1.1. This procedure N414 of September 3, 1999 is developed according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "About enhancement of procedure for financing of state-financed organizations" and regulates production and sales of goods (works, services) by state-financed organizations.

1.2. State-financed organization (organization) - the ministry, department or other state organization (organization) for which, according to the current legislation, the budgetary appropriations which are the main source of financing of its activities connected with accomplishment of the tasks and functions assigned to it are provided.

1.3. Action of this Procedure extends to the state-financed organizations having the status of the legal entity which on the basis of use of the property belonging to them as complete economic maintaining or operational management make and realize goods (works, services) on activities profile on paid basis and at the expense of budgetary funds.

This Procedure does not extend to state governing bodies, except as specified, when they enable production and sales of goods (works, services) within powers, provided by the current legislation.

1.4. State-financed organizations, except for state governing bodies, acquire the rights of the legal entity from the moment of state registration. Features of state registration and registration of state-financed organizations are determined according to the legislation.

1.5. State-financed organizations open current accounts in organizations of bank:

the current budget account - for receipt of means of budget financing;
