1. Approve the enclosed Instruction for making by National Bank of the Republic of Belarus of separate transactions with precious metals in the form of measuring ingots, coins from precious metals in the territory of the Republic of Belarus.
2. This resolution becomes effective after its official publication.

1. The instruction for making by National Bank of the Republic of Belarus of separate transactions with precious metals in the form of measuring ingots, coins from precious metals in the territory of the Republic of Belarus (further - the Instruction) is developed according to Articles 29, 52 and 54 Bank codes of the Republic of Belarus and establishes features of making by central office, main (specialized) by managements on areas and their departments in the cities, the Central storage of National Bank of the Republic of Belarus (further - structural divisions) separate transactions with precious metals in the form of measuring ingots, coins from precious metals in the territory of the Republic of Belarus.
2. For the purposes of this Instruction following terms are used in the following values:
measuring ingots - the gold bars, silver, platinum and palladium weighing from 1 to 1000 grams inclusive (test of 999,9 - for gold and silver, test is not lower 999,5 - for platinum and palladium) corresponding to the technical characteristics established by regulatory legal acts of National Bank of the Republic of Belarus (further - National Bank), with obligatory availability of the name of precious metal on them, the trademark of manufacturing plant and (or) abbreviation of National Bank, number (code) of ingot, test and weight in ligature (nominal weight) of ingot. The trademark of the customer or other symbolics can be applied on measuring ingot;
coins - coins from precious metals (gold, silver, platinum) of old and modern chekan of different degree of safety, including the ingot (investment) coins and commemorative coins which are legal means of payment in the territory of the Republic of Belarus or in the territory of other states, bought at the cost of the precious metals containing in them;
test - quantity of mass units of chemically net precious metal in one thousand mass units of alloyed alloy;
percentage - quantity of shares of chemically net precious metal in hundred mass units of alloyed alloy;
weight in ligature (nominal weight) - the actual lump of alloy of precious metal taking into account all components;
weight in purity - the mass of chemically net precious metal containing in alloyed alloy;
the name of precious metal - gold, silver, platinum, palladium;
type of precious metal - measuring ingot, coin;
the client of National Bank - physical person and legal entity (including bank), the individual entrepreneur;
banks - the banks of the Republic of Belarus created according to the legislation of the Republic of Belarus, having special permission (license) for implementation of banking activity with the right of making of transactions with precious metals and their branches (departments);
case - esthetically drawn up box in which the measuring ingot for the purpose of giving of presentable type to it can invest;
the packaging insert to measuring ingots - the multi-color rectangle from paper with cutting opening for placement of ingot made according to the sizes of envelopes for lamination.
3. Information on procedure for carrying out transactions by structural divisions with measuring ingots, coins, cases and the prices is located in places of sale on the place, visible to clients.
4. Transactions with measuring ingots and coins are performed without registration of passport data of physical persons, except cases when registration of passport data is necessary for execution of regulations of the legislation.
In case registration of passport data is required according to the legislation, can be refused to physical person making of transaction with measuring ingots or coins if the physical person does not submit the document containing passport data.
