About approval of Aviation rules of the Republic of Uzbekistan "General rules of airborne transportations of passengers and baggage" (AP RUZ 195)

Based on article 95 of the Air Code of the Republic of Uzbekistan and for the purpose of enhancement of the regulatory base by Gosavianadzor the Aviation rules "General Rules of Airborne Transportations of Passengers and Baggage" are developed (AP RUZ 195).

I order:

1. Approve Aviation rules of the Republic of Uzbekistan "General rules of airborne transportations of passengers and baggage" (AP RUZ 195).

2. Enact these Aviation rules after ten days from the date of registration in the Ministry of Justice of the Republic of Uzbekistan.

3. To administration (Shamsiyeva Sh. N.) together with Office (Demidenko O. V.) within ten days from the date of registration in the Ministry of Justice to provide reproduction and mailing of Aviation rules to all airlines and the interested organizations.

4. To impose control of execution of this order on the head of department of aviation safety Ryzhkin V. A.

Aviation rules "General Rules of Airborne Transportations of Passengers and Baggage"

These Aviation rules of the Republic of Uzbekistan "General rules of airborne transportations of passengers and baggage" (further - Rules) are developed based on the Air code of the Republic of Uzbekistan, provisions of international treaties of the Republic of Uzbekistan taking into account standards and recommended practice of International Civil Aviation Organization (ICAO).

Rules establish general terms of airborne transportation of passengers and baggage which shall be observed in case of the conclusion and agreement performance of airborne transportation of the passenger and baggage.

Rules are applied when implementing of domestic and international airborne transportations of passengers by carrier and baggage.

Chapter I. Reducings and determinations

1. Reducings

AF - the aircraft.

HECTARE - civil aviation.

ICAO - International Civil Aviation Organization.

2. Determinations

Aviation safety - package of measures, and also the human and material resources intended for protection of HECTARE against acts of illegal intervention.

The agent - person or the organization, authorized to act on behalf of carrier in case of sale of transportations or accomplishment of transactions on land servicing of passengers or land processing of baggage.

The airport is complex of constructions intended for acceptance and sending AF, servicing of airborne transportation and having airfield, air terminal, other constructions, and also the necessary equipment for these purposes.

Baggage - the personal belongings of the passenger transported onboard AF under the agreement with carrier. The baggage can be registered and unregistered (hand luggage).

Carriage documents - the ticket with the luggage receipt, the receipt of payment over normative baggage which are used by carrier for registration and agreement performance of airborne transportation of the passenger and baggage.

The airport platform - the certain area of airfield intended for placement of AF for the purpose of landing and disembarkation of passengers, loading and unloading of baggage, gas station, the parking or maintenance.

The flight coupon - part of the passenger ticket or part of the luggage receipt or receipt of payment of above-standard baggage according to which airborne transportation of the passenger or baggage on certain site of the route specified in the ticket or the receipt of payment of above-standard baggage is carried out.

Flight - flight of AF between two or more Items.

Above-standard baggage - the part of mass of baggage exceeding the regulation of free transportation established by carrier. For transportation of such baggage by carrier the payment on the established rate is levied.
