1. Approve the enclosed Rules of implementation of additional payments to the citizen of the Russian Federation studying in military training center under the federal state educational organization of the higher education for the program of military preparation for passing of military service for the contract at the military positions which are subject to substitution by officers.

2. Determine that in 2008 financing of the payments provided by the Rules approved by this resolution is performed at the expense of the funds allocated for implementation of the federal program "Reforming of System of Military Education in the Russian Federation for the Period till 2010" approved by the order of the Government of the Russian Federation of May 27, 2002 N352.

3. To federal executive bodies under which authority the federal state educational organizations of the higher education under which military training centers are created are to perform since 2008 in accordance with the established procedure planning of the budgetary appropriations necessary for implementation of the payments provided by the Rules approved by this resolution.

4. Bring in the federal program "Reforming of System of Military Education in the Russian Federation for the Period till 2010" approved by the order of the Government of the Russian Federation of May 27, 2002 N352 (The Russian Federation Code, 2002, N 23, Art. 2163; 2006, N 1, Art. 149), following changes:
