1. Approve the enclosed Industrial safety rules on objects of mail service of the Republic of Belarus.

2. This resolution becomes effective from the date of its official publication.

Industrial safety rules on objects of mail service of the Republic of Belarus

Chapter 1. General provision

1. These rules of labor protection on objects of mail service of the Republic of Belarus (further - Rules) extend to the objects of mail service which are a part of the system of the Ministry of Communications and Informatization of the Republic of Belarus.

2. The requirements containing in these rules are considered during the designing and application of production processes and the equipment; designing and construction new, reconstruction and modernization of the operating objects of mail service.

Chapter 2. Dangerous and harmful production factors

3. On objects of mail service the dangerous and harmful production factors (physical, chemical, psychophysiological) classified according to the requirements established by the legislation can influence the worker.

4. Treat physical dangerous and harmful production factors:

moving machines and mechanisms, mobile parts of processing equipment (the moved sending, other mailings, loads, goods, container);

the increased dust content and gas contamination of air of the working area;

the increased or lowered air temperature of the working area, the surfaces of the equipment;

the increased noise level on workplace;

the increased vibration level;

the increased or lowered humidity of air;

the increased or lowered mobility of air;

the increased value of tension in electric chain which short circuit can happen through body of the person;

the increased level of static electricity;

the increased level of electromagnetic radiations;

absence or lack of natural light;

insufficient illumination of the working area;

the lowered contrast;

straight line and the reflected blestkost;

sharp edges, agnails and roughness on the surfaces of the tool, equipment, stock, sending, container;

arrangement of workplaces at considerable height concerning floor surface;

the raised gas contamination of air of working areas.

5. The hazardous substance content in air of the working area of production rooms shall not exceed threshold limit values according to the health regulations and regulations the SanPiN No. 11-19-94 "The list of the hazardous substances regulated in air of the working area" approved by the Chief state health officer of the Republic of Belarus on March 9, 1994 (further - the SanPiN No. 11-19-94).

Chapter 3. Organization of work on labor protection

6. Control of labor protection on object of mail service is exercised by the head of object of mail service, in structural divisions - heads of structural divisions.

7. For the organization of work and control for labor protection the head of object of mail service creates security service of work (enters position of the labor protection specialist) according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286). Calculation of number of labor protection specialists is perfromed according to the Standard rates of number of labor protection specialists at the companies approved by the resolution of the Ministry of Labour of the Republic of Belarus of July 23, 1999 No. 94 (The national register of legal acts of the Republic of Belarus, 1999, No. 63, 8/698).

For the purpose of prevention of industrial traumatism and occupational diseases, improvements of conditions and labor protection of workers are developed actions plans on labor protection according to the Regulations on planning and development of actions for labor protection approved by the resolution of the Ministry of Labour of the Republic of Belarus of October 23, 2000 No. 136 (The national register of legal acts of the Republic of Belarus, 2000, No. 113, 8/4357).

9. The head of object of mail service provides passing by workers of medical examinations according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).

10. Training, instructing and examination of workers concerning labor protection is performed according to TKP 004-2005 "Organization of training, instructing and examination of employees of the organizations of communication for labor protection" approved by the order of the Ministry of Communications and Informatization of the Republic of Belarus of October 17, 2005 No. 265.

11. Responsibility for the organization of training, instructing and examination of workers concerning labor protection is assigned to the head of object of mail service, in structural divisions - to heads of structural divisions.

12. Control of labor protection condition on objects of mail service is exercised according to the Standard instruction about monitoring procedure behind compliance with law about labor protection in the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 26, 2003 No. 159 (The national register of legal acts of the Republic of Belarus, 2004, No. 7, 8/10400).

13. At the head of the structural unit (other official) instructing on labor protection with workers of object of mail service shall be:
