In pursuance of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 I order to N267 "About Review and Development of Regulating Documents on Labor Protection":

1. Approve "Safety rules of works in case of operation of tail farms" according to appendix.

2. Enact these "Rules"... after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. I reserve control of the course of accomplishment of this order.

Safety rules of works in case of operation of tail farms

These rules in compliance with the laws of the Republic of Uzbekistan "About labor protection", "About subsoil", "About conservation" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 of N267 "About Review and Development of Regulating Documents on Labor Protection" establish procedure for safety of works in case of operation of tail farms.

Chapter I. Basic provisions

1. Terms and determinations

1. In these rules the following main terms and determinations are used:

tails (dump) - the waste of mineral processing consisting of dead rock with inclusion of useful components which cannot be taken in case of the applied technology of enrichment;

slimes - disperse waste of engineering procedures metallurgical, chemical, etc. productions;

pulp tail (slurry) - turbulizovanny mix of tails with water;

hydrotransport - engineering procedure of material transfer water flow. Allocate free-flow (the pulp moves on inclined guide and has free surface, on which pressure to equally atmospheric), pressure head and self-flowing (the pulp moves on completely filled pipes), naporno - forced (the pulp moves on pipes at the expense of the pressure created by pumps) and combined (mixed);

hydrostacking of tails - set of technological transactions on warehousing of the tails given to storage by hydraulic transport;

system of turnover water supply - complex of constructions and the equipment for feeding on the company of reusable technological water;

system of sewage treatment - complex of constructions and the equipment for neutralization and removal of the hazardous substances containing in promstoka;

the tailings dam - the natural or artificially created reservoir for warehousing of the tails (slimes) and clarification of water given by hydraulic transport;

tailings dam bowl - the reservoir formed by natural slopes and the protecting tailings dam constructions;

dissected away tailings dams (section) - part of bowl of X., separated other storage by retaining construction;

tailings dam amount general - bowl amount within project mark of crest of the protecting dam;

tailings dam amount useful - bowl amount within project mark of its filling with tails and water;

tailings dam capacity - the number of tails which can be laid in storage in case of the technology of its filling accepted in the project;

dike (dam) primary - the retaining construction serving for formation of reservoir of the alluvial tailings dam for initial stage of its filling;

embankment dam (secondary dam) - the dam which is poured out on outside office of persistent prism for barrier of tiers of alluvium;

persistent prism - part of body alluvial X., performing functions of retaining construction which external border is the local slope of construction, and the internal border is determined by calculation of its stability;

the scheme of filling - the scheme of the general organization of works providing procedure and priority of stacking of tails in the tailings dam;

the beach - the surface of deposits of tails from riding slope of dam to urez of water in settling pond;

well - the construction of mine type intended for dumping or collection of water;

the collector of water waste - the pipeline intended for water drainage from well out of limits of X;

spillway coastal - the construction (channel type) arranged in coastal adjunction of X. for dumping of water from settling pond;

system of hydroprotection of the tailings dam - the complex of hydraulic engineering constructions (ditches, channels, ponds, etc.) intended for interception and withdrawal of superficial drain from the catchment area of the tailings dam;

the inundated area - zone within which there is movement of the flow which is formed in case of destruction of dam (dike);

the danger area - the site of the area within the inundated area, adjacent to the lower byef of water retaining construction which flooding can lead to catastrophic effects;

the conservation zone - area strip around the tailings dam and along routes of pulpovod and conduits within which conducting works, finding of the people and mechanisms which are not relating to operation of tail economy is forbidden;

protective dike - the dam constructed in borders of the danger area for protection of the territory in case of break of retaining construction of the tailings dam;

preservation of the tailings dam - complex it is mountain - technical, inzhenerno - the construction, meliorative works providing long-term safe storage of the tails laid in storage;

recultivation of the tailings dam - complex of the works directed to productivity recovery it is also national - the economic value of the broken lands, and also on improvement of conditions of the environment according to interests of society. It is allocated on stages and the directions - According to GOST 17.5.1.01-83 "Recultivation of lands. Terms and determinations".

The terms "tails", "tail economy", "tailings dam" include the concepts "slimes", "slurry economy", "hydrodump economy", "shlamokhranilishche", "sludge collector", except the requirements extending only to these objects.

2. General requirements

2. Tailings dams and other hydraulic engineering constructions (далееГТС) of all classes, technologically connected with process of production and conversion of minerals, shall be under construction and be operated on the projects developed by the specialized organizations, which passed all types of state examination in the procedure established by the legislation.

3. Platforms for the device of tailings dams. sanitarno - protective and conservation zones, industrial and household rooms, drives, passes, communication, the alarm system and lighting shall meet the requirements of the current legislation.

4. Purity of the waters dumped in open reservoirs shall meet the requirements of the current legislation.

5. Purity of the air basin around arrangement of storages shall meet the requirements of the current legislation.

6. For again constructed tail farms or the enacted new technologies and the equipment the research, project or other organizations implementing these productions shall be developed and approved as the technical lead of the operating organization of the instruction, providing safe operation.

7. Within the danger area construction of facilities, not connected with operation of the tailings dam, is forbidden.

8. On hydraulic engineering constructions of tail, slurry and hydrodump farms permanent monitoring of safety according to the existing regulating documents and the project of operation of the hydraulic engineering construction shall be carried out.

9. The organizations shall provide reliable information on monitoring of safety in regional bodies of the State committee on conservation, the State inspection Sanoatgeokontekhnazorat and in the specialized organization performing monitoring of safety of hydraulic engineering constructions (The regulations on Goskompriroda, are approved by the resolution of Oliy Majlis of 26.04.96 of N232-1).

10. Commissioning of the not finished hydraulic engineering constructions and which are not accepted by the inspection appointed in accordance with the established procedure is forbidden.

11. Operation of constructions of tail economy is allowed only in the presence of the operating devices of the alarm system, blocking, protection the against overloads, the control instrumentation, means of communication and lighting which underwent complex approbation within at least 72 hours of continuous work in the operational mode provided by the project and the signed act of inspection.

12. To all objects of tail economy the reliable entrance of vehicles and mechanisms shall be provided at all seasons of the year. Width and structure of the carriageway of roads is determined by the project.

13. Access roads shall be marked up by route signs (in accordance with GOST) and at least once a year be exposed to repair.

14. The traffic pattern and access roads shall be hung out in a visible place the site of tail economy.

15. Movement of people on pipes, through railway tracks, barriers, platforms is forbidden.

Movement on the territory of tail economy is allowed on the walking paths intended for this purpose, passes, ladders and platforms, in the places which are not equipped with the last according to the project, the movements connected with need of performance of work are possible only with observance of measures of additional precaution.

16. On alluvial tailings dams 1, of 2 and 3 classes after the first 5 years of operation and then at least through 10 m of building-up within project width "persistent prism engineering-geological examination for the purpose of confirmation of conformity of physicomechanical characteristics of the tails washed in persistent prism to requirements of the project shall be conducted.

If the received values of characteristics are lower set in the project, it is necessary to receive the decision of the organization which developed the project about possibility of further operation of storage.

17. Research works on determination of stability of dams of bulk tailings dams shall be carried out in consecutive procedure in process of approach of the actual parameters of dams, to the maximum indicators of settlement stability.
