About the Program of upgrade, technical and technological modernization of the companies of the chemical industry for 2007-2011
For the purpose of the further sustainable and balanced development of the chemical industry, rational use of production capacities, implementation of effective energy saving and ecologically safe technologies, increase in production of competitive export-oriented and import-substituting chemical products:
1. Consider the most important tasks of the Program of upgrade, technical and technological modernization of the companies of the chemical industry for 2007-2011:
increase in technological level and production efficiency, ensuring operational reliability and ecological safety of chemical productions by implementation of modern highly effective technologies, the equipment and the latest process control systems;
growth in volumes and expansion of the range of the turned-out chemical products which are in steadily great demand in the external and internal markets, considerable building-up of supply rates of products for export;
development of production of new types of export-oriented and import-substituting chemical products by profound conversion of local raw material resources and basic chemical goods.
2. Approve the Program of upgrade, technical and technological modernization of the companies of the chemical industry developed SAC Uzkimesanoat together with the Ministry of Economics, the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan for 2007-2011 including:
target forecast parameters of program implementation of upgrade, technical and technological modernization of the companies of the chemical industry, production of main types of chemical products according to the appendices N1 and 2;
amounts of expansion of production of the chemical products which are in steady demand and development of release of new types of export-oriented and import-substituting products by the companies of the chemical industry according to the appendix N3;
the list of projects on upgrade, technical and technological modernization of the companies of the chemical industry according to the appendix N4.
Assign to heads SAC Uzkimesanoat and the companies of industry the personal responsibility for providing in full and fixed terms of achievement of target forecast parameters and project implementations included in the Program of upgrade, technical and technological modernization of the companies of the chemical industry for 2007-2011.
3. SAC Uzkimesanoat, to Uztyazhneftegazkhimproyekt institute of the Ministry of Economics of the Republic of Uzbekistan together with the interested ministries, departments and commercial banks to provide timely development, approval and approval in accordance with the established procedure to the project documentation, and also projects implementation, included in the appendix N4 to this resolution, for unconditional accomplishment of the set target parameters of production and delivery to export of main types of chemical products.
4. SAC Uzkimesanoat together with the interested ministries and departments in two weeks to submit for approval in the Cabinet of Ministers preliminary feasibility statements on investment projects "Reconstruction with elements of capital and recovery repair of ammonia production AM-76 in JSC Ferganaazot and "Reconstruction and upgrade of the large-capacity aggregate of AM-76 ammonia in the Chirchiq JSC Elektrkimesanoat.
Determine JSC Uzpromstroybank the refinancing bank by the loans attracted for implementation of the specified projects from foreign sources.
To fund of reconstruction and development of the Republic of Uzbekistan to provide in 2007-2008 joint financing of the specified investment projects, according to approved by PTEO, in amounts according to the appendix N4.
5. Exempt for up to June 1, 2009 JSC Ferganaazot and JSC Elektrkimesanoat from customs payment (except for charges for customs clearance) on imported within implementation of the specified projects to the capital processing and service equipment (with normative spare part case), to the industrial equipment and spare parts, software products, technical documentation, according to the list approved by the Cabinet of Ministers of the Republic of Uzbekistan.

Annually when forming the Investing program to provide to the Ministry of Economics, the Ministry of Finance, the Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan inclusion in accordance with the established procedure in it the investment projects provided in the Program of upgrade, technical and technological modernization of the companies of the chemical industry for 2007-2011, first of all, meaning development of new types of products, growth in volumes of its export and import substitution.
10. Permit Interdepartmental council concerning cooperation with the international financial institutions, the organizations and the donor countries, under the Cabinet of Ministers of the Republic of Uzbekistan (Azimov R. S.) to bring implementation of large and strategically important investment projects, on joint representation of the Ministry of Economics, Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan and SAC Uzkimesanoat, amendments and amendments in the Program of upgrade, technical and technological modernization of the companies of the chemical industry for 2007-2011, meaning inclusion of new investment projects on creation of productions on release of modern export-oriented types of chemical products.
11. Recognize invalid Items 5, the 6 and 7 resolutions of the President of the Republic of Uzbekistan of July 18, 2006 NPP-420 "About the Program of Measures for Increase in Production and Deliveries to Export of Phosphorus Fertilizers based on the Dzheroy-Sardarinsky Field for the Period till 2010" and the appendix N1 to it.
