1. Approve the enclosed Rules of certification and issue of the certificate of the validity of airfield.

2. This resolution becomes effective from the date of the first official publication.

Rules of certification and issue of the certificate of the validity of airfield

1. General provisions

1. These rules of certification and issue of the certificate of the validity of airfield (further - Rules) are developed according to the Law of the Republic of Kazakhstan of December 15, 2001 "About state regulation of civil aviation", and also the appendix 14 and Doc 9774 AN/969 "Management on Certification of Airfields" to the Convention on International civil aviation (ICAO).

2. Rules determine procedure for certification and issue of certificates of the validity of airfields of civil aviation of the Republic of Kazakhstan.

3. Certifications are subject the classified airfields of the Republic of Kazakhstan used for the purpose of civil aviation.

4. In Rules the following basic concepts are used:

the request - the written appeal of the applicant to authorized body for passing of the procedure of certified inspection;

the applicant - the physical person or legal entity which addressed to authorized body for receipt of the certificate of the validity of airfield (further - the certificate);

certified requirements - the requirements ensuring safety of flights of aircrafts, and also ensuring safety of airfield for life and human health, protection of property of citizens and the environment;

certified inspection - the check of airfield, its equipment, operational procedures, engineering procedures performed by authorized body on content and operation of airfield, documentation, organizational structure, and also competence of specialists of the applicant on compliance to certified requirements.

authorized body - the state body enabling the realization of state policy in the field of civil aviation, the state control and supervision, coordination and regulation of activities of civil and experimental aviation and use of airspace of the Republic of Kazakhstan.

6. The certificate is inaliennable and cannot be transferred to other person.

The certificate is issued for up to three years, with indication of area and the term of its action according to appendix 1 to these rules.

7. Issue, accounting of certificates, and also control of observance of certified requirements are exercised by authorized body.

2. Procedure for carrying out certification

8. The procedure for carrying out certification of the validity of airfield provides the following sequence of procedures:

1) giving by the applicant in authorized body of the request according to appendix 2 to these rules with the documents confirming compliance to certified requirements;

2) provisional estimate and decision making according to the request authorized body;

3) carrying out certified inspection by the commission of authorized body with departure into place;

4) decision making and issue (refusal in issue) the certificate authorized body.

9. The documents confirming compliance to certified requirements shall be attached to the request:

1) notarized copies of the charter (except for export and import transactions) and certificates on state registration of the applicant as the legal entity - for the legal entity;

2) the copy of the identity document - for physical person;

3) the act on right to use (property) the parcel of land on which construction locates airfield;

4) the obligation of the applicant on the certificate of the validity of airfield according to appendix 3 to these rules;

5) the conclusion about class of airfield and landing strips with artificial covering issued by the relevant research and design and survey institute;

6) acts of flight checks of objects of air traffic control and system of light-signal ensuring flights;

7) tables of correspondences to regulations of serviceability of airfields and graphical material with indication of the following data:

physical characteristics of airfield;

day marking of airfield coverings and obstacles of airfield;

the radio engineering equipment and the equipment of Item of the dispatcher or radioman on management and servicing of air traffic;

system of the light-signal equipment of airfield;

electric utility service and electric equipment of airfield and its objects;

meteorological equipment of airfield;

fire-proof and rescue means;

8) the aeronautical passport of airfield and/or the instruction for production of flights, the operating plan on carrying out wrecking and suppression of the fires around airfield;

9) the documents confirming holding educational and training actions for suppression of the fires and wrecking;

10) the documents confirming training and work experience of aviation personnel;

11) drawings and schemes of airfield;

12) sanitary passport of airfield.
