About approval of Safety rules of works for workers of copper-smelting production

In pursuance of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 I order to N267 "About Review and Development of Regulating Documents on Labor Protection":

1. Approve "Safety rules of works for workers of copper-smelting production" according to appendix.

2. Enact these "Rules"... after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. I reserve control of the course of accomplishment of this order.

Safety rules of works for workers of copper-smelting production

These rules according to the laws of the Republic of Uzbekistan "About labor protection", "About subsoil", "About conservation" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 of N267 "About Review and Development of Regulating Documents on Labor Protection" establish procedure for safety of works for workers of copper-smelting production.

Chapter I. General provisions

1. Terms and determinations

1. In these rules the following main terms and determinations are used:

aspiration - removal of harmful impurity from unobstructed capacity of the equipment;

aspiration installation - the equipment for removal of allocations, harmful to the person, in case of engineering procedure (dust, gas);

copper-smelting production - production in which end product is metal copper;

hydrometallurgical conversion - the site of production process on which conversion of copper-bearing materials is made in water solutions;

fire refinement - release of metal from impurity in high-temperature process;

electrolytic refinement of copper - processing of copper-bearing materials by electrolysis method;

furnace charge roasting - high-temperature impact on furnace charge for the purpose of removal from it flying impurity;

matte smelting - process of high-temperature processing of copper-bearing materials in the reflective furnace and the KFP furnace;

vykopirovka from the executive drawing - the part of the drawing repeating its content in accuracy;

metal reservoir - the vessel for materials made of sheet metal;

explosive gases - gases which in mix with air form explosive mix;

gas outlet systems and systems of aspiration of metallurgical aggregates - the equipment of metallurgical production, intended for removal of gases and aspiration of metallurgical aggregates;

air-and-water dushirovaniye - the process made by air of the set space or reservoirs of the aggregate;

feeder - the device giving or issuing in the aggregate or from the aggregate materials;

stacked and layered shikhtarnik - the room with compartments for warehousing of furnace charge and shikhtopodgotovka;

the shikhtousrednitelny machine - the mechanism for preparation of furnace charge of average structure;

platforms - the construction intended for arrangement on it of the equipment and transport systems;

crushing and crushing - process of bringing lump ore mineral to given sizes of particles;

production of the granulated furnace charge - process of receipt of pellets of furnace charge of given size and form;

the granulator - the equipment for receipt of the granulated furnace charge;

dryer drums - the equipment intended for removal of moisture from material;

eksgauzer - the centrifugal fan intended for movement of the gases departing from metallurgical aggregates;

matte - product of melting of furnace charge in the reflective furnace and the KFP furnace;

matte smelting - is made after release of dump slags via the outlet on trench in ladles;

reflective furnaces - intended for melting of copper-bearing sulphidic raw materials on matte with receipt of dump slag;

furnaces of oxygen torch melting - intended for melting of dry sulphidic furnace charge in stream of technological oxygen;

copper utilizer - the equipment intended for utilization of the material (furnace charge) of heat emitted in the course of fusion;

draft copper - converting product;

converters - melting aggregates for receipt of draft copper by purge of copper matte air;

the tuyere platform of converters - the platform for servicing фурм;

furma - openings for input of gas tubes with a diameter of 3/4 inches in the converter;

furmovka - matte purge compressed air.

2. General requirements

2. Make changes in design of the capital equipment, and also make its replacement with new types and it is forbidden to change technological schemes without approval of manufacturing plant.

3. On the basis of these rules shall be reviewed or constituted again and approved as the chief engineer of the company of the instruction:

a) on labor protection for workers of each profession and on separate work types;

b) technological;

c) on fire safety;

d) on repair and cleaning of the equipment;

e) job descriptions for engineering employees.

4. For the enacted new productions by the nauchnoissledovatelsky and project organizations implementing these productions the temporary instructions providing safe conducting engineering procedures and safe operation of the equipment shall be developed and approved by the chief engineer of the company.

5. Instructions shall be reviewed at least once in five years, and instructions for working by professions and work types, connected with the increased danger, - at least once in three years.

6. In case of change of engineering procedures or schemes of communications or application of new types of the equipment prior to the entered change the corresponding amendments approved by the chief engineer of the company shall be introduced in production in the existing instructions.

7. On each workplace there shall be work instructions.

8. The location of instructions for labor protection is determined by the division manager (services) taking into account need of ensuring simplicity and convenience of acquaintance with them according to "Regulations on development of instructions for labor protection" (рег. N 870 of 07.01.2000).

9. The administration of the company shall issue to all workers under their personal receipt safety rules by their professions.

3. Organization of training process to industrial safety rules and safe engineering

10. Leading and engineering employees in case of revenues to the works connected with designing, construction (installation) and operation of workshops on copper production shall before the admission to independent work pass examination for knowledge of these rules in volume of the work performed by them.

11. Leading and the engineering employees connected with operation, besides, shall pass examination for knowledge of safety rules, the technological and other instructions relating to sites of their work.

12. Frequency and procedure for test of knowledge and instructions for labor protection shall be carried out according to "Standard regulations on the organization of training and examination on labor protection" (рег. N272 of 14.09.1996).

13. The engineering employees and workers who are again going to work on the company and also the students of the highest and average special educational institutions and pupils of colleges who arrived to the company for passing of work practice shall receive induction in department of labor protection and safe engineering of the company.

14. All workers, newcomers for work on the company or transferred from one workshop to another, and also the students and pupils specified in Item 13 of these rules before the admission to work shall receive directly on workplace at the master or the yard foreman primary instructing in labor safety.

15. The workers who do not have production specialty or changing the specialty and also students and pupils after receipt of instructing on workplace shall be trained during at least first 6-10 shifts to safe methods of work under the leadership of the experienced workers and technical workers appointed by the order on the workshop. Training shall be provided according to the programs approved by the chief engineer of the company.

16. After training term workers, students and pupils shall undergo examination on safe engineering in the commission under the chairmanship of the shop manager or his deputy. Results of check shall be drawn up by the protocol.

The specified workers are allowed to independent work only after their training in the specialty.

17. Working, again accepted or transferred from one workshop to another for work on the specialty, before the admission to work shall receive directly on workplace at the master or the yard foreman instructing in safe methods of work.

18. Workers of the companies for copper production shall undergo every six months periodic instructing in safe methods of work.

19. The workers combining several professions are instructed in each profession separately.

20. The extraordinary briefing of workers shall be held in case of change of engineering procedures, application of new types of the equipment, and also in case of violation of safety rules by them in case of accidents and in case of accidents, connected with production.

21. Briefings (introduction, primary, repeated and others) are drawn up in the magazine of registration of instructing individually.

The worker who received instructing and person who carried out it with indication of number of the instruction according to which the worker was instructed undersigns for the magazine.

22. Workers of the companies for copper production at least once a year shall undergo examination of instructions for labor protection in the commissions appointed by the shop manager.

23. Results of check shall be drawn up in the magazine of registration of examinations of personnel.

24. If the commission determines that the worker unsatisfactorily knows instructions, then he shall receive additional instructing and no later than two weeks to undergo repeated examination.

If in case of repeated check of knowledge checked are unsatisfactory, it shall be transferred to other work which is not connected with copper production.

25. Increase in professional skill of workers of the company shall be performed according to the program approved by the chief engineer.

4. The admission to works of the increased danger

26. The procedure for the admission to work, training and examination of the personnel connected with servicing of electroinstallations is determined by requirements of "User Rules for Operating Electrical Equipment" (рег. N1383 of 09.07.2003) and "User Safety Rules for Operating Electrical Equipment" (рег. N1400 of 20.08.2004).

27. At each company the list of works of the increased danger shall be constituted: gazo-, explosive works at height, etc. which affirms his chief engineer.

28. The engineering employees and workers having the specialty and qualification corresponding to nature of the carried-out works, and also able to use means of personal protection and aware methods of rendering the first (pre-medical) aid by the victim are allowed to performance of works of the increased danger.

29. The list of positions of engineering employees and professions of the workers who are subject to training in instructions for use individual protective equipment and rendering the first (pre-medical) aid shall affirm the chief engineer of the company.

30. Persons allowed to work at height (roofs, chimneys, etc. places), shall undergo the corresponding medical examination previously.

31. On carrying out all works of the increased danger the work permit of the established form shall be issued.

32. Accomplishment of these works shall be performed by crew as a part of at least two people, and in devices, hogs, gas flues and to that similar places - at least three people.

5. Issue of overalls, special footwear and safety devices

33. The administration of the companies for copper production shall provide workers and employees with overalls, special footwear and safety devices according to Industry regulations of free issue of individual protection equipment.

34. It is forbidden to allow to work of persons without corresponding overalls, special footwear and safety devices.

35. The safety devices issued to workers for individual use shall be in operating time at workers. Instructions for use shall be stated by protective equipment and safety devices in the instruction for labor protection taking into account specific conditions in which they are applied.

36. Issue, storage and use of overalls, special footwear and safety devices, and also their washing, disinfection and repair shall be determined in accordance with the established procedure.
