For the purpose of enhancement of procedure for adjustment of the data influencing the amount of the customs duties and taxes which are subject to payment, in case of declaration of goods, moved through customs border of the Russian Federation, and also after release of goods according to the declared customs regime based on Articles 63 and 153 of the Customs code of the Russian Federation (The Russian Federation Code, 2003, N 22, the Art. 2066, N52 (p. I), Art. 5038; 2004, N 27, Art. 2711, N 34, Art. 3533, N46 (p. I), Art. 4494; 2005, N30 (p. I), Art. 3101; 2006, N 1, Art. 15, N 3, Art. 280, N 8, Art. 854, N52 (p. II), Art. 5504; 2007, N1 (p. I), the Art. 29, N 24, the Art. 2831, N 27, the Art. 3213, N 31, the Art. 4011), the Law of the Russian Federation of May 21, 1993 N5003-I "About Customs Tariff" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, N 23, Art. 821; Russian Federation Code, 1999, N 7, Art. 879; 2001, N33 (p. I), the Art. 3444) and according to Item 2 of the Presidential decree of the Russian Federation of May 11, 2006 N473 "Questions of the Federal Customs Service" (The Russian Federation Code, 2006, N 20, the Art. 2162), subitem 5.2.37 of the Regulations on the Federal Customs Service approved by the order of the Government of the Russian Federation of July 26, 2006 N459 (The Russian Federation Code, 2006, N 32, 3569) I order to the Art.:
1. Approve the forms "Form of Adjustment of Customs Value and Customs Payments (KTC-1)", "Additional Sheet (KTC-2)" stitched in sets having end-to-end numbering, and also elements of self-copying of separate columns according to the appendix N1 to this order.
Sets of the forms "Form of Adjustment of Customs Value and Customs Payments (KTC1)", "Additional Sheet (KTC-2)" consist of three stitched sheets, are the protected printed material and are made according to technical requirements and conditions of production of the protected printed material of level "B", approved by the order of the Ministry of Finance of the Russian Federation of February 7, 2003 N14n "About Implementation of the Order of the Government of the Russian Federation of November 11, 2002 N817" (it is registered by the Ministry of Justice of the Russian Federation 17.03. 2003, reg. N 4271) in edition of the order of the Ministry of Finance of the Russian Federation of July 11, 2005 N90n (it is registered by the Ministry of Justice of the Russian Federation 02.08. 2005, reg. N 6860).
2. Approve the Instruction about procedure for filling of forms of adjustment of customs value and customs payments according to the appendix N2 to this order.
3. Determine that according to the procedure and in the cases established by other regulatory legal acts in the field of customs affairs, forms of adjustment of customs value and customs payments can be provided in the form of electronic documents.
4. To provide to head department of information technologies of FCS of Russia (A. E. Shashayev) and GNIVTSU of FCS of Russia (O. P. Puchkov) taking into account provisions of this order completion of the software used in case of customs clearance and customs control and also entering of corresponding changes and amendments into electronic copies of forms of adjustment of customs value and customs payments (KTS-1 and KTS-2).
5. Declare invalid the order of FCS of Russia of September 1, 2006 of N830 "About Approval of Forms of Form of Adjustment of Customs Value and Customs Payments and Regulations on Adjustment of Customs Value of Goods" (it is registered by the Ministry of Justice of the Russian Federation on September 27, 2006, рег. N 8330).
6. To provide to chiefs of customs authorities of the Russian Federation bringing provisions of this order to data of all interested persons.
7. To impose control of execution of this order on the deputy manager of FCS of Russia T. N. Golendeeva.
This order becomes effective after 90 days from the date of its official publication.
