SAFETY RULES FOR THE OIL-AND-GAS INDUSTRY OF THE REPUBLIC OF UZBEKISTAN

 

IT IS APPROVED Central Committee of labor union of workers fuel and energy, geological and chemical industry Republic of Uzbekistan 07.02.2000.

INTRODUCTION

These rules are processed into Laboratories of labor protection and safe engineering of JSC Uzlitineftgaz of National holding company "Uzbekneftegaz" in pursuance of the Law of the Republic of Uzbekistan "About labor protection", N839 approved on May 6, 1993 - XII, Resolutions of Presidium of the Supreme Council of RUZ of 8.05.92 of N586-HP "About the Organization of Review of the Existing Legal Acts" and Resolutions of the Cabinet of Ministers of October 9, 1997 by N469 "About measures for law enforcement of regulations of the ministries, the state committees and departments, and also in connection with changes in technology of maintaining and mechanization of works in oil and gas industry, methods and control facilities behind harmful production factors and methods of protection of workers of oil and gas industry from them.

In case of conversion of Rules active part was taken by leading experts and scientists of oil and gas industry. Developments of other institutes, work experience of the companies, organizations and joint stock companies of industry are used.

Rules contain organizational, technical and production requirements which accomplishment is obligatory for ensuring safe works. In them requirements to creation of the new equipment and the tool, development of technological parameters, the research works and other factors considerably influencing safety and the prevention of accidents are stated.

Rules do not include requirements for safe operation of the specific equipment and the tool as for each installation, the separate equipment and aggregates they shall be reflected in managements and instructions.

With introduction of these rules action of the "Safety rules for the oil-and-gas industry" approved by Gosgortekhnadzor in 1974, and "Single technical rules of conducting works in case of construction of wells on oil, gas and gas-condensate fields", approved by Minneftegazprom in 1983 in the territory of the Republic of Uzbekistan stops.

1. GENERAL PROVISIONS

1.1. Field of distribution and application of Safety rules

1.1.2. These rules extend to all companies and the organizations which activities are connected with investigation and development of oil, gas and gas-condensate fields, fields of thermal waters, underground gas storages in the porous circle, and also on the research, design and other organizations developing technology, the equipment, the tool and preparing personnel for accomplishment of these works irrespective of departmental subordination, type of economic activity and patterns of ownership.

1.1.3. All specifications operating at the companies, instructions and other normative and technical documents shall be brought into accord with these rules in the terms coordinated with bodies of Gosgortekhnadzor of the Republic of Uzbekistan.

Production safety rules by professions and work types are developed taking into account local conditions, approved with local regulatory authorities, affirm the chairman of trade-union committee and the chief engineer of the company.

1.1.4. In case of performance of works, not regulated by these rules (earth, construction, electro-gas welding, transportation and cargo transfer, works with hazardous substances, sources of ionizing radiation, liquidation of open fountains, etc.), the companies and the organizations shall be guided by other regulating documents approved in accordance with the established procedure by the ministries, joint stock companies according to their competence.

1.1.5. In case of absence in rules and regulations of requirements which observance in case of works is necessary for providing safe working conditions the administration of the companies shall take adequate measures. If necessary offers on amendment of these rules are made.

1.1.6. Requirements to the equipment and technical means during their creation in the republic and purchase on import become effective from the moment of enforcement of these rules. Use of the newly created equipment and technical means is obligatory only after their serial production.

1.1.7. The companies, the organizations bear complete responsibility for ensuring reliability and safety of object at stage of its creation, operation, preservation and liquidation.

The parcels of land of the developed oil and gas fields are transferred to land users.

Responsibility for protection of subsoil, intra bedded overflows and exit of fluid from the liquidated wells on surface bear the companies which carried out mining and liquidation of wells.

1.1.8. Changes and additions can be made to Rules with the permission of the organizations which approved and approved these rules.

1.2. General requirements

1.2.1. Projects on investigation, development and arrangement of oil, gas and gas-condensate fields, construction of wells on the fields containing aggressive formation fluids and in particularly complex mining-and-geological conditions are subject to approval of state supervision bodies. The list of such fields is determined by Gosgortekhnadzor of Uzbekistan.

1.2.2. Safety requirements when designing the productions constructed based on the complex import equipment or the equipment produced according to foreign licenses shall be not below requirements of these rules.

1.2.3. In case of project development on construction of wells and arrangement of oil-field objects, and also underground storage warehouses of oil and gas the project organization shall determine risk degree of designed project.

Operation of object shall be suspended if the risk degree becomes higher than project.

1.2.4. The procedure for the organization of works on creation of safe working conditions, training, instructing, examination and the admission of personnel to independent work at the companies and in the organizations are determined "By management system labor protection in the oil and gas industry of Uzbekistan".

Training programs of workers to which increased requirements of safety are imposed shall be approved with Gosgortekhnadzor of Uzbekistan.

1.2.5. At each company there shall be office on labor protection and safe engineering equipped with the corresponding posters, visual aids, prototypes by the equipment, machines, mechanisms, instrumentations, individual protection equipment and also full range of reference books (The rule and regulation of safety, the Provision, the instruction, the methodical instructions, recommendations, technical requirements Leading materials and so on).

1.2.6. The accidents which happened on production are investigated according to the procedure, provided by the existing republican regulations determining the organization of their accounting and investigation.

1.2.7. Leading employees and specialists of the companies, organizations and associations in case of visit of workshops, sites, workplaces on the job responsibilities shall check the organization of works, security status on objects, workplaces, to take measures for elimination of the revealed shortcomings.

1.2.8. In case of issue of task to group of workers for accomplishment of the transactions which are not requiring appointment of the responsible person from among engineering personnel, one of experienced and skilled workers shall be appointed senior, responsible for safe operation which instructions are obligatory for all group.

1.2.9. During the work on one object of several companies the procedure for the organization and works shall be determined by the regulations on relations between the companies approved by the joint decision of heads of these companies, and during the work of several divisions of one company - the provision approved by management of the company.

1.2.10. Works in places where there is available or can be the increased production danger, shall be performed according to the work permit.

The list of such works, and also positions of the specialists having the right to issue the work permit and to direct these works, affirms the technical lead (chief engineer) of the company. Production of transactions of the increased danger shall be performed according to the instruction establishing requirements to the organization and safe carrying out such works and procedure for execution of work permits.

1.2.11. On explosion-fire-hazardous objects the liquidation plan of possible accidents in which taking into account specific conditions it is necessary to provide prompt actions of personnel on accident prevention and liquidation of emergencies, and in case of their origin - on liquidation, exception of fire or explosions, the maximum decrease in weight of effects on evacuation of unoccupied people shall be developed.

1.2.12. Each accident, complication, equipment failure and managing systems are subject to investigation by specially created commission with creation of the act.

1.2.13. Extreme values of temperature of outside air, wind speed in this climatic area in case of which it is necessary to stop works or to organize breaks for heating, are established by administration of the company in coordination with local authorities.

1.3. Requirements to personnel

1.3.1. To management of works on drilling, development and repair of wells, conducting geophysical works in wells, and also on production and preparation of oil and gas persons having the higher or secondary education on the corresponding specialty and the right to the conducting these works supported by the relevant document are allowed.

1.3.2. The workers going to the company, and also translated to work on another, profession, new to them, shall pass personnel safety notification previously.

1.3.3. Instructing of workers shall include the general safety issues relating to this company and the special questions of safe engineering connected with accomplishment of separate work types and this profession.

1.3.4. The procedure for carrying out, amount and content of instructing, training and examination of workers are determined by the relevant provision approved by National holding company "Uzbekneftegaz" in coordination with bodies of Gosgortekhnadzor of Uzbekistan by safe methods of work.

1.3.5. To independent work on equipment maintenance and mechanisms in case of well-drilling, geophysical works, production, preparation, transportation and oil storage and gas, to conducting production processes persons after the corresponding instructing, training, training and examination are allowed.

The examination on safe operation at workers shall be made annually. In case of implementation of new technologies, the equipment, change of the existing safety rules after the corresponding training the extraordinary examination Shall be made.

1.3.6. Shall be issued to all workers under the personal receipt by administration of the instruction on safe methods of work on their profession.

1.3.7. The workers mastering profession, new to them, shall be trained in the specialty and training on workplace in the amount established by programs and according to Regulations on procedure for training in the professions approved by NHK "Uzbekneftegaz" in coordination with Gosgortekhnadzor of the Republic of Uzbekistan.

1.3.8. The personnel allowed to work with electrotechnical installations, the elektrofitsirovanny tool or adjoining on kind of work to machines and mechanisms with the electric drive, shall have qualification group on electrical safety according to requirements of PTEE of consumers and PTBE of consumers.

The personnel servicing the coppers, hoisting machines and mechanisms, vessels working under pressure and other equipment and devices undergo instructing and examination in amount and terms which are provided by requirements of the corresponding rules.

1.3.9. Workers of integrated teams which labor organization provides combination of professions shall have the corresponding qualification, and also admissions to independent work on the main and combined professions.

1.3.10. Professional training of personnel is carried out in the specialized educational and course plants having permission (licenses) of Gosgortekhnadzor of the Republic of Uzbekistan.

1.3.11. Each worker who noticed abuse of regulations of safety or danger life-threatening and to human health, shall take the measures for its elimination depending on it, stop work and report about it to the direct head or the dispatcher of the company.

1.3.12. Persons are allowed to independent steeplejack works (workers and engineering employees) are not younger than 18 years which had medical examination and having years of service of steeplejack works at least one year.

The workers for the first time allowed to steeplejack works within one year shall work under direct supervision of the experienced workers appointed by the order of the director. The works performed at the height more than 5 m from the Earth's surface are considered steeplejack.

1.3.13. Leading and the engineering employees who are engaged in designing, construction, drilling and operation of oil and gas wells, transport and gas storage and gas condensate and also the subsidiary companies, shall before the admission to work pass examination for knowledge of "Safety rules for the oil-and-gas industry of the Republic of Uzbekistan", and also the relevant standards and rules in volume of the work performed by them.

Recurring inspection of knowledge is carried out at least once in three years.

1.3.14. The examination of leading employees and ITR shall is held according to the relevant provision about procedure for test of knowledge of rules, regulations and safety rules at leading employees approved by Gosgortekhnadzor of the Republic of Uzbekistan.

1.3.15. The people with the higher and secondary vocational education enlisted on working professions including probationers of the highest and average special educational institutions for the admission to independent work shall have the corresponding certificate. In case of issue of such certificate in educational institutions for theoretical training course the diploma in (the reference for probationers), and for production - monthly training on workplace is set off.

1.4. Requirements to the territory, rooms, objects, workplaces

1.4.1. The territory of the company and placement on it of buildings, constructions and different production facilities shall correspond to the project developed according to requirements of construction regulations and rules, regulations of process design. The territory of the company, separate production facilities shall be planned, have necessary infrastructure, be built up according to the master plan.

1.4.2. To boring, pumping and compressor stations, other production facilities ways and entrances shall be paved, and also platforms for unloading, placement of the equipment and materials are prepared.

In case of considerable remoteness of objects from trunk line roads, marshiness of the area or flooding of the territory flood waters the building site is equipped with constructions for acceptance of the aircraft transport.

1.4.3. At the companies which have underground communications (cable lines, oil, gas pipelines and so on) executive schemes of the actual arrangement of these communications shall be developed and approved by management.

Trasses of underground communications on the area are designated by indexes.

1.4.4. Pipelines in places of crossing with highways, transitions and near settlements shall have the increased durability and signs of the danger warning.

1.4.5. Building of the areas of occurrence of oil and gas the objects which are not connected with development of fields is made according to "Regulations on procedure for issue of permissions to building of the areas of bedding of minerals, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 20 of 13.01.97.

1.4.6. From extreme number of operational wells, and also from each object of the oil or gas field the sanitary protection zone which sizes are determined by the operating sanitary standards is established.

For oil, gas and gas-condensate fields with hydrogen sulfide availability the sanitary protection zone is determined proceeding from amounts of possible emergency emissions and conditions of dispersion of hydrogen sulfide to concentration of 30 mg/m3.

1.4.7. Heating and ventilation of factory and household buildings and rooms shall meet construction standards and rules, regulations of process design.

The category of buildings and rooms is determined by the project organization on blueprint stage by fire and explosion and fire risk.

1.4.8. The new and reconstructed objects shall be put into operation according to the procedure, established by the current legislation. In structure of the commission on acceptance of the objects under control to Gosgortekhnadzor of the Republic of Uzbekistan, representatives of Gosgortekhnadzor, Uzneftegazinspekshsh and the Uzbek militarized part of antigushing and gas safety shall enter. Any new or reconstructed company, means of production cannot be accepted and put into operation if they have no the safety certificate issued according to the procedure, established by the Cabinet of Ministers of the Republic of Uzbekistan.

1.4.9. Production facilities, workplaces depending on working conditions and the accepted production technology shall be provided with appropriate means of protection.

Objects of drilling, oil and gas extraction and production rooms shall be provided with fire extinguishing means according to the list approved with local authorities of fire supervision.

Each production facility where the service personnel resides, shall be provided with telephone or radio communication with control office or management of the site, workshop, the company.

1.4.10. Production facilities, workplaces shall be provided with precautionary signs, posters and texts, and service personnel - security guidelines of work.

1.4.11. At the companies depending on nature and conditions of production administration control of hazardous substance content in air, by noise level and vibrations, temperature, relative humidity and speed of movement of air on workplaces shall be organized.

The administration shall inform labor collective on results of control timely.

1.4.12. In rooms, on objects and workplaces where allocation in air of vapors is possible, gas and dust, and also in cases of changes of engineering procedures it is necessary to exercise constant control behind condition of the air circle.

The obtained data shall be fixed on workplace and be transferred to control office along with the key technological parameters of work of object.

1.4.13. For each engineering procedure measures for the maximum decrease in level of potential of explosion shall be provided by the project

- prevention of explosions in the equipment;

- exception of explosions and fires in rooms and on the open areas;

- decrease in emissions of combustible substances in the atmosphere in case of emergency depressurization of the equipment, etc.

1.4.14. Workplaces, objects, drives and approaches to them, passes, transitions to night-time shall be lit.

Artificial lighting shall meet the requirements of PUE and to be not below the regulations given in appendix 2.

Level of illumination of workplaces shall meet industry standards of designing of artificial illumination of objects.

1.4.15. In production rooms and on the open areas it is necessary to provide emergency and evacuation lighting in work zones.

Lamps of working and emergency light shall be powered from different sources.

Instead of the device of stationary emergency and evacuation lighting use of manual lamps with accumulators is allowed.

The choice of type of lighting of production and auxiliary rooms shall be made taking into account the maximum use of natural light.

1.4.16. Measurements of level of illumination should be carried out at least once a year, and also after reconstruction of rooms, systems of lighting.

1.4.17. The equipment on objects shall be located so that there was opportunity for convenient and its safe servicing and repair.

The distance between separate mechanisms and between mechanisms and walls shall be at least 1 m, and width of working passes - is at least m 0,75.

Note. Working pass is meant as space in light, necessary for pass of workers.

1.4.18. Objects which servicing requires raising of the worker on height to m 0,75 are equipped with steps, and m 0,75 - ladders with handrail is one height higher.

1.4.19. Mid-flight ladders shall have bias no more than 60 ° (at reservoirs - no more than 50 °), width of ladders shall be at least 65 cm, ladder for transfer of weights - at least 1 m. The distance between steps on height shall be no more than 25 cm. Steps shall have bias inside 2-5 °. On both sides of step shall have side levels or the onboard covering 15 cm high excluding possibility of slipping of legs of the person. Ladders shall be equipped from two parties with handrail 1 m high.

1.4.20. Ladders of tunnel type shall be metal at least 60 cm wide and have the safety arches with a radius of 35-40 cm fastened among themselves with strips. Arches are located at distance no more than 80 cm one from another. The distance from the most remote point of arch to steps shall be within 70-80 cm.

Ladders need to be equipped with the intermediate platforms established at distance no more than 6 m one from another.

The distance between steps of ladders of tunnel type and step-ladders shall be no more than 35 cm.

1.4.21. Working platforms at height shall have the flooring executed from metal sheets with the surface excluding possibility of sliding, or boards at least 40 mm thick, handrail m 1,25 height with the longitudinal levels located at distance no more than 40 cm from each other and board at least 15 cm high skintight to flooring.

1.4.22. For pozharovzryvoopasny productions (oil preparation installation, reservoir parks and so forth) application for platforms of flooring from boards is forbidden.

1.4.23. Machines and mechanisms shall have the strong metal barriers which are reliably closing access from all directions to moving parts.

Open doors of barriers or remove barriers follows after complete stop of the equipment or the mechanism. Launch of the equipment or mechanism is allowed only after installation into place and reliable fixing of all removable parts of barrier.

1.4.24. The barriers established at distance more than 35 cm from moving parts of mechanisms can be carried out in the form of handrail. If the barrier is established at distance less than 35 cm from moving parts of mechanisms, then it is done continuous or mesh in metal frame (framework).

1.4.25. Height of perilny barrier is determined by the sizes of moving parts of mechanisms and there shall be at least 1,25 of m. Height of the lower belt of barrier shall equal 15 cm, intervals boundary separate 'belts shall constitute no more than 40 cm, and distances between axes of adjacent racks of no more 2,5 of m. Height of mesh barrier shall be at least 1,8 of m. Mechanisms protect with height of less 1,8 of m completely. The size of cells of grids shall be no more than 30х30 mm.

1.4.26. Height of perilny barriers for drive belts shall be at least 1,5 of m. From outer side of both pulleys on case of gap of belt metal front boards are established.

1.4.27. Tooth and chain gearings are protected with continuous metal boards (casings) having removable parts and devices for convenient assembly and disassembly.

1.4.28. The acting details of moving parts of machines and machines (including splines of shaft) and the rotating connections shall be closed by casings on all circle of rotation.

1.4.29. Drilling rigs, facilities for production of oil and gas, gas transportation, installation of routine maintenance and overhaul repairs of wells shall be equipped with the devices, devices and devices provided by standard rates of equipment of objects of the industry by the mechanisms and devices increasing safety and technological level of their operation, approved with the Central Committee of industrial trade union and approved by NHK "Uzbekneftegaz" and Gosgortekhnadzor of the Republic of Uzbekistan.

1.4.30. It is forbidden to make hoisting transactions when drilling, capital, running repair and development of wells in case of incomplete structure of watch.

1.4.31. It is forbidden to encumber with materials and other objects production rooms and workplaces.

1.4.32. It is forbidden to establish aggregates, machines, the equipment and to perform any works within the conservation zone of power lines.

Conservation zones of power lines are determined by two parallel vertical planes remote from extreme wires of the line at distance, m:

1.4.33. Production of earthwork in the conservation zone of underground cable power lines determined in the form of the land area limited to the parallel straight lines remote from extreme cables on 1 m from each party is forbidden.

Also accomplishment of underwater works in the conservation zone of underwater cable power lines, determined in the form of the site of the water space from surface of the water to the bottom concluded between the vertical planes, remote from extreme cables on 100 m from each party is forbidden.

1.4.34. In need of accomplishment of any works in conservation zones of air and cable power lines, working the work permit determining safe conditions of these works, signed by the chief engineer or the chief power engineer of the organization performing works in the presence of the written permission for production of these works of the organization (company) operating power line shall be issued.

1.4.35. Each company shall have large-scale plans of the communications with exact bindings and reliable reference points.

The companies owners of the aloof territory shall on these plans have also plans of the underground communications and other companies operating in this territory. To plans changes and additions shall be made timely to 3-10-day time.

1.4.36. It is forbidden is to strangers on workplaces without the permission of the works manager on object or administration.

1.4.37. On production facilities of the companies it is obligatory to keep "The magazine of check of condition of working conditions" (appendix 1) in which heads and engineering employees of the companies and superior organizations, employees of department of safe engineering and authorized representatives of labor union write down the found shortcomings on safe engineering and instructions for their elimination.

1.4.38. In explosive rooms the telephone set and the signaling device to it shall be in the explosion-proof execution corresponding to category of buildings and rooms on potential of explosion according to "Regulations for electrical installation".

1.4.39. On each object according to the project collection and withdrawal of production, storm, thawed, flood and exhaust waters from all territory shall be organized and protection of constructions against flood waters is provided.

1.4.40. In case of the equipment of the mouth of well preventers the platform subboring shall have hard surface and approaches for servicing of preventers; the platform and approaches shall be kept clean.

1.4.41. Electric illumination of objects of oil and gas production, transport and underground storage of natural gas and gas condensate shall meet the requirements of PUE and provide illumination them not below the regulations given in appendix 2.

1.4.42. Barns, holes, wells (mines), ditches, and also different reservoirs acting over the Earth's surface less than on 1 m in order to avoid fall of people in them shall be protected or blocked.

Wells of underground communications shall be closed by strong covers, have brackets or ladder for descent in them and are supplied with label on rack in cipher of well. In winter time wells shall be supplied with accurately visible indexes.

1.4.43. Mouths of the operating and idle wells shall be pressurized and have identification marks (number of well). Mouths of the preserved and liquidated wells shall be equipped according to "The instruction on the equipment of mouths and trunks of basic, parametrical, search, exploratory, operational, observation, delivery and special wells in case of their liquidation or preservation" approved by Gosgortekhnadzor of RUZ and NHK "Uzbekneftegaz".

1.4.44. Being in preservation operational (oil, gas), water, delivery and other wells" which can be flooded, shall have barrier and designation.

1.4.45. The distance from the basis of tower, mast of any installation (boring, the portable aggregate, etc.) to the conservation zone of air-line of electricity transmission shall be at least height of tower, mast.

The requirement of this Item does not belong to the site of air-line of electricity transmission on which electric utility service of this installation is directly performed.

1.4.46. It is allowed to smoke in the territory of production facilities only in specially allotted places.

1.4.47. Roads to drilling rigs, wells and other objects, bridges, moving and transitions shall be kept in working order, have precautionary signs.

1.4.48. In places of permanent transition of people over the pipelines laid on the Earth's surface, and also over ditches and trenches transitional planked footway m 0,6 width with handrail at least 1 m high shall be arranged.

1.4.49. The hot surfaces of devices, pipelines and exhaust pipes of internal combustion engines in places of possible contact with them in order to avoid burns of people shall be protected or isolated by heat-insulating materials.

1.4.50. Surface and underground pipelines in places of crossing of highways and transitions shall be suspended on support at height of at least 4,25 of m over roads, moving of at least 2,2 of m - over transitions or are laid to the earth.

Sites of pipelines over transitions and moving shall have the safety devices preventing fall of heat insulation in case of its destruction.

1.4.51. Production facilities shall be provided with water for the household and production purposes according to sanitary and fire protection regulations.

1.5. Requirements to the equipment and tool

1.5.1. The equipment, the tool and instrumentations shall be developed according to the specification approved with the customer and bodies of Gosgortekhnadzor of Uzbekistan.

1.5.2. Level of mechanization and automation of the developed equipment and the constructed object is determined by degree of their vzryvopozharoopasnost taking into account providing safe working conditions.

1.5.3. Operation of the operative equipment, tool, instrumentations is performed according to the operation manual constituted on the basis of the existing regulating documents on safety.

Operation of the newly created equipment, tool, devices shall be performed according to the operation manual in which along with technical requirements also questions of its safe servicing shall be reflected.

Operation of the import equipment and tool shall be performed according to technical documentation of supplier companies.

1.5.4. Technological systems, their separate elements, the equipment shall be equipped with the necessary means of regulation and blocking providing safe operation.

1.5.5. For explosive engineering procedures the automatic systems of antiemergency protection preventing formation of the explosive environment and other emergencies in case of variation from the maximum permissible parameters provided by regulations in all operating modes and the providing safe stop or transfer of process in safe condition shall be provided.

1.5.6. On the hoisting machines and mechanisms, boilers, vessels working under pressure there shall be designations and texts about their extreme load-carrying capacity, pressure, temperature and terms of the carried-out and following engineering certification and hydraulic testing.

1.5.7. The equipment shall be installed on the strong bases (bases) ensuring its normal functioning is carefully verified and reliably fixed.
