About lottery activities in the territory of the Republic of Belarus
For the purpose of streamlining of activities for organization, organization and carrying out lotteries I decide:
1. Approve Regulations on procedure of lottery activities in the territory of the Republic of Belarus it (is applied).
2. Determine that the exclusive right on activities for organization, the organization and carrying out lotteries in the Republic of Belarus belongs to the state and is performed by the state bodies subordinated to the President of the Republic of Belarus or Council of Ministers of the Republic of Belarus (further - state bodies), local executive and administrative organs, the state legal entities.
When carrying out lotteries the realization of lottery tickets is enabled by organizers of lotteries, and also legal entities and physical persons based on civil contracts with organizers of lotteries. Acceptance of lottery rates is performed by organizers of lotteries.
3. To Council of Ministers of the Republic of Belarus:
in three-months time:
establish procedure for conducting examinations of security of lottery tickets from counterfeit and premature establishment of prize, and also security program, hardware-software, the hardware used when carrying out lotteries from unauthorized access, modification, copying, plunder, destruction of information and other similar actions;
provide reduction of acts of the legislation in compliance with this Decree;
in six-months time to provide reduction by founders and organizers of lotteries of agreements and conditions of carrying out lotteries in compliance with this Decree.
4. Recognize invalid regulatory legal acts (their separate provisions) of the President of the Republic of Belarus according to appendix.
5. This Decree becomes effective in six months after its official publication, except for Item 3 and this Item which become effective from the date of official publication of this Decree.
