1. Approve Regulations on procedure for state registration and the state accounting of vehicles, their removals from accounting and modification of the documents connected with state registration of vehicles it (is applied).

2. This resolution becomes effective from the date of its official publication.

Regulations on procedure for state registration and the state accounting of vehicles, their removals from accounting and modification of the documents connected with state registration of vehicles

Chapter 1. General provisions

1. This Provision establishes procedure for state registration and state accounting of vehicles, except for wheel tractors and trail cars to them (further – vehicles), in the State automobile inspection of the Ministry of Internal Affairs (further, unless otherwise specified, – GAI), their removals from accounting and modification of the documents connected with state registration of vehicles (further – registration actions).

2. For the purposes of this provision the following terms and their determinations are applied:

the document connected with state registration of the vehicle (further – the registration document), – the document confirming state registration of the vehicle and assignment to it registration sign, issued by registration, registration and examination divisions of GAI (further – registration divisions);

state registration of the vehicle (further – vehicle registration) – the ministerial procedure performed according to the legislation in case of which the state accounting of the vehicle and issue to the owner of the vehicle are made, to the other person to whom it belongs on the right of economic maintaining or operational management (further – the owner), the leasing recipient of the vehicle (further – the leasing recipient) the registration document and registration signs;

the state accounting of the vehicle – entering of data on the vehicle and its owner (leasing recipient) into the automated information system "State Automobile Inspection of the Ministry of Internal Affairs" (further – AIS GAI);

the number aggregate – the vehicle design element (body, cabin, frame) containing the identification number put with the shock or other method providing its durability, security from change and excluding deleting marked by the manufacturer of the vehicle;

survey of the vehicle (further – survey) – reconciliation of compliance of marking designations and other identification data of the vehicle, its constructive, functional and operational characteristics determining type, brand, model, modification, color, body type, to entries in the accompanying documentation, check of lack of signs of change, concealment, destruction of vehicle identification number, the photography of appearance and vehicle identification number which are carried out without disassembly or department of the main components of the vehicle;

registration sign – the product containing the individual alphanumeric designation appropriated to the vehicle, and made according to requirements of technical regulatory legal acts, obligatory for observance.

3. Registration actions are made by registration divisions according to the statement of the owner (leasing recipient) by implementation of the corresponding ministerial procedure, except as specified, provided by this Provision.

Registration actions in registration divisions are performed concerning mopeds, kvadritsikl, other motorized vehicles with engine capacity of internal combustion of 50 and more cubic centimeters or the maximum capacity of the electric motor more than 4 kilowatts, and also with a maximum constructive speed of movement more than 50 kilometers per hour and the trail cars to them intended for movement on roads, except for:

wheel tractors (self-propelled machines) and trail cars to them;

trail cars to motorcycles;

motor-all-terrain vehicles (the four-wheel off-road motorized vehicles having landing and governing bodies of motorcycle type);

snow and swamp-going vehicles, snowmobiles;

chassis of vehicles;

the cars and motorcycles intended only for participation in sports competitions;

the technological transport operated in the closed territories processing and construction equipment installed on the chassis of trail cars, other vehicles which are not subject to operation on roads;

urban electric transportation;

the vehicles struck off the register for utilization except the basis, the specified Item part one in paragraph four 42 this provision;

the vehicles raised from spare parts except the vehicles raised by manufacturers;

the vehicles having wheel on the right side, which except for are earlier registered in the Republic of Belarus;

the vehicles having visible damages and (or) the absent design elements;
