According to Articles 8, of 9, 20 Laws of Ukraine "About licensing of certain types of economic activity", Item 1 of the resolution of the Cabinet of Ministers of Ukraine of 03.07.2006 of N895 "Questions of Holographic Protection of Documents and Goods", Items 3, 4, 24, 49 Regulations on procedure for holographic protection of documents and goods approved by the resolution of the Cabinet of Ministers of Ukraine of 24.02.2001 of N 171, the resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 of N1698 "About Approval of the List of Bodies of Licensing" and for the purpose of ensuring legal regulation of activities in the field of holographic protection we ORDER:

1. Approve Licensed conditions of implementation of economic activity on development, production and certified testing of holographic protective elements and the Procedure for control of observance of Licensed conditions of implementation of economic activity on development, production and certified testing of holographic protective elements (are applied).

2. Determine that licenses for the right of implementation of economic activity on development, production and certified testing of holographic protective elements which are issued by Department of special telecommunication systems and information security of the Security Service of Ukraine are acting before completion of term of their action and are subject to renewal only in the cases determined by the legislation of Ukraine.

3. To management of licensing of the State committee of Ukraine concerning regulatory policy and entrepreneurship (Ivanchenko O. B.), to Department on control of production of securities, excise stamps, documents of the strict reporting and holographic protective elements (Gosznak) of the Ministry of Finance of Ukraine (Stefan W. W.) in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the acting as the Chairman of the State committee of Ukraine concerning regulatory policy and entrepreneurship Vashchenko K. O. and Deputy Minister of Finance Makatsariya S. M.

Licensed conditions of implementation of economic activity on development, production and certified testing of holographic protective elements

1. General provisions

1.1. These Licensed conditions developed according to the Laws of Ukraine "About licensing of certain types of economic activity" "About the state secret", the resolution of the Cabinet of Ministers of Ukraine of 03.07.2006 of N895 "Questions of Holographic Protection of Documents and Goods", the resolution of the Cabinet of Ministers of Ukraine of 24.02.2001 of N171 "About Approval of the Regulations on Procedure for Holographic Protection of Documents and Goods", the resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 of N1698 "About Approval of the List of Bodies of Licensing", determine organizational, qualification, production and other requirements to subjects of managing which accomplishment is the compulsory provision of implementation of economic activity on development, production and certified testing of holographic protective elements (further - GZE).

1.2. The license for implementation of economic activity on development, production and certified testing of GZE is issued with indication of separate works which can be carried out within type of economic activity, namely:

- development of holographic protective elements;

- production of holographic protective elements;

- certified testing of holographic protective elements.

1.3. For receipt of the license for the activities specified in Item

1.2 these Licensed conditions, in full or partially the subject of managing of sweat in the Ministry of Finance of Ukraine the statement in the established form (appendix 1).

Documents according to article 10 of the Law of Ukraine "About licensing of certain types of economic activity" are enclosed to the application.

1.4. Action of these Licensed conditions extends on all business entities irrespective of pattern of ownership which perform activities for development, production and certified testing of GZE.

1.5. In these Licensed conditions terms are used in the following value:
