For the purpose of ensuring the state control of import to the Russian Federation and export from the Russian Federation of drugs, psychotropic substances and their precursors, accomplishment of the international obligations following from conventions of the United Nations which participant is the Russian Federation according to article 28 of the Federal law "About Drugs and Psychotropic Substances", articles 13 and 24 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" Government of the Russian Federation decides:

1. Approve enclosed:

changes which are made to the acts of the Government of the Russian Federation regulating questions of drug trafficking.

2. Determine that the licenses of the Ministry of Economic Development and Trade of the Russian Federation for the right of import (export) of drugs, psychotropic substances and their precursors issued before entry into force of this resolution are valid before the termination of term of their action.

3. This resolution becomes effective after 6 months from the date of its official publication.
