About the state normative requirements of labor protection in the Republic of Belarus
For the purpose of realization of state policy in the field of labor protection and enhancement of the organization of work on preparation and acceptance of regulatory legal acts, the technical regulatory legal acts containing the state normative requirements of labor protection, the Council of Ministers of the Republic of Belarus decides:
1. Determine that:
1.1. rules, the regulations, criteria and procedures directed to the preserving life, health and efficiency of workers in the course of their labor activity containing in legislative and other regulatory legal acts, technical regulatory legal acts are the state normative requirements of labor protection (further - requirements of labor protection);
1.2. the system of regulatory legal acts, the technical regulatory legal acts containing requirements of labor protection consists of cross-industry and industry rules on labor protection, standard instructions for labor protection, regulations of labor protection, sanitary standards, rules and hygienic standard rates, state standards, construction regulations, rules of technical safety, Rules for the Construction and Safe Operation, other regulatory legal acts, technical regulatory legal acts;
1.3. requirements of labor protection are obligatory for execution by legal entities and physical persons when implementing of any kinds of activities by them, including in case of:
designing, construction (reconstruction), repair and maintenance of buildings, constructions and other objects;
designing, production (upgrade), operation of machines, machines, mechanisms, other equipment, means of collective and individual protection;
production and use of chemicals and materials, development and carrying out engineering procedures, production organization and work.
