In pursuance of the order of the Government of the Republic of Kazakhstan No. 64 of 14.01.97. "About work on further enhancement of bylaws" I ORDER:

1. Approve the enclosed Industrial safety rules in case of ekpluatation of water economy, hydroconstructions and the hydromechanical equipment of power plants.

2. Determine that this order becomes effective from the date of its state registration in the Ministry of Justice.

 

Industrial safety rules in case of operation of water economy, hydroconstructions and the hydromechanical equipment of power plants

These rules establish basic provisions on labor protection in case of operation, maintenance and repair of hydraulic engineering constructions and the hydromechanical equipment of power plants of electric power industry of the Republic of Kazakhstan.

Rules extend to the personnel occupied with operation, repair, adjustment and testing of the hydromechanical equipment and hydromechanical constructions of the operating and reconstructed power plants, irrespective of their departmental accessory and patterns of ownership, and also to the workers of departmental and State supervision exercising control of condition of operation of the above-stated power facilities.

Chapter 1. Requirements to personnel

1. The procedure for training and examination of working shall conform to requirements of GOST 12.0.004-90, RD 34.12.102-89 * and the "Standard regulations on procedure for test of knowledge of labor protection at heads and specialists" approved by board of the Ministry of Labour of the Republic of Kazakhstan.

The qualification certificate of the established form which he shall have in case of himself is issued to the worker who had training and examination of safety rules, being at work.

2. Each worker shall know and carry out fire safety regulations on the workplace.

3. When servicing hydraulic engineering constructions and the equipment the personnel can be subjected to impact of dangerous and harmful factors, including voltage, high-rise arrangement of workplace, the lowered temperature, the increased humidity, biological factors (microorganisms), etc.

The workers and specialists occupied at works with hazardous substances and adverse production factors shall pass preliminary in case of revenues to work and periodic medical examinations. The procedure and terms of carrying out surveys are determined by the Ministry of Health, education and sport of the Republic of Kazakhstan. The list of the works requiring performing medical examination of contractors is given in appendix 1.

In case of absence in the qualification certificate of the worker of the positive conclusion of medical commission its admission to the specified works is forbidden.

4. It is not allowed to involve in works with heavy and harmful working conditions of persons which did not reach 18-year age. The list of such works is given in appendix of 2 these rules.

5. Persons allowed to performance of works to whom the additional (raised) requirements on safety - "special works" are imposed shall have about it entry in the qualification certificate.

The list of the special works which are applied in case of operation and repair of hydroconstructions and the hydromechanical equipment is given in appendix of 3 these rules. The specified list can be added with the solution of management of the company taking into account local conditions.

6. All production personnel shall be almost trained in acceptances of rendering the pre-medical help to victims of electric current and in case of other accidents according to RD 34.03.702.

7. All working shall be provided on existing rules (RD 34.03.605, OST 34-70-821-86) and shall use overalls, special footwear and individual remedies according to nature of works them in operating time.

8. Each worker shall carry out these rules and immediately report to the direct head, and in case of its absence - to the higher head about all abuses of regulations noticed by it, and also about the defect of constructions, the equipment and protection devices constituting danger to personnel and the equipment.

9. In case of danger of emergence of accident the personnel which are close shall take measures for its prevention (to stop the equipment, to remove stress, to block water, etc.), and in case of accident to give also pre-medical help to the victim, having kept whenever possible incident on-scene situation. The matter it shall be reported to the senior operation personnel and the works manager.

10. Responsibility for the accidents and professional poisonings which occurred on production bear the faces of administrative technicians which did not provide observance of regulations and industrial safety rules and did not take due measures for injury prevention and also the faces which directly violated safety rules and instructions for labor protection.

11. The workers who violated these rules bear responsibility (disciplinary, administrative or criminal) according to the current legislation.

Chapter 2. General safety rules

1. Territory, rooms

12. All passes and drives, entrances and exits as in production rooms and constructions, and outside in the territory adjoining them shall be lit, free and safe for movement of pedestrians and transport.

The places dangerous to pass or finding in them of people, shall be protected with ropes or figurative boards with the safety signs strengthened on them in accordance with GOST 12.4.026-76.

13. In all places of exit from buildings in zone of movement of rail and road transport the protecting columns and handrail, and also the corresponding route signs in accordance with GOST 10807-78 or the shining boards shall be established.

For cars and other transport in the territory of the company maximum permissible speeds of movement shall be established: 10 km/h - on sidings and 5 km/h - in production rooms.

Zones of limited speed of movement, the parking lot of vehicles and turns shall be noted by the corresponding route signs well visible in day and night time. In places of journey of transport under communications and constructions the signs limiting the dimensional height and width shall be established.

14. The public road of general purpose passing along open channel shall be protected with parapet, posts or plantings.

15. Blind areas around buildings and constructions, roads, drives, sidewalks, drainpipes and trays shall contain in good repair.

In places of moving of transport through ditches, ditches or trenches where it is necessary, safe passes with barriers for pedestrians shall be arranged. The separate pedestrian bridges established in such places shall be width of at least 0,6 of m, have handrail height of 1,0 m and onboard board m 0,1 height.

The passes for personnel located in places with bias more than 20 ° shall be equipped with ladders with handrail.

16. During the winter period the passes, drives and workplaces located in the open air shall be cleared of ice and fall down sand.

17. The materials, products, the equipment and its details which are on site repair work out of rooms shall be laid on the leveled stamped platforms cleared of snow and ice. Measures for the prevention of spontaneous shift of the warehoused objects shall be taken.

In case of arrangement of materials on slopes measures for protection of platforms against surface water shall be taken.

The distance from the warehoused equipment and materials to brows of ditches and trenches is determined by calculation on stability of slopes, but there shall be at least 1,0 of m.

18. On all retaining hydroconstructions, along abrupt coast of water storage basin within the territory of power plant, at settlers, delivery chambers, on head sites of open spillways, at entrance, output portals of tunnels and on other dangerous sites of hydraulic engineering constructions where stay of people is possible, barriers - parapets or metal handrail shall be established by height of at least 1,0 of m.

19. The ditches and trenches developed in places of movement of people or transport, including sites of pipelines and cables of underground laying opened for works shall be protected with inventory boards with the route signs established on them in accordance with GOST 10807-78 and alarm lamps.

20. Floors, inserted floors, channels and priyamk in production rooms, at entrances and on sites of warehousing of loads shall have hard and strong surface. All apertures in floor shall be protected. Covers of hatches of wells, and also overlappings of channels and trays shall be made of corrugated iron level with floor or the earth and are reliably fixed.

21. Openings in overlappings and apertures of staircases to which access for people is possible shall be closed by continuous strong flooring or have barriers at least 1 m high from working flooring (overlapping) with onboard board at least 10 cm high on all perimeter.

22. Borders of sites of warehousing of loads in production rooms shall be accurately designated with indication of permissible load in this place.

23. For providing proper sanitary condition of the territory and rooms devices and networks of plumbing and sanitary shall be executed and contain in good repair.

24. Drains, drainage channels and pumps for water drainage from surface of floor shall be kept in working order and provide complete water drainage.

25. Ladders, platforms, transitions and handrail to them shall be always in good repair, floorings and handrail shall be reliably strengthened.

For repair instead of the removed handrail it is necessary to establish temporary barrier.

The handrail and floorings removed for the period of repair after its termination shall be established into place and reliably fixed.

26. Hinged gate shall be equipped with the fixers excluding their spontaneous closing and opening.

27. Stationary vertical ladders more than 5 m long (on platforms, to underground mechanisms, in equalization revuara, wells, mines, etc.) shall be protected with metal arches m 0,35-0,40 radius with vertical bonds.

28. Heating and ventilating installations in production rooms shall provide optimum parameter values of air according to GOST 12.1.005-88, CH-1.02.006-94, CH-02.011-94 and Construction Norms and Regulations 2.04.05-91.

29. The personnel shall be provided with necessary sanitary and household rooms according to Construction Norms and Regulations 2.09.04-87.

30. In each structural division of the company "The passport of sanitary condition of working conditions in the workshop" in which the existing working conditions shall be reflected shall be kept, and also the production sites and workplaces which are not satisfying to regulations, rules, standards of labor safety are specified.

31. In production rooms with permanent stay of personnel there shall be first-aid kits with set of necessary medicines and medical first-aid medicines, and also the posters illustrating acceptances of first-aid treatment by the victim and carrying out artificial respiration and outside massage of heart.

The list of necessary medicines and medical means is given in appendix 5.

32. In case of stay in rooms with the operating energy equipment, in wells, cameras, tunnels and in repair zone all personnel shall put on protective helmets.

33. Actions for ensuring fire safety on objects shall conform to requirements of RD 34.03.301-87 and corresponding GOST (appendix 11).

The territory and rooms shall be completed with fire extinguishing means and systems of fire-water supply according to RD 34.03.301-87 and RD 34.49.503-94.

34. In case of repair and maintenance of the equipment, cleaning of rooms use of flammable and combustible liquids is forbidden (gasoline, kerosene, acetone, dichloroethane, etc.).

35. In production rooms the closed metal boxes with departments for net and dirty cleaning cloth shall be established. The dirty cleaning cloth from boxes shall clean up daily.

36. Smoking in the territory and in production rooms is allowed only in specially allotted places.

2. Equipment

37. The moving and rotating parts of machines and mechanisms located at the height less than 2 m from the level of floor or working platforms according to GOST 12.2.062-81 shall have the reliable continuous or mesh barrier excluding possibility of injuring of service personnel.

Protective barriers shall be folding (on loops, hinges) or removable, made of separate sections. For convenience of servicing of the protected parts of mechanisms doors and covers shall be provided in barriers.

Barriers, doors and covers shall be supplied with devices for their reliable keeping in the closed (working) provision and are in case of need blocked with the drive of machines and mechanisms for their shutdown in case of removal (opening) of barrier.

The sizes of cells of mesh barrier shall be no more than 25х25 mm.

Casings of semi-couplings shall be executed so that open part of the rotating shaft from each party was no more than 10 mm.

Start-up and operation of mechanisms in case of absence or non-operational condition of the protecting devices is forbidden.

38. The equipment elements located at height of more 1,5 of m from the floor level (the working platform) should be serviced from stationary platforms with barriers and ladders.

According to GOST 23120-78 of ladder and the platform shall be protected with handrail height of at least 1,0 of m with onboard element on bottom of handrail height of at least 0,14 of m. The distance from platform level before the upper overlapping shall be at least 2 m.

39. According to GOST 12.2.064-81 and RD 34.20.501 all starting arrangements and fittings shall be numbered and have texts according to the technological scheme. On steering wheels of latches and gates the direction of rotation in case of their closing and opening shall be specified.

40. In front of each starting arrangement (except devices of remote control) electric motors over 1000 V, and also electric motors up to 1000 V if they are established in rooms of the increased danger or especially dangerous, there shall be dielectric rugs, and in crude rooms - the isolating supports.

41. Portable manual electric lamps shall be powered from network not higher than 42 V. V especially adverse conditions when danger of defeat by electric current is aggravated with the narrowness increased by humidity, dust content, possibility of contact of the person with the big metal grounded surfaces, tension of network shall not exceed 12 Century.

42. It is forbidden to clean, rub off and grease the rotating or moving parts of mechanisms.
