About additional measures for counteraction to drug trafficking, psychotropic substances and their precursors
For the purpose of enhancement of public administration in the field of counteraction to drug trafficking, psychotropic substances and their precursors I decide:
1. Form the State Anti-Drug Committee (further - Committee) for coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies of municipalities on counteraction to drug trafficking, psychotropic substances and their precursors, and also for implementation of monitoring and development evaluation of drug abuse situation in the Russian Federation.
2. Determine that the chairman of the State Anti-Drug Committee (further - the chairman of Committee) on position is the Minister of Internal Affairs of the Russian Federation.
3. Form the counter-narcotics commissions in subjects of the Russian Federation for coordination of activities of territorial authorities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies of municipalities on counteraction to drug trafficking, psychotropic substances and their precursors, and also for implementation of monitoring and development evaluation of drug abuse situation in the subject of the Russian Federation
Heads of the counter-narcotics commissions in subjects of the Russian Federation on position are management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation.
4. Approve enclosed:
a) Regulations on the State Anti-Drug Committee;
b) structure of the State Anti-Drug Committee on positions;
c) Regulations on the counter-narcotics commission in the subject of the Russian Federation;
d) structure of the counter-narcotics commission in the subject of the Russian Federation on positions.
