About approval of the State program of creation of single system of provision of the emergency medical care for the period till 2010
The Cabinet of Ministers of Ukraine decides:
1. Approve the State program of creation of single system of provision of the emergency medical care for the period till 2010 (further - the Program) which is attached.
2. To the Ministry of Economics to include on provision of the Ministry of Health the tasks determined by the Program, indicators and actions in appropriate sections of the draft of the State program of economic and social development of Ukraine for the corresponding year.
3. To the Ministry of Health and the Ministry of Finance during creation of the draft of the Government budget of Ukraine for the corresponding year to provide means for task performance and actions of the Program.
4. To the Ministry of Health to inform since 2008 till March 1 the Cabinet of Ministers of Ukraine on condition of accomplishment of the Program.

Program purpose
The purpose of this Program is creation of conditions for expansion of availability and improvement of quality of the emergency medical care which is provided to the population (further - medical care), decrease in level of disability and death rate in case of accidents, injuries and poisonings, sharp violations of vital signs of the person as a result of cardiovascular, other diseases.
Ways and methods of the problem resolution
Accidents, injuries and poisonings which became the death rate reason in Ukraine possess the third place. Statistical data testify to general upward tendency of level of injury rate: in 2002 - 2243613 cases, in 2005 - 2264082, in 2006 godu2288917 (according to 465,1; 480,7 and 489,6 on 10 thousand population). Among working-age population the injury rate wins first place therefore death rate exceeds similar indicators in developed countries of the world by 3 times at least. Death rate among the injured persons aged up to 45 years makes over 60 percent of that number of persons who died as a result of injuring.
Annually over 15 million citizens ask for medical care for various reasons. At the same time crews of emergency medical service carry out about 13 million departures on challenges of patients and the injured citizens. Over 2 million citizens receive medical care in institutions of primary treatment-and-prophylactic help. Treatment in stationary conditions requires over 1 million persons.
Relevance of adoption of the Program is predetermined by the need for immediate taking measures for improvement of medical care according to the amounts and sources of financing given in appendix 1.
For provision the population of medical care up to standard needs to provide:
creation of regulatory framework concerning activities of single system of provision of medical care and realization of certain VOOZ of the principles concerning its availability, free of charge, timeliness and high quality;
strengthening and association of material and technical resources and personnel resources of institutions of health care on the basis of the evidence-based organization and standards of provision of medical care of appropriate level both in daily conditions, and in settlement terms of effects of emergency situation;
interaction of treatment-and-prophylactic institutions, to development of dispatching service and system of the consulting help;
creation of system of preparation and retraining of health workers concerning provision of medical care, and also rescuers and workers whose professional obligations are connected with operation of road, rail, water and air transport, the military personnel;
carrying out research work on questions of enhancement of medical care and medicine of catastrophic crashes.
For goal achievement of the Program with use of modern approaches to determination of priority tasks and actions according to appendix 2 are provided in the solution of the existing problems.
The expected results, efficiency of the Program
Accomplishment of the Program will give the chance:
provide availability and increase quality of provision of medical care both in daily conditions, and in settlement terms of effects of emergency situation;
lower the mortality rate from accidents, injuries and poisonings, and also cardiovascular diseases;
reduce the economic losses caused by temporary and resistant not working capacity as a result of preserving working capacity and health of citizens;
increase quality and increase life expectancy of the population.
The expected results of accomplishment of the Program are given in appendix 3.
Amounts and sources of financing
Financing of the Program is performed at the expense of means state and local budgets, other sources.
The amount of financing of the Program from the government budget is determined annually proceeding from specific tasks and real opportunities.
