Accepted by General Court of Jogorku Kenesh of the Kyrgyz Republic on April 24, 1998
This Law taking into account the international obligations of the Kyrgyz Republic governs the public relations in the field of drug trafficking, psychotropic substances and precursors, installs responsibility and system of the measures directed against their illicit trafficking and abuse by them, determines the rights and obligations of legal entities and citizens in connection with application of this Law.
For the purposes of this Law the following terms are used:
legal drug trafficking, psychotropic substances and precursors - the activities of the state bodies having on this permission, physical persons, the companies and organizations of all patterns of ownership connected with development, production, production, conversion, storage, transportation, transfer, leave, realization, distribution, acquisition, use, import to customs area of the Eurasian Economic Union, export from customs area of the Eurasian Economic Union of drugs, psychotropic substances and precursors;
drug trafficking, psychotropic substances and precursors - the types of activity performed in violation of the law of the Kyrgyz Republic in the field of drug trafficking, psychotropic substances and precursors;
the international quota for drugs and psychotropic substances - the limit of drugs, psychotropic substances and precursors which is annually approved by the International committee on control over drugs of the UN for the participating countries of the Single Convention on drugs of 1961 and the Convention on psychotropic substances of 1971 based on the calculation of need for them represented by the governments of these countries;
