According to the Laws of the Republic of Kazakhstan "About safety and labor protection", "About fire safety", "About sanitary and epidemiologic wellbeing of the population", Rules of development and approval of regulatory legal acts by state bodies on safety and labor protection and Rules of development and approval of industry standard rates by the state bodies on safety and labor protection approved by the order of the Government of the Republic of Kazakhstan of November 11, 2004 N 1182, and also for the purpose of safety and labor protection on objects of fuel supply of the companies of civil aviation I ORDER:

1. Approve the enclosed Rules on safety and labor protection on objects of fuel supply of the companies of civil aviation.

2. To impose control of execution of this order on the vice-chairman of Committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan Naurzaliyev B. M.

3. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

Safety rules and labor protections on objects of fuel supply of the companies of civil aviation

Section 1. General requirements of safety and labor protection on objects of fuel supply of the companies of civil aviation

Chapter 1. Organization of safety and labor protection

1. General requirements

1. These rules of safety and labor protection on objects of fuel supply of the companies of civil aviation (further - Rules) establish the main requirements for safety and labor protection during the work on providing civil aircrafts (further - AF), objects and services of the airport by fuels and lubricants (further - fuel and lubricants) and special liquids, and also on acceptance, storage, quality control, preparation and issue of fuel and lubricants (further - aviation fuel supply) for operation of the aircraft equipment on the corresponding objects of the companies (organizations) of civil aviation (further - the company) and are directed to preserving safe and healthy working conditions on workplaces.

2. For the purpose of improvement of safety of quality of aviation fuels, oils, lubricants, special liquids (further - special liquid) all brands and fuel and lubricants applied in case of operation in civil aviation (further - HECTARE) the aircraft equipment, increase in efficiency and reliability of control of processes of acceptance, leave and storage (measurement of levels, product temperatures) fuel and lubricants on fuels and lubricants warehouses, in independent or structural divisions of the company for aviation fuel supply (further - service fuel and lubricants) and in systems of centralized gas station of airplanes (further - TsZS), improvements of conditions of safe operation of the constructions, mechanisms and the equipment used in the course of fuel supply of non-admission and reduction of environmental pollution to directors needs to take measures on:

1) to equipment of objects of fuel and lubricants modern means of mechanization, replacement of the obsolete pumping and reservoir equipment, unification of the locking equipment;

2) automation of separate engineering procedures;

3) complex automation of objects of fuel supply, allowing to exercise control of the majority of processes of acceptance, leave, storage of fuel and lubricants and AF gas station from single control office.

2. Dangerous and harmful production factors in case of use of fuel and lubricants

3. All dangerous and harmful production factors in case of use of fuel and lubricants are classified on the following groups:

1) physical;

2) chemical;

3) biological;

4) psychophysiological.

Psychophysiological production factors on nature of impact are subdivided into physical and psychological overworks, and each group is divided into specific dangerous and harmful production factors.

In the course of work in production situation either one or row of the above-stated dangerous and harmful production factors per capita can influence.

4. During the work on fuels and lubricants warehouses and special liquids the following number of dangerous and harmful production factors can influence working:

1) moving machines and mechanisms; mobile parts of production equipment; the moving materials; the collapsing designs;

2) the increased dust content and gas contamination of air of the working area;

3) the increased or lowered temperature of surfaces of the equipment of fuels and lubricants warehouses and air of the working area;

4) the increased noise level on workplace;

5) the increased or lowered humidity of air;

6) the increased or lowered mobility of air;

7) the increased value of tension in electric chain which short circuit can happen through body of the person;

8) the increased level of static electricity and electromagnetic radiations;

9) absence or lack of natural light;

10) insufficient illumination of the working area;

11) the increased light brightness;

12) the lowered contrast;

13) straight line and the reflected brightness;

14) sharp edges, agnails and roughness on the surfaces of procurements, tools and the equipment;

15) workplace arrangement at considerable height concerning the Earth's surface (floor);

16) impact of shock wave;

17) the increased sliding of surfaces of the equipment or floor;

18) hit of fuel and lubricants and special liquids on open parts of the body;

19) the fuel and lubricants and special liquids getting in human body through the respiratory organs and digestive tract causing toxic, the irritating, sensibilizing, cancerogenic, mutagen action on human body and influencing reproductive function;

20) physical (dynamic) overworks;

21) psychological overloads;

22) monotony of work.

5. To estimate current status of safety and labor protection (further - labor protection) on specific workplace on object of fuel supply, the director provides detection of dangerous and harmful production factors from acting on this workplace, exceeding the established maximum permissible levels.

3. General requirements of safety and labor protection on fuels and lubricants warehouses

6. In case of the device and content of fuels and lubricants warehouses, production processes on acceptance, storage and leave of fuel and lubricants shall be provided the technical and organizational measures excluding environmental pollution by fuel and lubricants and special liquids. Sewage shall be purified.

7. Designing, the organization, mechanization and automation of technological transactions of aviation fuel supply shall allow to eliminate or reduce impact of dangerous and harmful production factors by working.

8. In case of development of separate technological transactions of aviation fuel supply it is necessary to provide the optimum operating modes of the equipment providing:

1) coordination and safety of accomplishment of technological transactions;

2) rhythm of processes of servicing;

3) prevention of creation of emergencies and emergence of open flame, sparking, explosions or fires;

4) exception of impact of dangerous and harmful production factors on air passengers and the environment;

5) operational operation of processing equipment and remedies of technicians during the terms established by the corresponding specifications and technical documentation.

9. In engineering procedures of aviation fuel supply shall be provided management system and control which allow to protect working or to perform emergency shutdown of production equipment or its stop in case of accomplishment of technological transactions with fuel and lubricants (acceptance, storage, transportation, leave on gas station, cleaning of reservoirs from remaining balance of oil products, quality control).

10. In case of impossibility of technical solution of protection working from dangerous and harmful production factors the adequate organizational measures shall be applied.

11. In case of emergencies work it is necessary to stop and take measures to their elimination. It is necessary to continue work only after complete liquidation of the reasons and conditions which caused emergency.

12. Maintenance and repair works of processing equipment should be performed after complete stop of engineering procedure (for example, in case of leak).

13. Perform works with fire, use sources of naked flame, smoke it is allowed only in the places of fuels and lubricants warehouses established and equipped for these purposes.

14. Lamps only in explosion-proof execution shall be applied to lighting in the territory of fuels and lubricants warehouses, and the tool in case of its use shall not cut spark in case of blows.

15. Warm up, if necessary, fuel and lubricants and special liquids in tanks, pipelines, and also to warm the locking equipment and drain devices follows vapor, hot water, air or heated sand in sacks. Works using manual electrical machines shall be carried out according to normative and technical requirements.

16. The arrangement of objects of aviation fuel supply in the territory of the fuels and lubricants warehouse shall conform to requirements of the construction regulations and rules regulating procedure for construction of warehouses of oil and oil products (designing regulation).

17. The production equipment applied on fuels and lubricants warehouses, devices on safety of works shall conform to requirements of the corresponding state standards (further - GOST).

Maintenance of the equipment of objects of aviation fuel supply shall be made according to relevant requirements of maintenance of the main constructions and processing equipment of objects of aviation fuel supply at the companies.

18. The personnel which underwent the instructing, training and examination in labor protection according to regulatory legal acts which was studying acceptances of first aid to the victim, had medical examination and not having medical contraindications are allowed to performance of works from fuel and lubricants on fuels and lubricants warehouses.

19. Persons under 18, expectant mothers and nursing mothers are not allowed to works with fuel and lubricants and with special liquids.

20. For work in fuel tanks and fuel storage tanks the personnel which underwent special training and having the corresponding admission for their accomplishment are allowed.

21. Control temperature, humidity, mobility of air and content in it raise dust also hazardous substances in the working area and on workplaces of objects of fuel supply it is necessary according to GOST.

22. Control over the implementation of safety requirements in case of use of fuel and lubricants is exercised according to the program of monitoring procedure behind the labor protection approved by the director which allows to prevent emergence of situations and circumstances under which the arising dangerous and harmful production factors lead to accidents. For carrying out this control in the company there shall be the relevant magazine of control.

23. The program of monitoring procedure behind labor protection approved by the director shall include:

1) first step of control:

daily before work the head of change, the technician-foreman or the production supervisor together with the inspector (if necessary) and the person on duty on labor protection of change, crew or the site, check technical and sanitary and hygienic condition of production equipment, safety and protective devices, production rooms, sanitary and household rooms and devices. The shortcomings revealed in verification process register in the magazine of control in which it is specified, in what time and who specifically shall perform work and who is responsible for timeliness of its execution. When the head of change, the technician-foreman or the master cannot provide elimination of the found shortcomings, they need to report on it on the higher head for acceptance of adequate measures by it.

The person on duty on labor protection is appointed from the most experienced and the workers and/or employees of change, crew, the site knowing production without release from the main work during working shift or day, for the purpose of proper observance of safety requirements of work, positive impact on other members of change, crew or the site, transfer of the experience of safe performance of works, the help of the company to administration in control of observance by all workers of safety requirements and production sanitation to them;

2) second step of control:

daily the head of the workshop, service, department of the company together with participation of the mechanic and electrician check condition of workplaces, passes, drives, the equipment, tool, ventilating systems, rooms with the increased danger of performance of works, fire and explosive safety, timeliness of briefings and maintaining the magazine of their registration, availability at the workers of the admission on performance of works with the increased danger according to the activity list approved as the director. Shortcomings are registered control and are led up to the director;

3) third step of control:

monthly the commission appointed by the director as a part of the chief engineer, the senior safety engineer (in case of its availability), the chief mechanical engineer and the power engineering specialist and the doctor of the company checks labor protection condition in workshops, departments, services and on sites.

24. The commission checks: the magazine of control on the first and second step, timeliness of elimination of notes; accomplishment of actions for the collective agreement (agreement); briefings, training and certification; security of workers with overalls and remedies; operability and condition of machine and processing equipment. Results of check register the safety engineer in the magazine of control which is stored constantly at the director. The last holds meeting with heads of workshops, departments, services at which actions for elimination of the shortcomings revealed by the commission are planned.

25. Measurement of noise level on workplaces of the fuels and lubricants warehouse shall be taken according to requirements of the corresponding state standards once a year.

26. Performance monitoring of work of induction converters of static electricity on the fuels and lubricants warehouse should be made electromer fuel according to the instruction for its operation once a month.

Chapter 2. Requirements to production rooms and engineering procedures

1. Main requirements

27. In the working area of production rooms regulations of temperature, relative humidity and speed of movement of air during the warm, cold and transitional periods of year, proceeding from work category on weight, purpose of rooms, excesses of heat according to GOST shall be established.

28. In the working area of production rooms the optimum regulations of meteorological parameters in the working area of production rooms (in case of obligatory conditioning) specified in appendix 1 to these rules shall be supported.

29. Optimum parameters of the air circle are provided with application of heating, ventilation and air conditioning. It is necessary to maintain certain air temperature and optimum parameters of ventilation and air conditioning (appendix 2 to these rules) in special rooms of fuels and lubricants warehouses.

30. Normal weather conditions in the working area of production rooms shall be controlled constantly. Control shall be carried out taking into account requirements of the corresponding state standards with use of thermometers and thermographs (automatic recording of the current temperature), psychrometers and hygrometers (humidity measurement), anemometers (measurement of speed of movement of air), actinometers (measurement of intensity of thermal radiations).

31. For the purpose of providing normal weather conditions in production rooms in the companies the following events shall be held:

1) isolation of sources of excessive heat (boiler rooms of installations) in certain rooms, their shielding and rational arrangement reducing crossing of radiant flows of heat on workplace;

2) mechanization of hard work;

3) the device of the supply and exhaust ventilation providing removal of excessive heat and moisture from the room, repeated change of air and chilling of organism - during the warm period of year or heating in case of air conditioning - during the cold period of year;

4) application of air shower in case of labor processes when intensity of thermal radiation is big or the thermolysis to the environment is complicated (during the cleaning and repair of reservoirs and reservoirs of fuel and lubricants);

5) the prevention of chilling of organism of the worker by the device during the cold periods of year of the platforms, protective walls and air veils interfering access of big mass of cold air through gate and often opened doors to the production room;

6) the device of the warmed rooms for periodic heating, rest and meal of persons working in cold season in the open air or in not heated rooms (for example, in case of discharge filling of fuel and lubricants, its transfer, work in fuel and lubricants storages, under canopies, on distributing platforms fuel and lubricants, columns and to that similar);

7) prevention of violations of water-salt exchange.

3. Requirements during the work with hazardous substances

32. On preferential toxic action on certain bodies or systems of the person hazardous substances are divided into the following:

1) the hypererethisms operating on nervous system, causing, violations from internals, fatigue and drowsiness (methanol, I-m liquid, TGF-M, ethylated gasolines, TC-l aviation fuel and RT and others);

2) the defiant structural changes of tissue of liver consisting in fatty regeneration, emergence of the centers of necrosis (necrosis) and overgrowing of part of liver fabric (cirrhosis) (dichloroethane, tetrachloride carbon);

3) the blood breaking work of the haematogenic bodies, reacting with hemoglobin destroying red blood cells breaking marrowy blood formation (carbon monoxide, benzene, toluene, lead, tetraethyllead);

4) the enzymes connecting biological catalysts of organism which lack leads to disorder of work of the majority of zhiznennovazhny systems of organism (mercury and organophosphorous connections);

5) the irritating upper airways (vapors of acids, aromatic hydrocarbons);

6) the cauterizing and irritating skin and mucous membranes (sulfuric, nitric, hydrochloric acids, caustic heat also caustic natron, the calcinated soda);

7) the carcinogens causing formation of malignant tumors (petrolpyrene).

33. In case of simultaneous content in air of the working area of several hazardous substances of the unidirectional action calculation of all-exchange ventilation should be made summing of the amounts of air necessary for dilution of each substance separately to its threshold limit value (further - maximum allowable concentration). The amount of the relations of concentration of hazardous substances in air to their maximum permissible shall not exceed units.

34. Work with fuel and lubricants shall be carried out only in overalls.

35. The fuel and lubricants which got on hands and body are washed away by warm water with soap. Suction of fuel and lubricants through hose is not allowed.

36. Security measure and first-aid treatment in case of poisoning of fuel and lubricants and special liquids are performed according to Rules on safety and labor protection at aviation and chemical works and during the work with the special liquids approved by the order of the Chairman Committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan of November 15, 2004 N 221, registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for N 3220.

37. Level of air pollution of working rooms harmful gases, in vapors, dust shall be controlled by gas analyzers which basis for work photometric, hromatografichesky, polyarografichesky, electrometric and spectroscopic methods of determination of level of pollution are.

38. Determination of quantitative level of toxic substances in air is performed by method of gas chromatography the gas chromatograph. The gas chromatograph can be connected to the automated control systems of extent of air pollution of the company.

39. For the prevention of occupational diseases in services fuel and lubricants the following events shall be held:

1) removal and replacement of hazardous and toxic agents from production;

2) the complex automation and mechanization of production processes eliminating contact of the person with toxic substances;

3) enhancement of the engineering procedure excluding leakage or spraying of substances and their subsequent evaporation in the atmosphere of production rooms;

4) the greatest sealing of pumps, pipelines, reservoirs and other equipment of fuels and lubricants warehouses;

5) the supply and exhaust ventilation device in places of formation of gases, vapors and dust;

6) careful systematic cleaning of different oil products and special liquids as in rooms, and in the open air in zone of distributing platforms, columns, on discharge filling Items of fuel and lubricants and so forth;

7) enhancement and content in proper condition sanitary and household rooms (shower, wash basins and to that similar);

8) providing working with the relying operational overalls, respirators, gas masks, helmets and special tools;

9) observance of the set specific modes of work and rest (for example, for the workers who are smoothing out reservoirs and reservoirs of fuel and lubricants);

10) training in safe acceptances of work.

4. Requirements to ventilation and air conditioning

40. In warehouses and in services fuel and lubricants there shall be organized and regulated air exchange for removal from air of production rooms of vapors, gases, the dust constituting toxic hazard, explosion or the fire, and creation of normal weather conditions in the production circle - temperatures, humidity, air movement speed (further - ventilation).

41. In warehouses and in services fuel and lubricants ventilation which is subdivided on natural and artificial shall be established:

1) natural ventilation is performed owing to difference of density of air out of and indoors. Air indoors usually has more high temperature (heat releases due to engineering procedures, the equipment, people), than outside therefore also its density indoors is less than density of outside;

2) artificial (mechanical) ventilation is performed thanks to pressure of the air created by the fan which is given to rotation by the electric motor.

42. For increase in thermal pressure on buildings and storages construct exhaust mines and in them establish deflectors.

43. On action areas artificial (mechanical) ventilation is divided into general and local and used:

1) local - for removal of harmful gases, vapors and dust from the place of their education also interferes with their distribution on all amount of the room. Hazardous substances are sucked away by means of exhaust umbrellas, cases and slot-hole receivers;

2) general - for air exchange in all amount of the room.

44. To destination ventilation is divided into the following types:

1) stitched which is used for giving to the room of clean air when allocation of hazardous substances is insignificant and complete change of air, and also for the prevention of suction to the room of harmful gases and vapors from adjacent (neighboring) rooms is required;

2) exhaust, applied to removal from air of the room of large numbers of the allocated hazardous substances in case of short-term stay of people in it;

3) forced-air and exhaust, intended for purification of air and creation of favorable weather conditions indoors if by means of only exhaust or forced ventilation it cannot be made, being the most effective ventilation.

45. In warehouses and in services fuel and lubricants there shall be also air conditioning which allows to create optimal weather conditions (artificial microclimate) in production rooms and public buildings. Conditioning shall provide cleaning, heating or chilling, moistening, removal of smells and ozonization of the air given to the room.

46. Recommended systems of ventilation for services fuel and lubricants are given in appendix 3 to these rules.

47. Determination of frequency rate of exchange of the air and air which is subject to removal from premises of service fuel and lubricants and also the level of excessive heat releases is made on the corresponding formulas given in appendix 4 to these rules.

48. The ventilating systems which passed completely prestarting tests and having the maintenance instructions conforming to state standards passports, magazines of repair and operation are allowed to operation in services fuel and lubricants. Administration (head) of the company the schedule of surveys and repairs of ventilating systems of the company affirms.

49. Rooms for the ventilating equipment shall be locked. Storage in these rooms of materials, tools and other foreign objects is not allowed.

5. Requirements to lighting of rooms and fuels and lubricants warehouses

53. Lighting of production rooms shall meet the following requirements:

1) illumination shall meet the established standards;

2) illumination shall be constant in time. For this purpose the rated voltage of power line shall not change on value more than for plus or minus 4 percent (further - %);

3) illumination of workplaces, rooms and the territories shall be uniform;

4) light sources shall not stick together eye of the person including in case of its reflection from smooth surfaces. Avoid brightness of light sources thanks to use of lamps with the armature scattering light;

5) the design and type of the used lamps shall exclude possibility of explosion and fire.

54. In production rooms arrange illumination of the following types:

1) natural;

2) artificial;

3) combined (natural and artificial).

55. Natural lighting can be:

1) side;

2) upper;

3) combined (upper and side).

56. Natural lighting shall be provided in all production rooms, except for in what the service personnel stays quickly and are not conducted by constant control behind production process (in the fuel and lubricants storages semi-buried and buried in the warehouses located in basements and to that similar).

57. Artificial lighting is divided into the following types:

1) working;

2) on duty;

3) emergency;

4) evacuation;

5) security.

58. The working light is arranged for lighting of rooms in buildings and out of them, on the open sites intended for work, journey of transport and movement of people.

59. Emergency lighting joins in time off of days. Emergency lighting is provided for lighting of production rooms and the territory in case of emergency shutdown of working light and when production process cannot be interrupted or its termination does not suffer delay.

60. The emergency lighting serving for illumination of ways of evacuation of people in case of emergency shutdown of working light is provided:

1) on staircases;
