According to the Laws of the Republic of Kazakhstan "About safety and labor protection", "About work in the Republic of Kazakhstan", "About sanitary and epidemiologic wellbeing of the population", Rules of development and approval of regulatory legal acts by state bodies on safety and labor protection and Rules of development and approval of industry standard rates by the state bodies on safety and labor protection approved by the order of the Government of the Republic of Kazakhstan of November 11, 2004 No. 1182, and also for the purpose of safety and labor protection in services of special and specialized transport and in automobile farms of the organizations of civil aviation I ORDER:

1. Approve the enclosed Rules on safety and labor protection in services of special and specialized transport and in automobile farms of the organizations of civil aviation.

2. To impose control of execution of this order on the vice-chairman of Committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan Naurzaliyev B. M.

3. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

Rules on safety and labor protection in services of special and specialized transport and in automobile farms of the organizations of civil aviation

1. These rules on safety and labor protection in services of special and specialized transport and in automobile farms of the organizations of civil aviation (further - Rules) establish the main requirements for safety and labor protection when implementing works in services of special and specialized transport (further - CST) airlines and automobile farms of the air enterprises and the organizations of civil aviation (daleeaviapredpriyaty and the HECTARE organization), are directed to preserving safe and healthy working conditions on workplaces and are obligatory for all HECTARES organizations, irrespective of their form of business.

2. CST of airlines, in addition to these rules, needs to be guided by requirements of regulatory legal acts for safety and labor protection, other normative and technical documents.

3. The purpose of these rules is providing the special and specialized machines working in the HECTARE organization with safe working conditions in case of operation (further - special vehicles) intended for technical and commercial servicing of aircrafts (further - AF) and operational content of airfields, and also the cars and mechanisms of general purpose used in CST.

4. Based on the these rules and other normative and technical documents relating to activities of the divisions operating special vehicles, cars and mechanisms of general purpose in the HECTARES organizations internal security guidelines of work can be developed for each separate profession (work, transaction) taking into account specifics of production, features of the serviced equipment and the performed works in CST.

Section 1. Requirements to professional selection and examination of workers

5. Workers of CST (including drivers of special vehicles) can be allowed to independent work only after passing of instructing in labor protection.

6. The administration of airline provides timely briefing and training of the state standards working to safe working methods according to requirements (далееГОСТ).

7. Instructing and training are carried out on the basis of regulatory legal acts and other normative and technical documents relating to activities of services of special transport of airlines, and also internal instructions for labor protection taking into account specific conditions of work.

8. Types of instructing are:

1) introduction;

2) primary on workplace;

3) repeated;

4) unplanned;

5) current.

9. Primary on workplace, repeated, unplanned, current the chief (the engineer, the mechanic) of column (site) according to the instructions for labor protection developed for separate professions or work types taking into account requirements of the legislation instructs.

10. The induction is held by employees of security services and labor protection or the worker to whom these obligations are assigned.

11. Persons which underwent introduction, primary, repeated, current instructing are allowed to work.

12. It is instructed with each worker individually, with practical display of safe acceptances and methods of work.

If the worker badly acquired safe acceptances and methods of work repeated instructing is carried out.

13. The induction is held according to the program developed taking into account requirements of the legislation.

14. The approximate program of induction is given in appendix 1 to these rules.

15. About holding induction and examination make the log entry of registration of induction with the obligatory signature instructed and instructing.

16. The form of the magazine of registration of induction is given in appendix 2 to these rules.

17. Primary instructing on workplace is performed on approximate questions (appendix 3 to Rules).

18. The admission to independent work is fixed date and the signature of primary instructing instructing in the magazine of registration on workplace in form according to appendix 4 to these rules.

19. Working CST, irrespective of their qualification, at least once in three months undergo repeated instructing in the program of primary instructing on workplace, and drivers of special vehicles in addition get acquainted with features of safe operation of special vehicles during the autumn, winter and spring periods.

20. Repeated instructing can be carried out as individually, and with group of working one profession, but no more than 20 people in group.

21. Repeated and unplanned instructing are drawn up by log entries of registration of instructing on workplace marked "Repeated instructing" or "Unplanned instructing" respectively, and also with the obligatory signature instructed and instructing. In case of registration of unplanned instructing specify the reason which caused its carrying out.

22. Unplanned instructing in safe acceptances and methods of work is carried out in volume of primary instructing individually or with employee group of one profession (specialty).

23. The current instructing is carried out with workers before works on which the work permit is drawn up. Carrying out the current instructing is fixed in the work permit on works.

24. In the course of work the works manager needs to control systematically accomplishment by each worker instructed it when instructing in safe method of performance of work.

25. The workers of CST occupied at work with the increased danger, specified in appendix 5 to Rules are allowed to independent work only after course training in appropriate programs, passing state exams in the procedure established by the legislation and receipts of the certificate (certificate) on the right of works and servicing of this equipment (mechanism).

26. Training of labor safety when training new workers, in case of advanced training of workers, engineering employees further - ITR) services of special transport is made according to requirements of GOST and regulatory legal acts for safety and labor protection.

27. The workers of CST occupied with operation and repair of special vehicles shall be provided with overalls, special footwear and other individual protection equipment.

Section 2. Requirements to the territory, platforms, sidings, buildings, constructions and production rooms

Chapter 1. General requirements of labor safety

28. Buildings, constructions, the territory of CST of airlines shall meet the requirements of operation of special buildings and constructions of civil aviation, stipulated by the legislation.

29. Cleaning of production and service premises of CST, care of green plantings, cleaning of garbage and snow from roofs of buildings of CST will be organized by the relevant structural division of airline.

30. In case of content and operation of buildings, constructions and production rooms of CST rules of fire safety shall be followed.

Chapter 2. Safety requirements to the territory, platforms and sidings

31. The territory of CST shall have barriers height at least 2, of meter, be lit at night and be kept clean and the procedure meeting requirements of sanitary and epidemiologic rules and regulations.

32. The garbage, production waste, the rejected spare parts need to be put away timely on specially allotted places.

33. From the territory, platforms and sidings of CST dirt, snow and ice shall clean up regularly. Coverings shall contain in good repair.

34. The territory of CST shall have drainage systems and drains. Hatches of drains and other underground constructions shall contain in closed position.

35. For the purpose of prevention of formation of defects in socle part of buildings and floodings of cellars the surface of the territory of CST shall contain in walls, dampness equal, without the return biases to buildings.

36. The free territory of CST shall be planted trees and shrubs. It is necessary to water the drives and passes adjoining production, administration and sanitary and household rooms of CST in the summer, and to clear of snow in the winter and, in case of ice, to sand.

37. Works on cleaning of the territory of CST, platforms and sidings, and also on repair of coverings are carried out by airfield service of airline.

38. All platforms and sidings in CST shall have artificial covering (asphalt, clinker, cobble-stone, paving slabs).

39. CST territory in which placement of production rooms with more than ten posts of servicing of special vehicles or storage more than 25 special vehicles is provided shall have at least two gate for entrance (departure).

40. In the territory of CST drives for movement of special vehicles and walking paths shall be provided. Along drives the corresponding route signs shall be established.

41. Width of drives in case of approaching traffic of special vehicles shall be at least 6,2 of meter, in case of unilateral - meter 3,5 suffices.

42. In case of production of earthwork in the territory of CST of trench and hole shall be protected.

43. When crossing sidings ditches, trenches floorings and bridges which width shall be at least the allowed width of drives shall be arranged. In places of transition through trenches transitional bridges at least 1 meter wide with handrail height of at least 0,9 of meter shall be arranged.

44. Walking paths shall have hard surface (asphalt, clinker, paving slabs, crushed stone), width at least 1 meter and the smallest number of crossings with sidings.

45. For pass of people on CST territory in close proximity to gate there shall be gate.

46. Movement of special vehicles in the territory of CST, sidings and operational parking is regulated by the route signs and marking, internal instructions and schemes approved by the head of airline.

47. In CST the schematic circulation plan of special vehicles on the territory of CST and sidings shall be constituted.

48. The traffic pattern of special vehicles on the territories, the indicating panel: "Fog, snowfall, ice", and also warning label: "Beware of the car" shall be established at the gate intended for journey of special vehicles and to be lit at night.

49. Speed of movement of special vehicles on sidings shall not exceed 10 kilometers per hour (further - km/h), and in the territory of CST - 5 km/h.

50. Platforms for the temporary parking of special vehicles shall be located away from sidings taking into account ensuring free movement of transport on CST territory.

51. The open areas for storage of special vehicles, and also operational parking on the platform shall have firm (asphalt concrete or cement and concrete) and equal covering with bias for water drain.

The surface of platforms needs to be cleared regularly (in the summer of dirt, in the winter of snow and ice).

52. Operational parking of special vehicles, and also platforms for outdoor storage of special vehicles in areas with the air temperature (winter) below minus 15 degrees Celsius (further - the °C) needs to equip with the means for heating of special vehicles facilitating launch of their power aggregates. The devices facilitating launch of engines in cold season shall ensure safety of service personnel, including drivers of special vehicles.

53. The open areas for storage of special vehicles and operational parking shall have the marking executed by indelible paint or in a different way and determining installation site of special vehicles and drives. In case of marking it is necessary to consider that the distance between two in parallel the standing special vehicles shall be sufficient for free opening of doors of cabin, but at least 1 meter.

54. In CST the special platform for sanitary processing of the special vehicles transporting fecal liquids, the poisonous and infected substances shall be allocated.

55. In the territory of CST the site for collection and storage of oils and special liquids shall be provided.

56. In the territory of CST, sidings and platforms does not follow:

1) to warehouse materials;

2) to arrange parking of special vehicles in zone of high-voltage lines without approval of the organization operating the line;

3) disorderly to place and store (to privalivat, opirat) materials, aggregates, spare parts, tires at elements of buildings, constructions and fencings.

Chapter 3. Safety requirements to buildings and constructions

57. Operation of buildings and constructions of CST shall be made according to requirements of regulatory legal acts for operation of the special buildings and constructions of civil aviation approved according to the legislation.

58. Factory buildings and constructions of CST shall meet the following requirements:

1) to have the planning solutions providing convenience of entrance and departure of special vehicles;

2) to provide all technological complex of works on maintenance and repair of special vehicles, aggregates and the equipment, in case of full compliance with sanitary and hygienic working conditions;

3) to provide necessary microclimate and comfort of working;

4) to have sufficient hermeticity of roofing cover;

5) to have good operational shape of floors (bespylnost, high mechanical and shock durability);

6) to provide high-quality lighting;

7) to meet quality requirements of anticorrosive protection of metalwork;

8) to provide high reliability of the engineering equipment;

9) to meet the requirements on vzryvo-and fire safety;

10) to meet the requirements of production sanitation;

11) to provide high operational qualities of building constructions of buildings (the bases, columns, walls, farms).

59. Commissioning of again built and reconstructed buildings, certain production rooms, workshops, sites of CST with unfinished household rooms, and also with the subquality work influencing security status and labor protections and also fire safety is not allowed.

60. For the purpose of providing proper conditions of labor protection of the building and construction shall be under systematic observation for identification of damages and depreciation of designs and the engineering equipment (system of heating, ventilation, the sewerage), observance of requirements of technical operation and timely acceptance, necessary measures for prevention and elimination of damages.

61. Systematic control of condition of buildings and constructions of CST shall be performed by representatives of the relevant structural divisions of airline by carrying out the next and extraordinary surveys.

62. Rooms for storage of special vehicles shall have direct departure through the gate opening outside. For ensuring safe departure (entrance) of special vehicles of collar in the main production rooms shall be accepted taking into account the following conditions:

1) height of gate shall exceed the greatest height of the special vehicle specified by the sizes and categories of the special vehicles used in CST (appendix 6 to Rules), passing through gate meter 0,2 at least;

2) width of gate - to exceed the greatest width of the special vehicle at size according to admissible excesses of the sizes of gate in production rooms of CST (appendix 7 to Rules).

63. Outside and internal gate can be folding, multifolding, sliding and lifting, open and be closed mechanically or automatically if they are not intended for evacuation of people.

64. In case of the number of arrivals less than five special vehicles in change are allowed manual opening of gate.

65. Folding gate of production rooms shall open outside, and for entrance on the territory of the company and departure from it - inside.

66. Exit gate to the main production rooms opening more often than five times or for 40 minutes at least in change shall be equipped with thermal veils. In front of gate of the production rooms located in areas with settlement temperature of outside air minus 15 °C and below platforms locks shall be arranged.

67. Entrance to production rooms shall not have thresholds and ledges. The entrance bias shall be no more than 5%.

68. The gates provided in gate for entrance (departure) of special vehicles shall be without thresholds and open in the direction of exit from the building. Width of gates shall be at least width of evacuation doors.

Chapter 4. Safety requirements to rooms for maintenance and repair of special vehicles

69. Rooms for maintenance and repair (далееТОиР) of special vehicles shall provide safe and rational accomplishment of all transactions of engineering procedure in case of full compliance with sanitary and epidemiologic working conditions.

70. Control of microclimate, dust content, gas contamination, noise, vibration and illumination on workplaces shall be carried out at least once a year, and results shall be entered in the passport of sanitary condition of CST.

71. Floors in rooms shall be equal and strong, have covering with the smooth, but not slippery surface convenient for cleaning.

Where acids are used, alkalis and oil products, floors shall be steady against impact of these substances and not absorb them. In rooms where water and other liquids are applied, floors shall be water-proof and have biases for drain to ladders or collections.

72. Workplaces with cold floor shall be equipped with wooden figurative floorings.

73. Maintenance and repair of special vehicles shall be made in rooms on specially equipped places. In case of deadlock method of servicing and repair of special vehicles it is necessary to apply single-row deadlock rectangular or oblique-angled arrangement of special vehicles on posts.

74. In case of line method of servicing direct-flow arrangement of special vehicles shall be applied.

75. In rooms for TOIR the distance between special vehicles, and also between them both elements of the building and stationary processing equipment shall correspond to the data specified in appendix 8 to these rules.

76. Distances between special vehicles, and also the special vehicle and wall on places of posts of the mechanized sink and diagnosing shall be accepted depending on type and dimensions of the equipment of these posts.

77. In need of regular pass of people between wall and zone of maintenance or repair of special vehicles the admissible distances between structures (elements) of buildings and special vehicles in case of their installation in production rooms specified in appendix 8 to these rules (the longitudinal party of the special vehicle and wall: on TOIR posts for work without removal of tires and brake drums and on TOIR posts for works with removal of tires and brake drums, and also the face party of the special vehicle and wall) shall be increased by meter 0,5.

78. Interfloor apertures shall be protected. Height of barrier shall be at least 0,9 of meter in case of one intermediate horizontal element, the bottom of barrier shall have onboard covering height from floor of at least 0,1 of meter. The workplaces and platforms located over floor level at the height of 1 meter and more shall have such barrier.

79. In case of production of repair work in CST the amount of the production placement on each working shall be at least the designing of industrial enterprises established by sanitary standards:

1) working amount - at least 15 square meters (further - m 2);

2) the area - is at least sq.m 4,5.

80. Repair work in CST accompanied with release of gases, dust and heat and also noise, shall be carried out in the certain rooms isolated from each other by walls or partitions to ceiling and equipped with the devices providing catching of vapors (gases, dust, noise) and noise reduction to admissible level.

81. The arrangement of workplaces in rooms for maintenance shall exclude possibility of accidents of running-down of special vehicles working. Workplaces shall be protected with metal handrail. Placement of workbenches, machines, stands in the passes connecting viewing ditches is not allowed.

82. In zone TOIR of special vehicles it is not allowed:

1) to store flammable and combustible liquids, acids, paints, calcium carbide in the quantities exceeding replaceable requirement;

To establish 2) on the special vehicle TOIR having dribble of fuel from tank;

3) to fuel tanks of special vehicles;

4) to store net cleaning cloths together with the used materials;

5) to encumber passes between racks and exits from rooms (materials, the equipment, container), to store waste oil, empties from under fuel and lubricants.

83. For production of accumulator works it is necessary to provide two rooms isolated from other posts and equipped with racks or workbenches with the local exhaust ventilation: one - for repair, another - for charging of rechargeable batteries.

84. Rooms for accumulator works shall have entrance through the platform with the doors opening outside. At entrance to battery room the poster with text shall be hung out: "Battery room - it is explosive to smoke it is not allowed", and also safety sign according to GOST.

85. Electric equipment (posting, glow lamps) of battery compartments (sites) shall be in explosion-proof execution.

86. Switches, stamp sockets and safety locks shall be established out of the battery room. Lighting posting shall be carried out by wire in acidproof (alcali-proof) cover.

87. Under the accumulator and charging station there shall be special room for storage of retail stock of acid or alkali and the distilled water, and also accessories to electrolyte preparation (ceramic or plastic vessels, special devices for spill of acid from large bottles).

88. The opaque glasses or glasses covered with white glue paint shall be applied to glazing of windows of the accumulator and charging station.

89. Premises of the accumulator and charging station (site) shall be equipped with forced supply and exhaust ventilation separately for rooms in which works with acids and alkalis are carried out.

The electric motor of the fan should be established out of the battery room and ventilating box.

90. The battery room shall be always closed. To electricians, battery attendants and persons, except administrative personnel, having the right of survey of these rooms, keys are issued in accordance with general practice on operating time or survey.

91. The procedure for issue of keys from battery rooms to service personnel shall be provided in the corresponding internal instruction of airline.

92. Doors of the premises of the accumulator and charging station shall open outside and be closed by the self-closed lock which is freely opening from the inside without key.

93. The welding department (site) shall be equipped with local suctions in the form of panels of uniform absorption.
