About approval of the Regulations on production schedules on production at the companies of the oil-processing and petrochemical industry of Ukraine

According to the Law of Ukraine "About objects of the increased danger", the Law of Ukraine "About labor protection" and the resolution of the Cabinet of Ministers of Ukraine of November 2, 2006 I ORDER to N1540 "About Approval of the Regulations on the Ministry of Fuel and Energy of Ukraine":

1. Approve Regulations on production schedules on production at the companies of the oil-processing and petrochemical industry of Ukraine (further - the Provision) which is applied.

2. To department concerning oil, gas and oil-processing industry (Kosyanchuk L. V.) give the Provision on state registration to the Ministry of Justice of Ukraine.

3. To the state company "Ukrainian Research Institution of the Organization of Management, Standardization, Scientific and Technical and Economic Information of the Oil and Gas Industry" (Stavtsev A. F.) enter the Provision in the register of the industry automated information fund of regulating documents.

4. Recommend to "The Ukrainian Institute on Designing Oil Processing and the Petrochemical Companies" Open joint stock company (Nikolayenko V. M.) to provide the companies and the organizations of the oil-processing and petrochemical industry of Ukraine with the necessary number of copies of the Provision based on their orders and payment.

5. To impose control over the implementation of this order on the First Deputy Minister Chupruna V.P.

1. Scope of application

This Provision extends to the companies of the oil-processing and petrochemical industry of Ukraine irrespective of patterns of ownership.

3. Terms and determinations

In this Provision terms are used:

the requirement, provision, the regulating document, the regulations, effective period, testing, registration, approval, change, review, compliance, the instruction, the recommendation - according to DSTU 1.1:2001;

structural element - according to DSTU 1.5:2003;

engineering procedure, technological transaction, the technological mode, technological regulation, processing equipment, control of engineering procedure, semifinished product, the technological document - according to GOST 3.1109-82.

4. Designations and reducings

In this Provision such reducings are used:

GDK - granichnodopustimy concentration;

ND - the regulating document;

OBRV - the oriented safe level of impact of chemicals established in the settlement way;

PAZ - antiemergency protection;

TR - production schedules.

5. General provisions

5.1. This Provision determines structure, content of production schedules (further - TR) and establishes single procedure for development, approval and approval of TR on production at the companies of the oil-processing and petrochemical industry of Ukraine and meets the requirements of DSTU 1.0:2003.

5.2. For fire-dangerous productions with one-time loading of raw materials for production of one batch of product no more than 50 tons are allowed production of job lots of products according to process charts (cards of engineering procedure) if for production of these products it is necessary to change only compounding and parameters of the technological mode which are specified in the approved TR of this production.

Process charts shall be approved with technical services of the company and are approved by the technical director (chief engineer) of the company (further - the technical lead of the company).

The question of development of the process chart or TR for production of job lots of products which need change of compounding and parameters of the technological mode is solved by the technical lead of the company.

5.3. In connection with the introduction of action of this Provision the director determines procedure and terms of reduction of TR of the operating productions in compliance to requirements of this Provision.
