About approval of Rules of technical operation of navigable hydraulic engineering constructions

(as amended on 25-09-2025)

According to the Regulations on the Ministry of Transport and Communications of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of 06.06.2006 No. 789, and for creation of system of organizational and technical requirements on technical operation of navigable hydraulic engineering constructions I ORDER:

1. Approve Rules of technical operation of navigable hydraulic engineering constructions (are applied).

2. To State department of sea and river transport (Kushnirenko A. V.):

2.1. Provide submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

2.2. Provide bringing this order to data of all interested companies, the organizations and organizations.

3. To impose control over the implementation of this order on the deputy minister Kasapchuk V. A.

Rules of technical operation of navigable hydraulic engineering constructions

1. General provisions

1.1. These Rules establish the main organizational and technical requirements to operation of navigable hydraulic engineering constructions which strict accomplishment provides the uninterrupted and safe omission of the transport fleet both reliable and safe operation of navigable locks.

Constructions which are operated in Ukraine belong to navigable hydraulic engineering constructions: navigable locks with local and riding approach channels, dams, guides and berthing facilities, the out port.

1.2. Action of these rules extends to the state company of waterways Ukrvodshlyakh and the state company "Classification Society Shipping Register of Ukraine", the organizations and organizations which are carrying out repair or research work on navigable hydraulic engineering constructions.

1.3. Determination of terms, reducings

The terms used in these Rules are used in the following values:

the out port of the navigable hydraulic engineering construction - the protected water area adjacent to lock from the upper byef (water storage basin) which is created by protective constructions and is intended for reorganization of stsep, sediment of courts in storm weather and before locking, and also for safe and convenient entrance of courts to lock and exit from it;

the water area of the out port (water area) - the part of the water area of water storage basin protected with dams breakwaters;

lock gate - the obstacle blocking shipping openings (runs) of the heads;

depth on the king - the smallest depth over part of bottom of the navigable camera in lock goal mouth;

the lock heads - the retaining constructions separating lock cameras the upper and lower byef and intended for placement of lock gate, devices of power supply system, the equipment and administration rooms;

the state company of waterways (Ukrvodshlyakh) the legal entity of the state pattern of ownership subordinated to Minrazvitiya whose core activity is content and operation of inland waterways public and navigable hydraulic engineering constructions (locks);

useful length of the camera of lock - the greatest length of the camera of lock where vessels are located during locking;

useful width of the camera - the smallest distance between front sides in cross-section of the navigable camera;

the king of lock (lock threshold) - vertical performance to which the bottom of shutters of gate in the closed condition adjoins;

the navigation period period during which navigation on inland waterways or their certain sites is performed;

the directing constructions (fell) - constructions which adjoin directly to the lock heads from the upper and lower byef and are intended for the direction of courts during their entrance to lock or to exit from lock;

the lower approach channel - the channel adjacent to lock in the lower byef which together with guides and berthing facilities provides safe approach to lock of courts and their sediment before locking;

berthing facilities - constructions which adjoin to the directing constructions (fields) and serve for sediment of the courts expecting locking;

handling capacity of lock - the greatest settlement number of lockings which the lock is capable to perform per day;

the region of hydraulic engineering constructions (further - RGS) - the navigable hydraulic engineering construction with two and more locks;

The shipping register of Ukraine (further - the Register) - national classification society which treats the sphere of management of Public service sea and inland water transport and navigation of Ukraine;

power supply system - set of devices by means of which filling and emptying of the navigable camera is performed;

the specialized organization - research, project or other organization which performs special works (services) and has the license for accomplishment of these works and is acknowledged as the Shipping register of Ukraine;

the navigable hydraulic engineering construction (further - SGTS) navigable locks with local and riding approach channels, dams, guides and berthing facilities, the out port;

the navigable camera of lock - the part of lock limited on the ends to the heads where vessels are placed during locking;

navigable lock (lock) - the pressure head hydraulic engineering construction intended for movement of courts from one byef in another;

cupboard part - vertical niche in front sides of the head which the shutter of gate when they are completely open enters.

2. Classification of navigable locks

2.1. Depending on the size of pressure, the direction of cargo flows, geological conditions of land relief there are different types of navigable locks which differ in quantity and arrangement of cameras, their design, system of water devices and construction material.

2.2. Navigable locks by quantity and arrangement of cameras happen:

with consecutive arrangement - single-chamber and three-chambered;

with parallel arrangement - one-filar, double-stranded, etc.

As cameras locks share on:

locks without fall wall, are applied in case of small pressures;

locks with fall wall.

2.3. Treat the main constructions and designs of locks: the heads and cameras, the main and emergency gate, the main lifting mechanisms and the bearing designs which perceive the corresponding loadings, drainage devices, power supply system constructions, approach channels, retaining walls involved in creation of the pressure head front.

2.8. Depth on the king of lock is determined as difference between mark of project water level and the king's mark.

2.9. Inventories of courts when locking are determined by length, width and depth by the Rules of the omission of courts through navigable locks of Ukraine approved by the order of the Ministry of transport of Ukraine of 20.10.2003 No. 809, registered in the Ministry of Justice of Ukraine 04.11.2003 for No. 1010/8331 (further - Rules of the omission of courts through navigable locks of Ukraine).

2.10. Depending on method of water supply of power supply system of cameras share:

on concentrated (main) system when water goes to the camera from under gate of the upper head of lock;
