsory medical insurance of the idle population (children) is performed according to the procedure, established by the Government of the Russian Federation.

3. Provision of subsidies for carrying out additional medical examination of the working citizens and on carrying out medical examination of the orphan children and children who are in difficult life situation staying in stationary organizations is determined according to the procedure, established by the Government of the Russian Federation.

Article 10

1. Financial provision of the rendering to citizens of the Russian Federation free medical care which is carried out according to programs of the state guarantees for 2008 and for 2009 the state task for rendering the municipalities by healthcare institutions giving primary health care (and in case of their absence the relevant healthcare institutions of the subject of the Russian Federation or in case of absence in the territory of the municipality of healthcare institutions of municipalities and subjects of the Russian Federation the medical organizations in which according to the procedure, established by the legislation of the Russian Federation, the municipal order, except for the medical institutions subordinated to the main managers of means of the federal budget is placed), the additional medical care provided by therapists district police officers, pediatricians district police officers, general practitioners (family doctors) nurses district police officers of therapists of district police officers, pediatricians of district police officers, nurses of general practitioners (family doctors), is payment commitment of the Russian Federation on 2008 and for 2009.
