About the Program of upgrade, technical and technological modernization of the companies of pharmaceutical industry for the period till 2011
For the purpose of effective and rational use of production capacities of the companies of pharmaceutical industry, increase in production of competitive export-oriented pharmaceutical products, and also more complete requirements satisfaction of the population of the republic in domestic medicines and products of medical appointment:
1. Consider the most important tasks of the Program of upgrade, technical and technological modernization of the companies of pharmaceutical industry for the period till 2011:
determination of the priority directions of national production of drugs and products of medical appointment on the basis of studying of requirement in them of the population, treatment-and-prophylactic and pharmaceutical institutions of the republic;
cost reduction and increase in competitiveness of the made medicines and products of medical appointment of implementation as way to production process of modern technologies, including due to attraction of foreign investments, and also more effective use of the available production capacities of the companies of industry;
implementation of scientific research and innovative developments on creation of new medicinal substances and finished pharmaceutical products from local raw materials for ensuring their industrial production at the companies of the republic, first of all for treatment of socially important diseases.
2. Approve the Program of upgrade, technical and technological modernization of the companies of pharmaceutical industry of the Republic of Uzbekistan developed SAC Uzfarmsanoat together with the Ministry of Health, the Ministry of Economics, Academy of Sciences of the Republic of Uzbekistan, the companies of pharmaceutical industry for the period till 2011 providing:
target parameters of the Program of upgrade, technical and technological modernization of the companies of pharmaceutical industry for 2007-2011 according to the appendix N1;
forecast parameters of production and the list of investment offers on upgrade, technical and technological modernization of the companies of pharmaceutical industry according to the appendices N2 and 3.
Assign to the chairman of the board SAC Uzfarmsanoat, the chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent the personal responsibility for ensuring accomplishment in full and fixed terms of target forecast parameters of the Program of upgrade, technical and technological modernization of the companies of pharmaceutical industry.
3. SAC Uzfarmsanoat, to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and city of Tashkent:
realize package of measures for improvement of quality of products, having paid special attention on ensuring release of medicines at the prices, available to the population, first of all for pensioners, disabled people and people of advanced age;
provide on regular and system basis broad informing the population and employees of treatment-and-prophylactic and pharmaceutical institutions on the nomenclature of the medicines issued by domestic manufacturers and also holding annual fairs sales of domestic medicines and products of medical appointment;
together with the Ministry of Health of the Republic of Uzbekistan, JSC Dori-darmon to approve the package of measures providing carrying out on permanent fundamentals of the joint marketing policy directed to studying of demand of domestic pharmaceutical production in a month;
together with Academy of Sciences of the Republic of Uzbekistan and other profile research institutions to conduct system scientific research, innovative developments on creation of new medicinal substances and finished pharmaceutical products from local raw materials for ensuring their industrial production at the companies of the republic.
4. To the Ministry of Health of the Republic of Uzbekistan in three-months time to complete systematization of standards of treatment by the most widespread types of diseases for determination for 2008-2011 of amounts and types of the medicines necessary for providing treatment and prevention facilities and the population of the republic taking into account the medicines made by domestic enterprises and products of medical appointment.
5. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan Azimov R. S. and Kasymov R. S.
