According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Safety rules for gas economy of the coke-chemical companies and productions (further - Rules) (are applied).

2. With enforcement of these Rules to consider not extending to the coke-chemical companies and productions in the territory of Ukraine of the Safety rule for gas economy of the companies of ferrous metallurgy (PBGChM-86), approved by the resolution of Gosgortekhnadzor of the USSR of 18.03.86 of N5 and the order of the Ministry of Iron and Steel of the USSR of 08.05.86 of N611 (NPAOT 27.1-1.10-86).

3. Enact the order since June 1, 2007.

4. To the head of department of the organization of the state supervision in metallurgy, mechanical engineering, power, construction and Ivanchenko V. I. boiler inspection. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To the head of department of legal and legal support Prokhorov V. V. in accordance with the established procedure to enter the order in the State register of regulatory legal acts on labor protection.

6. To the editor-in-chief of the Labor protection magazine Yakovenko M. G. to publish the order in the future issue of the magazine.

7. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor Dengin A. P.

Safety rules for gas economy of the coke-chemical companies and productions

1. General provisions

1.1. These Safety rules for gas economy of the coke-chemical companies and productions (further - Rules) extend to designing, construction, reconstruction, technical retrofitting, repair, operation of objects of gas economy of the coke-chemical companies and productions connected with production, transportation, preparation, purification of own coke and pekokoksovy gas, acceptance of the purified blast-furnace gas from domain workshops of metallurgical production, natural gas, the liquefied hydrocarbon gases (further - SUG) which are used as fuel at the coke-chemical companies and productions with working pressure: coke (pekokoksovy) and blast-furnace gas to MPa 0,1 (1 kgf / sq. cm); natural gas to MPa 1,2 (12 kgfs / sq. cm); SUG to MPa 1,6 (16 kgfs / sq. cm).

To the coke gas used as technological gas in the production technology of chemical goods requirements for these Rules are established.

Requirements and provisions of these Rules are obligatory for the legal entities and physical persons performing designing, construction and operation of objects of gas economy irrespective of patterns of ownership and types of activity.

1.2. Treat objects of gas economy: the intershop, shop gas pipelines and gas pipelines which are in rooms with the devices located on them and armature; the gas-equipment of the furnaces, coppers and other aggregates consuming gas as fuel; machine halls with the superchargers of coke gas established in them; the gas-raising stations; gas-mixing installations; gas control Items; workshops and objects for chilling, purification of coke gas, catching and allocation from coke gas of chemical goods of coking; heating systems of coke batteries, pekokoksovy furnaces, installations of dry clearing of coke (further - USGK), garages of defrosting of coal, tubular furnaces, drying installations; installations for heating of coal furnace charge; gas supply of laboratories; gazoskidny devices; gas pipelines of pekokoksovy gas and installation on its cleaning at the Avdeevsky and Zaporizhia coke-chemical companies.

1.3. Action of these Rules does not extend on:

the gas installations and gas pipelines overworking and transporting gases which are not used as fuel;

gas installations and gas pipelines with the excessive pressure of natural combustible gases the MPa there is more 1, (12 kgfs / sq. cm), and also with the excessive pressure of SUG MPa 1,6 there is more (16 kgfs / sq. cm);

gas-filling Items and stations;

the installed gas household objects located in the territory of the company (production).

1.4. Safety rules for gas economy of the companies of ferrous metallurgy extend to the objects of gas economy specified in Item 1.3 (PBGChM-86), approved by the resolution of Gosgortekhnadzor of the USSR 18.03.86 N5 and the order of the Ministry of Iron and Steel of the USSR of 08.05.86 of N611 (further - NPAOT 27.1-1-10-86).

1.5. The procedure and terms of reduction of the operating coke-chemical companies and productions in compliance with requirements of these Rules are determined in each case by employers in coordination with territorial authorities of the State supervision of labor protection.

If in the conditions of the operating production separate requirements of Rules cannot be fulfilled without their considerable reorganization, then feasibility, procedure and terms of reduction of the operating objects of gas economy in compliance with requirements of these Rules is determined in each case by business entities (employers) and the general project organization in coordination with territorial authorities of the State supervision of labor protection.

1.6. Creation and approval of instructions, conditions of their review, the organization of personnel training for operation of objects of gas economy of the company, examination and advanced training of working shall be performed according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N231/10511 (further - NPAOP 0.00-4.12-05).

1.7. In workshops which overwork or use combustible gases, the nominated person from among engineering employees, responsible for safe operation of gas economy of the workshop shall be the order on the workshop.

Persons responsible for safe operation of gas economy of certain workshops shall have length of service in gas economy at least three years.

1.8. At each coke-chemical company (production) in workshops the following documents shall be constituted and approved by the employer:

the list of objects, gas pipelines, pipelines which belong to gas economy, with indication of numbers of objects, sites with dates of commissioning;

the list of gas dangerous places and works on objects of gas economy with breakdown on groups;

schemes of gas pipelines with indication of consumers, shutoff valves which switch off, kondensatootvodchik, gas devices;

passports of objects of gas economy;

instructions on questions of labor protection.

1.9. Gas dangerous works on objects of gas economy shall be performed according to requirements of Section 12.11 of these Rules.

1.10. The welders, burners certified according to requirements of Rules of certification of the welders approved by Gosnadzorokhrantrud's order of Ukraine 19.04.96 of N 61, registered in the Ministry of Justice of Ukraine 31.05.96 for N262/1287 are allowed to welding works on objects of gas economy (further - NPAOP 0.00-1.16-96), and requirements of article 17 of the Law of Ukraine "About labor protection".

1.11. Workers who are employed on operation and servicing of objects of gas economy shall have preliminary medical examination, and working - periodic survey according to procedure, the stipulated in Clause 17 Laws of Ukraine "About labor protection".

1.12. During the designing, construction and operation of gas economy of the coke-chemical companies and productions it is necessary to consider requirements of the resolution of the Cabinet of Ministers of Ukraine of 16.11.2002 of N1788.

1.13. For carrying out gas dangerous works involvement of persons who did not reach 18 years and expectant mothers is not allowed.

1.14. In work with these Rules data concerning threshold limit values of hazardous substances (further - maximum allowable concentration) in air of the working area and in air of the inhabited places, the most characteristic of coke-chemical production, with indication of the classes of danger determined according to the Rules of technical operation of the coke-chemical companies approved by Minprompolitiki's order of Ukraine 05.07.2002 of N305 are used.

2. Terms and determinations of the concepts which are applied in these Rules

Emergency - the condition of the building, construction or their parts which characterizes violation of limits and safety conditions of operation, but did not turn into accident yet;

Accident - breakdown of service of object where takes place exceeding of the normalized limits of influence on personnel of object, its fixed assets and the environment;

The aggregate - number of the machines which are structurally combined among themselves: generators, engines, pumps, etc.;

Armature pipeline - valves, latches, cranes, etc.;

Heavy gas - the gas having density more than 0.8 concerning air density;

Explosive object - object where explosion can result from accident;

Explosion-fire-hazardous object - object where explosion or the fire, or explosion and the fire at the same time can result from accident;

The production circle - space where to be personnel when implementing productive activity;

Production division - structural unit of the company which performs specific function of production;

Department - the structural division of the workshop including several production sites;

Hot work - the works or repair and technological transactions connected with need of application of open sources of fire, tools or transactions with possible sparking or possible heating to temperatures which can cause (to create) conditions of fire of materials, products, combustible gases, vapors of organic substances or other combustible materials;

Blast-furnace gas - the gas received in domain production;

Gas natural - the gas extracted from subsoil;

Gas coke - the gas received in the course of thermal heating of coal furnace charge and which is characterized by the increased fire and explosion danger;

Gas peak - the gas received when coking coal-tar pitch and on it identical requirements, as well as extend to coke gas, when ensuring fire and explosion safety. Average values concerning composition of gases, volume fraction in %.

Under production conditions pekokoksovy gas mixes up with coke gas, without changing its properties;

Gas installation - installation where combustible gas (combustible gases) circulates or is burned;

Gas economy - the management system and contents of the gas installations, gas pipelines and supportive applications relating to them which ensures their working capacity and safety according to requirements of the existing Rules and in them circulate the gases used as fuel;

The gas equipment - the equipment which is in use filled with combustible gas;

Installations, - the production furnaces, coppers using gas the technological installations using gas as fuel;

The gas-filling station - installation for supply with gas of the transport vehicles using gas;

Gas dangerous works on - works which are performed objects gas by the repair and servicing farms personnel in the conditions of possible impact of the combustible gases used as fuel at the company (domain, coke, natural, SUG), and also their products of burning. These works are performed according to subsection

12.9. these Rules;

The gas pipeline - the steel pipeline intended for transportation of gaseous substances, their vapors and condensate;

The gas pipeline of high pressure - the working pressure of gas in the gas pipeline is more than MPa 0,3 (3 kgfs / sq. cm) to MPa 1,6 (16 kgfs / sq. cm);

The low-pressure gas pipeline - the working pressure of gas in the gas pipeline to MPa 0,1 (1 kgf / sq. cm);

The gas pipeline of average pressure - the working pressure of gas in the gas pipeline is more than MPa 0,1 (1kgs/quarter cm) to MPa 0,3 (3 kgfs / sq. cm);

Threshold limit value - concentration where on condition of (maximum allowable concentration) in air of the working area of daily work within 8 hours during all working years of service at working there cannot be disease or variation in the state of health;

Operational indicators - performance measures, speeds, expense of the electric power, fuel, maintainability, wear resistance or deterioration in use the regulated indicators established in technical data sheet of manufacturing plant;

The gas pipeline of the return - the gas pipeline of coke gas, coke gas passing from delivery collector of coke gas of the machine hall through by-product recovery departments of catching of chemical goods and purification of gas to the gazoskidny device and also on heating of coke batteries and to other consumers of coke gas to designing border;

Capital repairs - repair which is carried out for recovery of operability and product resource, complete or close to complete recovery, with replacement or recovery of any its parts, including basic;

The coke-chemical company (production) - the independent coke-chemical company (plant) or the production which is part of iron and steel works (plant);

Light gas - gas, which in case of ambient temperature the 20th hail. With and pressure of 100 kPa has density 0, 8 or less concerning air density;

The intershop gas pipeline - the gas pipeline which passes outside the workshop and its border is established when designing;

The elevated gas pipeline - the gas pipeline which is laid on cut support at height giving the chance of journey of road and rail transport;

The land gas pipeline - the gas pipeline which is laid on the low support which are not providing journey of vehicles;

Dangerous concentration of gas on explosion - the volume fraction of gas in air constituting 20% and more than the lower concentration bound of distribution of flame (NKGP);

Dangerous concentration of gas in air of the working area - mass fraction of gas in air of the working area is more than threshold limit value;

Dangerous production factor - type of dangerous impact per capita (the equipment, the machine, etc.) in case of emergency;

Object - the building, construction, the workshop, installation, the aggregate, etc.;

Objects of gas economy - the equipment and the equipment where there is gas used as fuel, gas pipelines of coke, blast-furnace and natural gas, and also the building, construction, the room with the equipment which is in them, and intended for servicing of objects of gas economy;

Inspection - complex of works on collection, processing, systematization and data analysis about technical condition of the designs and the equipment which are available in them defects and damages, wear degree assessment;

Fire-dangerous object - object where the fire can result from accident;

Running repair - repair which is carried out for providing or maintenance of product by replacement and (or) recovery of separate parts;

The device which is switching off - the pipeline armature allowing to block reliably the gas pipeline;

Industrial enterprise - the authorized subject having the right of the legal entity and enabling production and product sales of certain types for the purpose of profit earning;

The gas pipeline of direct coke gas - the gas pipeline of coke gas that passes from the gas collector of the coke battery to the soaking-up collector of coke gas of the machine hall;

Workplace - elementary unit of structure of the company where contractors of work, processing equipment which is serviced, and equipment are placed;

Service - Set of control link of the structural divisions combined to destination in management system;

Standard conditions of scoping - gas amount at temperature of +20 hail. With, pressure of 101,325 of kPa, relative humidity of 0%;

The heattechnical gas aggregate - the aggregate using gas as fuel;

Technical expertize - research specialists in questions of technical condition, requires special knowledge of area of technology, the equipment, production or science;

Maintenance - complex of actions for control of ensuring operating state of the equipment that is provided with survey, leaving, frequency of repairs or elimination of the insignificant reasons of the defects arising in the course of its operation;

Technological discipline - observance of exact compliance of engineering procedure of production of products to requirements of technological and design documentation;

Technological metalwork - the elements of nodes of product, basic elements, etc. performing basic, support or connecting functions in operation of mechanisms, machines or aggregates;

The workshop - organizationally and technologically isolated structural division which directly or indirectly participates in conversion of object of the labor in finished goods and consists of set of production sites;

The shop gas pipeline - the gas pipeline which is laid according to the project documentation within the workshop and is technologically connected with the equipment and the equipment;

Harmful production factor - type of harmful effects per capita (chemical, gas, noise, vibration, etc.) in case of exceeding of its maximum permissible level.

3. Designations and reducings

AUP - automatic installations of fire extinguishing;

4. General requirements of safety during the work with combustible gases, gas pipelines and gas installations

4.1. The circulating gases which are used as fuel at the coke-chemical companies and productions (the coke, blast-furnace, natural, liquefied hydrocarbon gas (further - SUG)) shall conform to requirements of the specifications approved in accordance with the established procedure.

Content of dust in blast-furnace gas after its cleaning shall not exceed 4 mg/CBM.

Requirements of specifications are established only on the purified coke gas.

4.2. Operation of gas pipelines and the gas equipment shall be performed under the excessive pressure of gas at least, than 500 Pas, except for gas collectors of coke and pekokoksovy furnaces which work with the minimum pressure of gas according to requirements of engineering procedure, and also except for gas pipelines and the gas equipment on transportation of coke gas and chemical goods from gas collectors to the superchargers of the machine hall working under fluidifying.

4.3. Pressure (fluidifying) of gas for calculations should be accepted according to the passport characteristic of the machine (the compressor, the supercharger) providing gas transportation.

4.4. Gas pipelines and gas installations shall be located on the open areas with ensuring their free airing. The arrangement of gas pipelines and installations in the enclosed space is allowed only when it is caused by conditions of engineering procedure.

4.5. Gas pipelines in the territory of the company (production) shall be elevated. In workshops on sites of leading of gas to separate furnaces, installations and aggregates laying of gas pipelines in channels with observance of requirements of subitem 5.5.14 of these Rules is allowed.

4.6. Connection of details of gas pipelines among themselves shall be performed by welding. Flange connections are permitted only in installation sites of caps, connections of gas pipelines to the flange equipment, armature and devices, and on certain sites of gas pipelines in cases, when necessary under the terms of installation or operation.

Mounting joints of pipes for gas pipelines with working pressure to MPa 0,1 (1 kgf / sq. cm), with a diameter of 1000 mm and shall be carried out by welding by means of bandages more.

The closed section of the pipeline of blast-furnace gas with a diameter of 1200 mm and more and more than 25 m long shall have at least than two hatches (at the beginning and at the end of the site).

Diameter of the hatch in gleam shall equal to diameter of the gas pipeline with its diameter to 600 mm and 600 mm - with diameter of gas pipeline of 600 mm and more.

Need of the device of hatches on gas pipelines of coke gas is established by the project organization with approval of employers.

4.9. Installation of explosive valves on gas devices and gas pipelines is not allowed.

4.10. The outside surfaces of cases of gas devices and gas pipelines, including the gas pipelines which are subject to heat insulation after the end of installation and testing shall be twice painted by the oil paint, varnishes or other coverings maintaining temperature changes and influence of atmospheric precipitation.

4.11. Buildings and gas installations shall be equipped with lightning protection according to requirements "Instruction on the structure of the lightning protection of buildings and constructions" approved by the Ministry of Energy of the USSR 12.10.87 (further - RD 34.21.122-87).

4.12. All gas machines and devices shall be grounded irrespective of the place of their arrangement. Gas pipelines shall be grounded in case of input to buildings of workshops and in case of conclusion from them, as a rule, on contours of grounding of shop electroinstallations.

Outside gas pipelines shall be grounded through each 250 m.

Resistance to spreading of current of grounding conductor shall be no more than 10 Ohms.

In installation sites of flange connections permanent conducting crossing points shall be arranged.

4.13. Produvny candles shall be established at the end of the gas pipeline near cap and just before latches on the gas course, except for latches on removals of gas if branch length to latch is less than 3 m, and also in the upper points of gas pipelines and gas installations. In case of ring system of gas pipelines of candle shall be established on both sides of latch.

4.14. Section of produvny candle shall get out of calculation of ensuring fivefold change of amount which is blown, no more than in 30 minutes.

Diameter of produvny candles shall be at least than 40 mm.
