1. This Provision is developed for the purpose of streamlining and coordination of activities of executive bodies concerning development, production, realization and acquisition of special technical means for removal of information from communication channels, other means of secret receipt of information (further - STS) and ensuring the state control in this sphere.

The central executive bodies, prospecting bodies which divisions perform operational search activities (further - the state customers), the international law-enforcement organizations, special services and law enforcement agencies of foreign states (further - foreign customers) can be customers of development, production and acquisition of STS.
