The order of the chief of the State inspectorate of the Republic of Uzbekistan for supervision of safety of flights of October 19, 2005 N 129 "About approval of Aviation rules of the Republic of Uzbekistan "General rules of airborne transportations of passengers and baggage (AP RUZ-195)" (рег. N 1529 of December 5, 2005) (2005, N 49-50, Art. 369) to declare collection of the legislation of the Republic of Uzbekistan invalid.
3. This order becomes effective after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

These rules according to the Air code of the Republic of Uzbekistan (Sheets of the Supreme Council of the Republic of Uzbekistan, 1993, No. 6, the Art. 247) both international standards and practical recommendations of International Civil Aviation Organization (ICAO) determines procedure for airborne transportations of passengers and baggage.
1. In these rules the following basic concepts are used:
"stop-over" - stop in one of Items of route of the passenger, that is in the Item located between specified in the ticket Items of departure and appointment which is previously approved with carrier;
aviation safety - the human and material resources, complex actions intended for protection against the actions connected with illegal intervention in civil aviation;
airfield - specially equipped land area or water surface with buildings and constructions fully or partially intended for landing, take-off and taxing of aircrafts;
the airport - the complex of constructions intended for acceptance and sending aircrafts, servicing of airborne transportations and having airfield, air terminal, other constructions, and also the necessary equipment for these purposes;
baggage - the personal belongings of the passenger and crew transported onboard the aircraft under the contract with carrier;
the luggage receipt - the part of the ticket certifying acceptance to airborne transportation of the registered baggage;
free conveyance - conveyance which lot meets the standards of free transportation established by carrier, without payment of the additional charges. The carriage charge within such regulation enters passenger rate;
booking - preliminary fixing of the place onboard the aircraft for transportation of the passenger or amount in aircraft luggage cargo sections for luggage transport;
the passenger - person who is transported or shall be transported on the aircraft according to the agreement of airborne transportation;
baggage unaccompanied - the personal baggage of the passenger transported as load according to the air freight bill;

the baggage registered - baggage of the passenger on which the luggage receipt and number luggage label is issued and which is accepted by carrier under the responsibility for airborne transportation;
baggage unregistered (hand luggage) - the baggage within the regulations established by carrier permitted to free transportation in inside of the aircraft under observation of the passenger;
rate - the amount of payment established for transportation of the passenger and baggage;
carriage documents - the ticket and the luggage receipt, post and cargo superimposed, and also other carriage documents processed in paper or electronic form, certifying the transportation agreement air transport of the passenger, baggage and loads;
carrier - the operator of the aircraft having the air operator certificate;
the authorized agent of carrier - person or the organization, authorized to act on behalf of carrier in case of sale of transportations or accomplishment of transactions on land servicing of passengers or land processing of baggage;
transit - stop Item on route in which the transported passenger remains onboard the aircraft;
transfer - the change of the passenger specified in the ticket on transportation route Item from one flight to other flight of the same carrier (private transfer) or change from flight of one carrier to flight of other carrier (interlayn-transfer);
the aircraft - any device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from the land surface;
airborne transportation - complex of the actions and transactions which are carried out by the airports and air carriers (operators), connected with direct delivery performance of passengers and their baggage, load to the destination;
