The governments of the State Parties of this agreement which are hereinafter referred to as with Contracting Parties

recognizing importance of cooperation in prevention of delivery and distribution of the quarantine and other especially absent in the territories dangerous Contracting Parties of wreckers, diseases of the plants and weeds which are hereinafter referred to as by quarantine organisms

being guided by desire to continue and expand cooperation in the field of quarantine of plants and to provide coordination of the governmental quarantine activities,

proceeding from interests of mutual protection of the territory from drift and distribution of quarantine organisms during the implementing of contracts and development of economic and commercial intercourses within the Commonwealth of Independent States,

agreed as follows:

Article 1

Contracting parties will hold necessary events for quarantine check of seeds, landing material, the plants and vegetable products which are hereinafter referred to as by quarantine freight when importing, exporting and transit through border check-points on quarantine of plants on external border of Contracting Parties according to the list of quarantine wreckers, diseases of plants and weeds according to Appendix. This list can be changed according to the decision of the conference on quarantine of plants convened within the Commonwealth of Independent States according to Article 8 of this agreement. Expenses on quarantine check of quarantine freight are incurred by the owner of load according to the rates accepted in the Contracting Party.

Article 2

Contracting parties shall follow the single quarantine laws on import, export and transit of the quarantine freight sent from one Contracting Party to another. The specified rules will be approved at the conference on quarantine of plants convened within the Commonwealth of Independent States according to Article 8 of this agreement.
