About measures for further enhancement of activities of the Ministry of Justice of the Republic of Uzbekistan

For the purpose of further enhancement of activities of the Ministry of Justice of the Republic of Uzbekistan for ensuring realization of single state policy in the field of lawmaking and law-enforcement practice, and also to implementation of protection of constitutional rights and human freedoms the Cabinet of Ministers decides:

1. Take into consideration that the Ministry of Justice of the Republic of Uzbekistan carries out purposeful work on ensuring implementation of the laws, presidential decrees and decisions of the Government of the Republic of Uzbekistan directed to liberalization of social and political life, state system, including the judicial and legal sphere, ensuring protection of human rights and freedoms. Effective mechanisms of protection of legitimate interests of entrepreneurs and owners of private property are created, contractual and legal work of business entities is enhanced, the system of the permanent analysis and monitoring of law-enforcement practice and development of reasonable suggestions for improvement of the current legislation is developed and implemented.

At the same time, the reforms undertaken in the country in the social and economic, social and political, judicial and legal sphere require further enhancement of activities of judicial authorities.

Ensuring carrying out single state policy in the field of lawmaking and law-enforcement practice shall become the main and major task of the Ministry of Justice.

2. Determine the major tasks and activities of the Ministry of Justice of the Republic of Uzbekistan:

development of the priority directions of enhancement of legislative activities and law-enforcement practice, ensuring their realization;

ensuring protection of the human rights and freedoms affirmed by the Constitution and the laws, every possible development of institutes of civil society, strengthening of their legal basis;

coordination of work of state bodies on the legal promotion directed to increase in legal consciousness, legal culture in society and legality strengthening;

increase in overall performance on material and financial provision of activity of the courts, strengthening of their real independence and independence, creation of effective mechanisms of ensuring execution of court resolutions and acts of other state bodies;

implementation of state regulation and increase in efficiency of activities of notariate, legal profession, bodies of the REGISTRY OFFICE and other structures in the field of legal servicing of citizens and legal entities;

development and realization of the complex organization-legal measures directed to increase in efficiency of legal support and development of entrepreneurship, protection of the rights and legitimate interests of subjects of entrepreneurship and owners of private property, foreign investors, simplification of the procedure of creation and registration of business entities, strengthening of agreement discipline;

ensuring compliance with the law in case of registration of legal entities, including non-state non-profit organizations;

providing together with the relevant state bodies of effective legal protection of interests of the Republic of Uzbekistan in the field of the international legal relations;

preparation of personnel jurists and increase in their qualification taking into account modern requirements and standards.

3. For the purpose of increase in efficiency of legal protection of human rights and freedoms to form in structure of the Ministry of Justice of the Republic of Uzbekistan Management of human rights protection numbering 6 units, and in the Ministry of Justice of the Republic of Karakalpakstan, justice departments of areas and Tashkent the relevant departments according to the appendix N1.

4. Determine that bodies and organizations of justice are independent of public authorities on places and submit directly to the Ministry of Justice of the Republic of Uzbekistan.

5. Approve Regulations on the Ministry of Justice of the Republic of Uzbekistan, organizational structure of system of the Ministry of Justice of the Republic of Uzbekistan, structure of central office of the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Justice of the Republic of Karakalpakstan, standard structure of justice departments of areas and the city of Tashkent according to the appendices N2-6.

Establish the total extreme number of central office of the Ministry of Justice of the Republic of Uzbekistan in number of 202 units, including managerial personnel - 151 and servicing - 51 units.

Grant to the Minister of Justice of the Republic of Uzbekistan the right to make changes to structure of central office of the Ministry of Justice of the Republic of Uzbekistan within the established total number.

6. Accept the offer of the Ministry of Justice of the Republic of Uzbekistan on organization based on the "Collection of the Legislation of the Republic of Uzbekistan" and "Bulletin of Regulations of the Ministries, State Committees and Departments of the Republic of Uzbekistan" editions of the single official publication of all regulatory legal acts of the Republic of Uzbekistan - "Collection of the legislation of the Republic of Uzbekistan".

To the Ministry of Justice of the Republic of Uzbekistan together with the Ministry of Foreign Affairs of the Republic of Uzbekistan to organize the periodical "The collection of international treaties of the Republic of Uzbekistan", and also its distribution by open subscription.

7. Recognize invalid decisions of the Government of the Republic of Uzbekistan according to the appendix N7.

8. To the Ministry of Justice of the Republic of Uzbekistan in a month:

develop and approve structure and regulations on Management of human rights protection;

make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution.

9. To impose control over the implementation of this resolution on the Prime Minister of the Republic of Uzbekistan Sultanov U. T.
