3.4. in a month to bring in regulations of the Government of change, having provided in them sale on preferential prices of the houses (apartments) which are not completed by construction in the rural zone, and also voluntary conveyance to their citizens who are constantly living in the rural zone and needing improvement of housing conditions;

3.5. in two-month time to bring decisions of the Government and bodies subordinated to it into accord with this Decree.
