For the purpose of reduction of base of regulatory legal acts in the field of civil aviation of the Republic of Kazakhstan in compliance with requirements of the Presidential decree of the Republic of Kazakhstan, the valid law, "About use of airspace and activities of aircraft of the Republic of Kazakhstan" and the Law of the Republic of Kazakhstan "About state regulation of civil aviation" I order:

1. Approve the enclosed Rules of preparation of the aircraft for flight.

2. To impose control of execution of this order on the vice-chairman of Committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan B. M. Naurzaliyev.

3. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

Rules of preparation of the aircraft for flight

Section 1. General provisions

Chapter 1. Basic concepts

1. These rules are developed according to Article 42 of the Presidential decree of the Republic of Kazakhstan, the valid law, "About use of airspace and activities of aircraft of the Republic of Kazakhstan", article 5 of the Law of the Republic of Kazakhstan "About state regulation of civil aviation", the Convention on international civil aviation (ICAO).

2. These rules regulate activities of the services and crews performing preparation of the aircraft for flight.

3. Terms and determinations:

1) the Aircraft equipment - civil aircrafts, their equipment, components, engines, exercise machines and means of land servicing of civil aircrafts;

2) the Avia fuels and lubricants (the Avia of fuel and lubricants) - the general name of fuels, oils, lubricants and special liquids of all brands further applied in case of operation of the aircraft equipment;

3) Emergency operation of system operation of electric utility service of object of the radio engineering equipment and communication - condition in case of which the utility power system is not capable to provide electric power receivers with necessary capacity with required indicators of electric power quality, defiant shutdown of the damaged part of utility power system, or use of the reserve power supply the electric power;

4) Aviation fuel providing - the activities of the legal entity aimed at providing civil aircrafts, objects and services of the airport with fuels and lubricants and special liquids, and also acceptance, storage, quality control, preparation and issue of fuels and lubricants for operation of the aircraft equipment (further - aviation fuel supply);

5) the Aviation doctor - the specialist having the higher medical education and preparation in the field of aviation medicine, providing professional health of persons on whom efficiency of flight work and safety of flights depends;

6) the Analysis of quality of fuel and lubricants - the document containing results of determination of sizes of physical and chemical indicators of the test of product which is selected from reservoirs of prime storage and the conclusion about suitability of product to carrying out transactions on preparation for issue on gas station;

7) the Certificate about the validity of the aircraft to the ekspluatatsiidokument certifying aircraft compliance to the Airworthiness standards operating at the time of issue of this certificate;

8) The airport - the complex of constructions intended for acceptance and sending aircrafts, servicing of airborne transportations and having for these purposes airfield, air terminal, other constructions, an also necessary equipment;

9) Airfield of application of aircraft in the national economy (далееПАНХ) - the landing strips (platforms), temporary airfields, helidromes which are specially prepared and equipped for take off and landing of aircrafts and intended for accomplishment, as a rule, of seasonal works;

10) Safety of production equipment - property of production equipment to keep compliance to safety requirements of work in case of accomplishment of the set functions in the conditions established by the specifications and technical documentation;

11) Safety of production process - property of production process to keep compliance to safety requirements of work in the conditions established by the specifications and technical documentation;

12) Labor safety - condition of working conditions in case of which impact of dangerous and harmful production factors is excluded;

13) Non-failure operation - property of product is continuous to keep working capacity for some time or some operating time;

14) the Bulletin of preflight information (further - BPI) the current information prepared before departure including leaf of preventions, notices of service of aeronautical information (daleesaa) having important operational value;

15) the Degree of product availability of object (product) - the technical condition characterized by compliance or discrepancy of quality of object (product) to the technical requirements established by technical documentation on this object (product). Differentiate degrees of product availability: operability and defect, working capacity and not working capacity;

16) Sudden refusal - the refusal which is characterized by spasmodic change of values of one or several set product parameters;

17) the Aircraft (further - AF) - the aircraft supported in the atmosphere due to interaction with air, other than interaction with the air reflected from the Earth's surface or water;

18) the State control supervisory authority - authorized body whose functional obligations include the state control and supervision of security status of flights of aircrafts;

19) Graduation of measuring instruments (calibrating) - determination of the calibration characteristic of measuring instrument;

23) Additional flight - the flight which is not provided by regular air transportation on the aircraft, performed on conditions, identical with regular transportation;

24) Durability - property of product to keep working capacity before limiting condition in case of the installed system of maintenance and repair;

25) the Admission (upper, lower) parameter (further - the operational admission) - difference between upper (lower) maximum permissible and nominal parameter values;

26) the Allowed time of disabled condition of object (the channel of telecommunication) is determined by operational documentation (or by results of timing) on both other technical constructions and communications which are part of object (the channel of telecommunication) of product, the device of reservation of power supply and it is specified in the instruction for reservation;

27) Gas station - complex of works on filling of fuel and lubricants of tanks of aircrafts and the land equipment;

28) the Product - unit serially products intended for accomplishment of certain function;

29) the Serviceable condition (operability) - condition of product in case of which it conforms to all requirements of normative and technical and (or) design documentation;

30) Inspection bodies of the operator air the operator's sudnainspektion on safety of flights;

31) the Power supply the electric power - electroinstallation from which food is performed by the electric power of the consumer or customer group;

32) Calibration of measuring instruments - set of the transactions establishing ratio between the value of size received by means of this measuring instrument and the corresponding value of size determined by means of standard for the purpose of determination of the valid metrological characteristics of measuring instrument and (or) suitability of the measuring instrument which is not subject to the state metrological control and supervision;

33) Quality of fuel and lubricants - set of the product characteristics relating to its capability to meet the requirements established by technical documentation;

34) the Channel of aviation telecommunication (the channel of transfer) the set of technical devices and the circle of distribution of electric signals and radio signals providing information transfer from the sender to the receiver;

35) Control of technical condition - determination of technical condition;

36) Command aircrew of airlines - the heads of structural divisions of airlines responsible for execution by aircrew of airline of job responsibilities;

37) the Room "briefing" - specially equipped room in which information and advisory air crew training of the aircraft to departure is performed;

38) Frequency rate of reserve - the relation of number of reserve elements of object to number of the basic elements of object reserved by them expressed by unreduced fraction;

39) Quality control of fuel and lubricants - determination by physical and chemical analyses of measure value of quality of fuel and lubricants for establishment of compliance of the received values to requirements of state standard (further - GOST) or technical specifying (further - TU) on this product;

40) the Power line - the electric line which is going beyond power plant or substation, and intended for transmission of electricity on distance;

41) the Between-repairs resource - product operating time between two consecutive repairs;

42) Metrological certification of measuring instruments - recognition by metrological service of suitability for use of measuring instrument of single-piece production (or imported by single copies) based on researches of its properties;

43) to NOTES - the notices sent by means of telecommunication and containing information on enforcement, condition or change of any aeronautical equipment, servicing and rules, or information on danger, the timely prevention of which is important for the personnel connected with accomplishment of flights;

44) the Operating time - duration or amount of work of product measured in hours of raid, number of landings, number of cycles, operations, that is resource expense;

45) Airworthiness standards - requirements to design, parameters and flight qualities of the aircrafts and their components aimed at safety of flights;

46) the Loaded reserve - reserve which contains one or several reserve elements which are in the mode of basic element;

47) Reliability - property of product which depends on time during which it is capable to perform required functions in the set modes and conditions of use, maintenance, repairs, storages and transportations;

48) the Appointed resource - total operating time of product in case of which achievement application shall be to destination stopped;

49) the Appointed service life - the calendar duration of operation of product in case of which achievement application shall be to destination stopped;

50) Disruption of communication - lack of communication during period of time, important for operation;

52) the Non-operational condition (defect) - condition of product in case of which it does not correspond at least to one of requirements of normative and technical and (or) design documentation;

54) the Disabled condition (not working capacity) - the condition of product in case of which value at least of one parameter characterizing capability to perform the set functions, does not conform to requirements of normative and technical and (or) design documentation;

55) the Depersonalized repair method - method of repair in case of which belonging of the recovered components to certain copy of product does not remain;

56) the Facilitated reserve - reserve which contains one or several reserve elements which are in less loaded mode than basic element;

57) Exchange collection - permanent and systematically renewable product inventory, the nodes, blocks and devices beforehand serviced, repaired, checked which are established on objects (products) in case of maintenance or repair of the products, nodes, blocks and devices which are subject to check and repair;

58) General reservation - reservation in case of which the reserved element is object in general;

59) Object of radio engineering ensuring flights and aviation telecommunication (further - RTOP and bonds) - set of means of radio engineering ensuring flights and aviation telecommunication, service and processing equipment (means of autonomous power supply, the communication line, management) placed on the area in the stationary or mobile options serviced by engineering personnel and intended for ensuring certain function in single system of servicing of air traffic, and also productive activity of the organization;

60) Dangerous production factor - production factor which impact on working in certain conditions leads to injury or other sudden sharp deterioration in health;

61) Operational maintenance - the periodic maintenance providing bystry accomplishment of the simple technological transactions established by the instruction (regulations) of maintenance on control and maintenance of operability of object (product, the channel of aviation telecommunication);

62) Operating control of operability of object (product, the channel of aviation telecommunication) - the control providing accomplishment of technologically simple checks of operability of object (product, the channel of telecommunication) in the course of its functioning;

63) the Determining parameter (sign) - the parameter (sign) of object (product, the channel of telecommunication) used in case of control for determination of degree of product availability of object of control;

64) the Organization of civil aviation - the legal entity performing activities in the field of civil aviation;

65) the Basic element - the element of structure of object necessary for accomplishment by object of the required functions in the absence of refusals of its elements;

66) Refusal of product - the event consisting in violation of operability of product;

67) Refusal constructional - the refusal which resulted from imperfection or violation of statutory rules and (or) regulations of designing;

68) Refusal of object (disruption of communication) - the event consisting in violation of operability of object (the channel of telecommunication), which led to the fact that object (the channel of telecommunication) cannot be used for ensuring accomplishment of certain function(s) during time of more admissible;

69) Refusal production - the refusal which resulted from imperfection or violation of the established process of production or repair of the product which was carried out at the repair plant;

70) Refusal operational - the refusal which resulted from violation of statutory rules and (or) service conditions of product;

71) the Organization for aviation fuel supply - the legal entity or structural division of the legal entity (service fuel and lubricants) rendering services in aviation fuel supply;

72) Labor protection - system of the legal acts, social and economic, organizational, technical, hygienic and treatment-and-prophylactic actions and means ensuring safety, preserving health and efficiency of the person in the course of work;

73) the Packet of preflight information - the set consisting of the following elements:

bulletin of preflight information;

TO NOTES;

flight plan;

meteorological documentation;

navigation flight plan;

74) Fire safety - the condition of object in case of which with the established probability possibility and developments of the fire and impact on people of dangerous factors of the fire is excluded and also is provided protection of material values;

75) Frequency of maintenance (repair) - interval of time or operating time between this category of maintenance (repair) and the subsequent same type or to others bigger complexity;

76) Planned repair - the repair performed according to requirements of the specifications and technical documentation;

77) Damage - the event consisting in violation of serviceable condition of product of operating state;

78) reliability Indicator - the quantity characteristic of one or several properties making reliability of product;

79) Checking of measuring instruments - set of the transactions which are carried out by the public metrological service or other representatives on that bodies for the purpose of determination and confirmation of conformity of measuring instrument to the established technical requirements;

80) Production sanitation - system of the organizational actions and technical means preventing or reducing impact on the working harmful production factors;

81) Gradual refusal - the refusal which is characterized by gradual change of values of one or several set product parameters;

82) Permanent reservation - reservation without reorganization of structure of object in case of refusal of its element;

83) the Repeating flight plan (RPL) - the aircraft flight plan concerning often repeating separate flights which are carried out on regular basis with identical elements and represented by the operator for storage and reuse of servicing of air traffic by bodies;

84) the Maximum permissible parameter value - the greatest or smallest parameter value which shall have efficient product;

Limiting 85) condition - condition of product in case of which its further application is to destination inadmissible or inexpedient or recovery of its serviceable or operating state is impossible or inexpedient;

86) the Receiver of electrical energy (electroreceiver) the device in which there is transformation of the electric power to other type of energy;

87) the Schematic electric circuit - the scheme determining complete structure of elements and bonds between them and, as a rule, giving detailed idea of the principles of work of product (installation);
