About measures for implementation of the order of the Government of the Russian Federation of November 11, 2006 No. 663

According to the order of the Government of the Russian Federation of November 11, 2006 N663 "About Approval of the Regulations on Conscription of Citizens of the Russian Federation" (The Russian Federation Code, 2006, N 47, 4894) I order to the Art.:

1. Approve and enact since January 1, 2008. The instruction for preparation and holding the actions connected with conscription of the citizens of the Russian Federation who are not staying in inventory (the appendix N1 to this order).

2. To the chief Tyla of Armed Forces Russian to Federatsiizamestitel of the Minister of Defence of the Russian Federation to organize providing military commissariats with forms of the documents necessary for preparation and carrying out appeal of citizens of the Russian Federation, according to this order according to requests of the General Staff of the Armed Forces of the Russian Federation (The head organizational and mobilization department).

3. Recognize voided since January 1, 2008 orders of the Minister of Defence of the Russian Federation according to the List (the appendix N2 to this order).

4. To impose control over the implementation of this order on the General Staff of the Armed Forces of the Russian Federation (The head organizational and mobilization department).

 

Appendix №1

to the order of the Ministry of Defence of the Russian Federation of October 2, 2007 No. 400

The instruction for preparation and holding the actions connected with conscription of the citizens of the Russian Federation who are not staying in inventory

I. General provisions

1. This Instruction determines:

functions of headquarters of military districts, the Baltic Fleet (further hereinafter are referred to as - headquarters of military districts), military commissariats of subjects of the Russian Federation, municipalities having the status of the residential location, city district, the intracity territories of the federal cities, the municipal district, and the integrated military commissariats of several municipalities * (1) on preparation and conducting conscription of citizens of the male Russian Federation (further hereinafter are referred to as - citizens) aged from 18 up to 27 years consisting or obliged to stay on the military registry and not staying in inventory (further hereinafter are referred to as - recruits);

procedure for preparation and carrying out appeal of citizens on military service.

Preparation for carrying out appeal of citizens on military service includes:

planning and holding the actions connected with initial statement of citizens on military accounting;

studying of citizens and carrying out their preliminary selection for completing of Armed Forces, other troops, military forming and bodies;

planning of appeal of citizens on military service.

Carrying out appeal of citizens on military service includes the organization:

works of the draft commission;

sendings recruits to the assembly point;

works of the draft commission of the subject of the Russian Federation;

works of the assembly point.

II. Functions of headquarters of military districts and military commissariats in the field of preparation and carrying out appeal of citizens on military service

2. Headquarters of the military district:

will organize holding the actions connected with appeal of citizens on military service with assistance of executive bodies of subjects of the Russian Federation, local government bodies of municipal districts, city districts or the intracity territories of the federal cities (further hereinafter are referred to as - local government bodies);

plans actions for preparation and carrying out appeal of citizens for military service, proceeding from the regulation of appeal of citizens on military service brought to headquarters of military districts by the General Staff for all subjects of the Russian Federation in the territory of which troops of the military district are deployed;

will organize actions for military professional orientation and professional psychological selection of recruits;

informs management officials of subjects of the Russian Federation (heads of the supreme executive bodies of the government of subjects of the Russian Federation) in the territory of which troops of the military district, about the regulations of appeal of citizens established for subjects of the Russian Federation on military service are deployed;

will organize and holds events for promotion of military service;

checks correctness of creation of calculations of availability and distribution of the draft resources developed by military commissariats of subjects of the Russian Federation;

gives methodical help in preparation for accomplishment of the actions connected with appeal of citizens on military service, members of the draft commissions, specialists doctors and average medical personnel participating in medical examination and medical examination of recruits, persons performing studying of recruits, and technical workers;

together with the interested managements (departments) of the military district of the questions which are in competence of these managements (departments) will organize and exercises control of forming on assembly points of military teams (echelons) with recruits, their sending to the place of passing of military service according to the established plans, movement for the territory of the military district of military teams (echelons), condition in them military discipline and procedure, educational work among the citizens who are called up for military service, providing them and accompanying persons by the established allowance types, sanitary condition. In case of identification of shortcomings takes measures for their elimination;

analyzes the course and final results of actions for preparation and carrying out appeal of citizens on military service in the territory of the military district and in accordance with the established procedure reports on it in the General Staff (The head organizational and mobilization department);

considers data on availability and the quality characteristic of the citizens who are not staying in inventory (further hereinafter are referred to as - draft resources) and staying on the military registry in subjects of the Russian Federation, generalizes them, analyzes and in accordance with the established procedure represents to the General Staff (The head organizational and mobilization department);

will organize and carries out with participation of specialists of executive bodies of subjects of the Russian Federation and local government bodies (under approval) complex studying of condition of work on preparation and carrying out appeal of citizens on military service within the territory in which troops of the military district are deployed. Submits for consideration of executive bodies of subjects of the Russian Federation of the offer on elimination of the revealed shortcomings and to enhancement of this work.

3. Military commissariat of the subject of the Russian Federation:

will organize holding the actions connected with appeal of citizens on military service with assistance of executive bodies of subjects of the Russian Federation, local government bodies;

plans actions for preparation and carrying out appeal of citizens for military service, proceeding from the Russian Federation established for the subject of regulation of appeal of citizens on military service;

will organize and holds events for professional psychological selection of recruits;

informs heads of local administrations of the subject of the Russian Federation about established for the municipalities having the status of the municipal district, city district or the intracity territory of the federal cities (further imenuyutsyamunitsipalny educations), regulations of appeal of citizens on military service;

checks correctness of creation of calculations of availability and distribution of the draft resources developed by subordinate military commissariats;

submits requests: to heads of the medical organizations - on allocation of required specialists doctors and average medical personnel, including to municipalities where these doctors are absent, and also on the organization of out-patient and stationary physical examination of citizens in medical institutions; in local government body - on allocation of technical workers and provision of the means of communication, transport and other appliances necessary for preparation and holding the actions connected with conscription;

develops and submits for approval to the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) the draft decision about creation of the commissions of municipalities on statement of citizens on military accounting (with indication of the main and reserve structure), and also the draft decision about creation of the draft commission of the subject of the Russian Federation and the draft commissions of municipalities (with indication of the main and reserve structure);

gives methodical help in training of members of the draft commissions, specialists doctors and average medical personnel participating in medical examination and medical examination of recruits, persons performing studying of recruits, and technical workers to accomplishment of actions for preparation and carrying out appeal of citizens on military service;

provides the draft commission of the subject of the Russian Federation with the Federal Laws and other regulatory legal acts of the Russian Federation, legal acts of the Ministry of Defence, and also other documentation necessary for holding the actions connected with appeal of citizens on military service;

will organize and holds events for promotion of military service;

informs the population through mass media on the course of appeal of citizens on military service;

will organize with assistance of executive bodies of the subject of the Russian Federation, local government bodies and together with military commissariats delivery of recruits to the assembly point;

before sending the citizens who are called up for military service to places of passing of military service on the assembly point medical examination holds with them events of dactyloscopic registration (concerns the recruits intended for Armed Forces), and also provides with ware property on the established regulations and constitutes necessary documents;

will organize and carries out with assistance of executive body of the subject of the Russian Federation on the assembly point educational and cultural and mass work with recruits;

creates with assistance of executive body of the subject of the Russian Federation, local government bodies together with military commissariats military echelons (teams) with recruits and in interaction with bodies of military messages performs their sending to the place of passing of military service;

analyzes carrying out results in the territory of the subject of the Russian Federation of the actions connected with appeal of citizens on military service and in accordance with the established procedure reports to the headquarters of the military district;

keeps quantitative account of availability and the quality characteristic of draft resources in municipalities of the subject of the Russian Federation, generalizes and analyzes these data for subject of the Russian Federation and in accordance with the established procedure represents to the headquarters of the military district;

will organize and carries out complex studying of condition of work on preparation and carrying out appeal of citizens on military service within the subject of the Russian Federation. At the same time informs executive body of the subject of the Russian Federation and local government bodies on its results, makes offers on elimination of the revealed shortcomings and enhancement of this work;

together with the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) - the chairman of the draft commission of the subject of the Russian Federation informs the Ministry of Defence of the Russian Federation on appeal results.

4. Military commissariat:

plans holding actions for preparation and carrying out appeal of citizens for military service;

will organize holding the actions connected with appeal of citizens on military service with assistance of local government body (bodies of local self-governments);

holds events for professional psychological selection of citizens;

will organize and holds events for promotion of military service;

together with representatives of federal executive bodies in which the law provides military service makes in accordance with the established procedure selection of recruits for execution of special obligations of military service in the regime military units subordinated to these bodies;

prepares offers on staff of the commissions on statement of citizens on military accounting and the draft commissions and in coordination with heads of the relevant local administrations, represents them to the military commissioner of the subject of the Russian Federation;

submits requests to heads of the medical organizations on allocation of required specialists doctors and average medical personnel, and also to local government body on allocation of technical workers and provision of the means of communication, transport and other appliances necessary for preparation and holding the actions connected with appeal of citizens on military service;

carries out instructor and methodical preparation of the vracheyspetsialist, average medical personnel, technical workers and service personnel allocated according to the decision of the head of local administration for ensuring preparation and carrying out appeal of citizens for military service;

participates together with representatives of the medical organizations in control of medical examination of the citizens who are subject to initial statement on military accounting and to conscription and passing of physical examination (treatment) by them;

provides the draft commission with legislative and other regulatory legal acts of the Russian Federation, legal acts of the Ministry of Defence, and also other in-house documents necessary for holding the actions connected with preparation and carrying out appeal of citizens on military service;

coordinates participation of the interested organizations in preparation and carrying out appeal of citizens on military service;

gives necessary assistance to the organizations irrespective of legal forms and patterns of ownership (further imenuyutsyaorganization) in accomplishment of the actions established by the legislation of the Russian Federation connected with preparation and carrying out appeal of citizens on military service;

informs with assistance of local government body and officials of the organizations the population through mass media on the course of appeal of citizens on military service, will organize holding actions for military professional orientation of citizens, on explanation to the population of the Federal Laws and other regulatory legal acts of the Russian Federation and legal acts of the Ministry of Defence concerning execution by citizens of conscription;

analyzes carrying out in the territory of the municipality of actions for preparation and carrying out appeal of citizens on military service and in accordance with the established procedure reports on it in military commissariat of the subject of the Russian Federation, and also informs heads of local administrations (the head of local administration);

analyzes and in accordance with the established procedure represents to military commissariat of the subject of the Russian Federation data on availability and the quality characteristic of draft resources in military commissariat;

takes part in preparation by local government body of information on results of appeal of citizens on military service in executive body of the subject of the Russian Federation.

III. Procedure for training of citizens for conscription

Planning and holding the events for training of citizens for conscription held during initial statement of citizens on military accounting

5. Initial statement of citizens on military accounting is carried out for the purpose of establishment of their number, category of the validity to military service for health reasons, the educational level and the acquired profession, professional suitability to preparation on military specialties, training in military schools and the training military centers under federal public educational institutions of higher professional training, carrying out their preliminary distribution by types, types of military forces of Armed Forces, other troops, military forming and bodies.

6. Initial statement of citizens on military accounting is performed by the commission on statement of citizens on military accounting during the period from January 1 to March 31 in year of achievement of age by them 17 years.

Offers on members (to the main and reserve) the commissions on statement of citizens on military accounting are approved by the military commissioner with heads of territorial authorities of management of health care and with heads of local administrations and are represented to the military commissioner of the subject of the Russian Federation for the subsequent approval of the subject of the Russian Federation by the management official (the head of the supreme executive body of the government of the subject of the Russian Federation).

In case of identification of the citizens who are not delivered for any reasons on military accounting at the scheduled time their statement on military accounting is performed by military commissariats during all calendar year.

7. The headquarters of the military district no later than 10-day term after receipt of the corresponding instructions from the General Staff (Main organizational and mobilization managements) about carrying out initial statement of citizens on military accounting:

a) develops and brings to military commissariats of subjects of the Russian Federation instructions about procedure for carrying out initial statement of citizens on military accounting;

b) develops the plan of control and assistance to military commissariats in carrying out initial statement of citizens on military accounting which including provides involvement of specialists doctors of the military-medical commissions and military-medical organizations of the military district for control and assistance to the specialists doctors involved to medical examination of the citizens who are subject to initial statement on military accounting.

8. Military commissariat of the subject of the Russian Federation with receipt of instructions of the headquarters of the military district:

a) develops and no later than 5-day term brings to military commissariats of specifying about procedure for carrying out initial statement of citizens on military accounting;

b) approves with the head of territorial authority of management of health care procedure and terms of involvement of specialists doctors of medical institutions for medical examination of the citizens who are subject to statement on military accounting to municipalities where these doctors - specialists are absent, and also the list of medical institutions in which out-patient or stationary physical examination (treatment) of these citizens will be conducted;

c) till December 10 develops and submits for approval of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) the draft decision about creation of the commissions of municipalities on statement of citizens on military accounting with indication of their members (the main and reserve);

d) no later than 5-day term from the date of approval of the decision by the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) on creation of the commissions on statement of citizens on military accounting brings to military commissariats of the statement from it in the part concerning the respective municipality;

e) no later than December 15 develops the plan of control and assistance to military commissariats in carrying out initial statement of citizens on military accounting which provides also involvement of specialists doctors of the military-medical commission of military commissariat of the subject of the Russian Federation for control and assistance to the specialists doctors involved to medical examination of the citizens who are subject to initial statement on military accounting, and checks of security of recruiting stations with medicines, the medical equipment, tools and property;

e) determines procedure for holding actions for professional psychological selection of citizens.

9. Military commissariat:

a) till September 1:

prepares and approves with head (heads) of local administration the draft of the plan for preparation and carrying out initial statement of citizens on military accounting according to the appendix N1 to this Instruction;

in relevant organ of local self-government specifies the list of local government bodies to which conducting primary military accounting of citizens, the organizations performing operation of premises, and the educational institutions which are in limits of administrative borders of the municipality according to the appendix N2 to this Instruction is assigned;

b) till November 1 will request: from the bodies included in the list (the appendix N2 to this Instruction) * (2), lists of the citizens who are subject to initial statement on military accounting * (3), according to the appendix N3 to this Instruction; from heads of educational institutions in which citizens study, the completed questionnaires for these citizens according to the appendix N4 to this Instruction;

c) till November 5 will request on the citizens who are subject to initial statement on military accounting in the next year:

from psychoneurological, narcological, antitubercular, skin and venereologic and other dispensaries (offices), and also other medical organizations irrespective of form of business - the information about the citizens staying on the registry (observation) concerning mental disturbances, drug addiction, alcoholism, toxicomania, abuse of drugs and other toxic substances, the infection with human immunodeficiency virus consisting on dispensary observation concerning other diseases with indication of the diagnosis and the date of registration (observation) which had within the last 12 months infectious and parasitic diseases, data on preventive inoculations and on intolerance (hypersensibility) of medicamentous means and other substances, and also medical records of outpatients and other medical documents (medical records of inpatients, roentgenograms, protocols of ad hoc methods of research, etc.), characterizing the state of health of the citizens who are subject to initial statement on military accounting;

from federal institutions of medico-social examination - the information about persons recognized as disabled people and also the medical documents which formed the basis for recognition by their disabled people;

from schools (nursing homes) for visually impaired, hearing-impaired, deaf-and-dumb, auxiliary schools for mentally retarded, and also organizations for difficult children - the medico-pedagogical characteristics and medical documents characterizing condition of their health;

from law-enforcement bodies - lists of the persons brought and who are attracted to trial, staying and consisting on the registry for offenses, vagrancy, the use of narcotic, toxic substances, alcohol and medical supplies in not medical purposes and also the information about the persons who obtained citizenship of the Russian Federation and obliged to stay on the military registry;

from bodies of inquiry and pretrial investigation - lists of persons concerning which were brought or criminal cases are brought;

from federal courts - lists of persons concerning which criminal cases are brought or stopped, and also condemned for crime execution;

from bodies of civil registration - the information about the citizens who changed surname, name, middle name and also the dead in the current year.

To the same term the military commissariat submits the application to territorial authorities of management of health care for allocation of specialists doctors and average medical personnel for performing medical examination of citizens in case of initial statement for military accounting, for allocation of places in medical institutions to which persons needing stationary (out-patient) inspection or treatment will go, besides, finds out what specialists doctors are absent for performing medical examination;

d) till December 1 prepares offers on members (to the main and reserve) for the commission (commissions) on statement of citizens on military accounting and after approval of head (heads) of local administration represents them to the military commissioner of the subject of the Russian Federation.

In the city district of the commission on statement of citizens on military accounting are created, as a rule, by quantity of the military commissariats servicing the corresponding territories of the city district for decision making concerning the citizens obliged to stay on the military registry in these military commissariats. The commissions on statement of citizens on military accounting the officials who are part of administration of the city district whose list is determined by the Federal Law of March 28, 1998 N53-FZ "About Conscription and Military Service" * (4) are included. Offers on members (to the main and reserve) the commissions are approved and represented for inclusion in the draft decision of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) by one of military commissioners appointed by the military commissioner of the subject of the Russian Federation;

e) checks together with the officials of local government body responsible for the organization of military accounting, with departure for places or with the invitation in military commissariat of officials of local government bodies to which conducting military accounting, and the organizations performing operation of premises, compliance of these accounting documents which are maintained at the place of residence of citizens, with the lists of the citizens who are subject to initial statement on military accounting (the appendix N3 to this Instruction) provided to military commissariat is assigned:

till December 1 - the organizations performing operation of premises;

till December 15 - local government bodies to which conducting primary military accounting of citizens is assigned;

e) till December 15 checks with departure for places or with the invitation in military commissariat of officials of the educational institutions and educational institutions of primary professional and secondary professional education which are responsible for conducting military accounting, compliance of these accounting documents which are maintained in the place of study of citizens, with the lists of the citizens who are subject to initial statement on military accounting (the appendix N3 to this Instruction) provided to military commissariat;

g) till December 20 compares the lists of citizens received from local government bodies to which conducting primary military accounting of citizens is assigned and the organizations performing operation of premises with the lists of citizens received from educational institutions where these citizens study and constitutes the summary list of the citizens who are subject to initial statement on military accounting according to the appendix N5 to this Instruction. The citizens who on the different bases are not included in lists according to the appendices N3 and N5 to this Instruction and also newcomers on the municipality territory, join in the additional list constituted according to the appendix N5 to this Instruction.

Summary and additional lists till December 25 are signed by the military commissioner and the chief 2 departments of military commissariat.

In case of identification in lists according to the appendix N3 to this Instruction of the citizens who are subject to the statement on military accounting, living (staying) in the territory of the municipality serviced by other military commissariat the list of such citizens according to the appendix N3 to this Instruction goes to its address. After their statement to military accounting these lists with marks about statement to military accounting by the military commissariat which delivered citizens on military accounting return to the military commissariats which directed these lists. By the results reflected in the returned lists entries in column 6 of the summary list (the appendix N5 to this Instruction) are made;

h) till December 25 develops and approves with the head of local administration (heads of local administrations) working schedules of the commission (commissions) on statement of citizens on military accounting. After that in military commissariat personalized lists of recruits on days of their appearance on commission session are constituted.

On the citizens who are subject to initial statement on military accounting are created the sheet of studying of the recruit according to the appendix N6 to this Instruction, the personal record of the recruit according to the appendix N7 to this Instruction and accounting card of the recruit according to the appendix N8 to this Instruction.

The card-index of personal records of recruits is created of personal records of recruits according to the appendix N9 to this Instruction.

10. The notification of citizens about appearance on the actions connected with initial statement on military accounting is made based on personalized lists by the agenda of military commissariat according to the appendix N10 to this Instruction (further hereinafter are referred to as - the agenda), which account is kept in the book of accounting of challenge of the citizens who are not staying in inventory in military commissariat and issues of the agenda to them according to the appendix N11 to this Instruction.

The notification of the citizens who are subject to statement on military accounting is performed throughout the entire period of preparation and holding the actions connected with initial statement on military accounting.

Delivery to the citizens who are subject to initial statement on military accounting, the agenda is made by workers of military commissariat or staff of the sites and headquarters of the notification developed in the educational purposes, officials of local government bodies to which conducting primary military accounting is assigned, the heads and officials of the organizations responsible for military and accounting work in whom citizens work (study), as a rule, not later than 3 days to the appointed appearance term as the commission on statement of citizens on military accounting. At the same time first of all on the commission the citizens who are not studying in educational institutions are called.

The citizens studying in educational institutions are called, as a rule, on groups (classes) in one day. For this category of citizens appearance days are established by military commissariat under preliminary approval of heads of educational institutions.

11. The citizens called for initial statement on military accounting shall arrive personally to military commissariat (to recruiting station), having in case of themselves the relevant documents (the procedure for the organization of work of recruiting station during initial statement of citizens on military accounting is given in appendix N12 to this Instruction).

On the eve of appearance of citizens for initial statement the chief 2 departments checks entering into sheets of their studying of the data which arrived on the corresponding requests of military commissariat for military accounting and instructs the officials designated for their studying.

Initial statement on military accounting of the citizens who are handicapped children, disabled people of the I group or having other group of disability without specifying of term of re-examination from their consent or the consent of their legal representatives is carried out in absentia based on corresponding документов*.

12. Medical examination of citizens in case of initial statement on military accounting is carried out in accordance with the established procedure.

13. Holding actions for professional psychological selection with citizens in case of initial statement on military accounting will be organized by the commission on statement of citizens on military accounting in accordance with the established procedure.

Actions of social and psychological studying, psychological and psychophysiological examination can be conducted beforehand during preparation for initial statement of citizens on military accounting in military commissariat or educational institutions with involvement of psychologists of these organizations. At the same time the specified procedure for holding actions shall be provided by the plan for preparation and carrying out initial statement of citizens on military accounting (the appendix N1 to this Instruction).

The conclusion about professional suitability of citizens to preparation on military specialties and training in military schools and the training military centers under federal public educational institutions of higher professional training is submitted directly in case of their initial statement for military accounting.

14. The military commissioner in work progress of the commission on statement of citizens on military accounting based on studying of the submitted documents, conversations with the citizen, taking into account sort of its occupations, the available specialty (profession), education, results of medical examination and professional psychological selection:

a) carries out preliminary purpose of the citizens suitable for military service and suitable for military service with insignificant restrictions, by types, types of military forces of Armed Forces, other troops, military forming and bodies. At the same time the priority shall be given to purpose of citizens to troops with increased requirements to the state of health, physical development, moral and business qualities and general education preparation;

b) reveals citizens:

having the reasons for release from execution of conscription and from conscription;

not subject to conscription;

having the reasons for provision of draft deferment by it on military service;

needing physical examination (treatment). Such citizens can go to the medical organizations to out-patient or stationary physical examination for refining of the diagnosis or treatment for what the direction according to the appendix N13 to this Instruction and if necessary the notice according to the appendix N14 to this Instruction is issued to them;

persons interested to arrive in military educational institutions of professional education;

having training in educational institutions of primary professional and secondary professional education on military and accounting or related specialties;

suitable for health reasons and to other data for training in military specialties in educational institutions of public associations, educational institutions of primary professional and secondary professional education;

suitable for health reasons and to other data for passing of military service in regime military units;

persons interested to replace military service with alternative civil service and the reasons which induced to this replacement.

Conclusions, the conclusions and the corresponding marks register in accounting card of the recruit (the appendix N8 to this Instruction) and leaf of studying of the recruit (the appendix N6 to this Instruction).

15. The commission on statement of citizens on military accounting keeps protocols of commission sessions on statement of citizens on military accounting according to the appendix N15 to this Instruction. Protocols are kept for each municipality in which the commission on statement of citizens on military accounting is created.

Information about the citizens who were on commission session is entered in the protocol on the same day.

16. On military accounting the decision of the commission on statement of citizens on military accounting puts all citizens who are subject to statement on military accounting and passed the commission, living in the territory of the respective municipality, irrespective of category of their validity to military service for health reasons including the commissions directed by the decision on physical examination.
