Fire safety regulations for the companies of road transport of the Republic of Uzbekistan

1. General provisions

1.1. These rules of fire safety N296 "About Creation of the Uzbek Agency of Road and River Transport" are developed for the companies of road transport of the Republic of Uzbekistan (further "Governed") according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 11, 1998.

Rules contain requirements of fire safety to content of the territories, buildings and premises of the motor transportation companies, to heating, ventilation, railway vehicles, processing equipment and the tool, maintenance and car repairs, providing and content of fire extinguishing means and the alarm system, and also procedure for collateral actions of management of the motor transportation company and fire protection in case of liquidation of the fires.

These rules extend to all operating plants of road transport of the Republic of Uzbekistan.

1.2. According to the current legislation responsibility for ensuring fire safety of the company is born by his head.

1.3. Responsibility for fire safety of places for parking, the maintenance (M) and the technical repair (TR) of cars, certain workshops, sites and warehouses is assigned to their heads.

1.4. Guilty persons bear the disciplinary, and also other responsibility provided by the current legislation depending on nature of violation and weight of its effects for violation of these rules.

1.5. Heads of the motor transportation companies shall:

- organize on subordinated objects studying and accomplishment by all heads, specialists, employees and workers of these rules, and also resolutions of khokimiyats (district, city, regional), instructions, resolutions and protocols of bodies of the state fire supervision according to requirements of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of N227 of 17.05.93. "About approval of the Regulations on the state fire supervision in the Republic of Uzbekistan";

- organize the fire and technical commission and ensure its functioning according to relevant provisions;

- organize carrying out fire-proof instructing and class in fire technically minimum in the appropriate program (appendix 1);

- establish in the territory, in production, administration, storage and auxiliary rooms high fire prevention regime (to equip smoking areas, to determine places and the admissible number of one-time storage of flammable combustible substances, raw materials and finished goods, to establish accurate procedure for carrying out hot work, inspection routine and closings of rooms after completion of work) and to constantly provide its most strict observance by all working;

- appoint the order of persons responsible for ensuring fire safety of places of parking of cars, rooms for TO and TP, sites, workshops, warehouses, etc.;

- provide plan development of evacuation of people, cars, the equipment and other material values on fire case;

- exercise control of implementation of the actions ensuring fire safety of production, and also the equipment of the company automatic means of fire protection;

- to periodically check condition of fire safety at the company (extent of accomplishment and efficiency of organizational measures of administration, availability and operability of technical means of fire-fighting, fighting capacity of fire protection and voluntary fire team) and to take necessary measures for its strengthening;

- make responsible the persons allowing violation of these rules, and also developed at the company of instructions on fire safety.

1.6. Persons responsible for ensuring fire safety on the sites entrusted to them, shall:

- know fire risk of the substances and materials applied in production, technical production process;

- train working to fire safety regulations;

- watch that in the territory of the company statutory rules of fire safety were strictly followed;

- not allow work using naked flame, electro-gas welding and other works in places, unforeseen for this purpose, without written permission of the director and without approval of fire protection;

- not allow blocking up of fire entrances to buildings and constructions, to water sources, approaches to the fire equipment, and also passes in buildings, corridors and staircases;

- contain all available fire extinguishing means and notices on the fires in permanent readiness and to check their operability at least once a quarter;

- to immediately eliminate all found abuses of regulations of fire safety and defect of the fire equipment, to report on it administrations of the company, and also about all incidents able to lead to the fire, with indication of the reasons and perpetrators;

- before closing of rooms, after completion of work, carefully to inspect them, completely excepting conditions of emergence of the fire.

1.7. Based on these rules heads of the corresponding production sites, workshops, warehouses develop specific instructions about measures of fire safety for the divisions which then are approved with local fire protection and affirm the director. Such instructions shall be hung out in a visible place in each production room.

1.8. All heads, specialists, employees and workers shall have the special fire-proof training in system of inservice training consisting of fire-proof instructing, introduction, primary on workplace, secondary and classes in fire technically minimum.

1.9. The director the order shall establish:

- procedure and terms of carrying out fire-proof instructing and class in fire technically minimum;

- procedure for the direction again employed for passing of fire-proof instructing;

- the list of workshops and professions which workers shall be trained according to the program of fire and technical minimum;

- the list of officials to whom carrying out fire-proof instructing and classes in fire technically minimum is assigned;

- accounting treatment for the persons which underwent fire-proof instructing and trained according to the program of fire and technical minimum;

- procedure and the organization of carrying out welding and other works in the territory of the company.

1.10. Primary (introduction) instructing about observance of measures of fire safety there shall pass everything the heads who are again going to work, specialists, employees and workers (including and temporary).

Persons which did not undergo fire-proof instructing are not allowed to work.

1.11. Primary fire-proof instructing of workers and employees is carried out along with the personnel safety notification, with list in instructing register.

Upon termination of fire-proof instructing the examination shall be carried out and the skills received instructed person instructing shall achieve assimilation instructed fire safety regulations and skills in work with fire extinguishing means, fire communication and stock.

1.12. Secondary instructing is carried out quarterly on workplace by person responsible for fire safety of the workshop, production site, workshop, etc. Besides, secondary instructing shall be carried out in case of transfer of workers and employees from one workshop to another in relation to features of fire risk of the workshop, site, etc.

1.13. Classes shall be given in fire technically minimum directly in workshops, on sites, installations, etc. Occupations are, as a rule, performed on groups taking into account professional categories.

Upon termination of passing of fire and technical minimum at workers and employees offsettings shall be accepted. Results of carrying out offsettings on fire technically minimum are drawn up by the protocol in which estimates on the studied subjects are specified.

1.14. In case of receipt of substances and materials with unknown properties concerning fire risk the administration of the company shall prohibit their application before examination through the relevant organizations and the organizations of their fire risk about what it is necessary to instruct heads, specialists, employees and workers.

1.15. On each violation of these rules at the company (or on the line) its administration shall reveal all circumstances promoting its origin, to develop necessary actions for elimination further of similar cases.

1.16. The administration of the company shall watch that workers did not work in overalls impregnated with fuel and lubricants and to provide regularly its dry-cleaner (washing).

2. Content of the territory of the company and warehouses

2.1. The territory of the company, including the place of the permanent parking of cars and warehouses, shall be kept constantly clean and be cleared systematically of production waste.

The oiled cleaning and production waste shall gather in specially allotted places (sites), in special metal boxes and upon termination of working shifts to be removed. Diffuse fuel and lubricants shall clean up immediately.

2.2. To all buildings and constructions of the company the open entry shall be provided. Drives and entrances to buildings and fire water sources, and also approaches to fire stock and the equipment shall be always free. It is forbidden to use fire-proof gaps between buildings under warehousing of materials, the equipment, packaging container and for parking of cars.

2.3. All roads, drives, entrances and moving through railway tracks shall be kept in working order and provide free journey of fire trucks. On the drives which are specially allocated for following of fire trucks in the territory of the company texts "fire journey" shall be hung out, "not encumber".

In evening and night time of day the road (drives) shall be lit, and during the winter period - timely to be cleared of ice and snow.

2.4. It is necessary to notify fire protection on closing of certain sections of the roads or drives (for repair or for other reasons) interfering journey of fire trucks immediately.

For production of repair of roads of the company in appropriate places direction signs of detour shall be established or moving through the repaired sites are arranged. The route signs applied in such cases shall conform to requirements of GOST 10807-78 and GOST 23457-79.

2.5. The construction of temporary buildings and constructions, and also fuels and lubricants warehouses in the territory of production zone of operating plant is not allowed without approval of bodies of UPO Ministry of Internal Affairs of the Republic of Uzbekistan.

2.6. In the territory of the company, in parking-places and warehouses smoking, use of naked flame for warming up of aggregates of the car, cultivation of fires, burning of garbage and waste is forbidden about what on foregrounds the established signs shall be hung out. In the places allocated for smoking ballot boxes are established and the corresponding index signs "Place of Smoking" are hung out.

2.7. All water sources shall be equipped with convenient entrances. Natural and artificial reservoirs are equipped with fire piers platforms of 12 x 12 m in size for installation of fire trucks. Water sources shall have indexes "fire reservoir", "fire hydrant".

Indexes of the location of fire water sources shall have accurately distinguishable alphabetic and digital texts allowing to find water sources at any time and years.

2.8. In the territory of the company on foregrounds fire-proof boards and notices about procedure for challenge of fire protection are established.

2.9. In the territory of warehouses of combustible and flammable substances entrance of cars, tractors and autonomous cars which exhaust pipes are not equipped with spark arresters is not allowed.

3. Content of buildings and rooms

3.1. Determination of category of production and class of vzryvopozharoopasnost of production zones shall be made by technologists together with power engineering specialists of the operating organization. The entrance to the production room shall have text with indication of its category and class of vzryvopozharoopasnost.

All production, service, storage and auxiliary premises shall be kept constantly clean.

3.2. Passes, exits, corridors, platforms, ladders are forbidden to be encumbered with different objects and the equipment. All doors of emergency exits shall open freely in the direction of exit from the building.

On case of emergence of the fire the possibility of safe evacuation of the people who are in the factory building shall be provided.

3.3. In staircases of buildings it is forbidden to arrange warehouse, people and other purpose of the room, to lay industrial gas pipelines, pipelines with flammable and combustible liquids (LVZh and GZh), to openly lay electric cables, air ducts, to arrange exits from mines of cargo elevators, and also to install the equipment interfering movement of people.

Under marches of staircases of the first, socle or basement floors placement only of nodes of management of central heating and water-measuring nodes is allowed.

In basements and first floors of factory and office buildings application and storage of explosive substances, cylinders with gas under pressure, and also the substances having the raised fire risk is forbidden.

In cellars with exits in general staircases of buildings storage of combustible substances and materials is not allowed.

3.4. It is forbidden to use garrets in manufacture workshops or for storage of material values. Garrets shall be constantly closed on the lock. Keys from locks of garrets shall be stored in the certain place available to obtaining them at any time.

Wooden structures of garrets are processed by fireproof structure. Such processing needs to be repeated periodically according to specifications. Results of quality check of fireproof covering are fixed in the magazine.

3.5. Apertures in fire-proof walls and overlappings shall be equipped with protection devices against spread of fire and products of burning (fire-proof doors, water veils, gates, shiber, antismoke devices).

3.6. It is forbidden to make re-planning of production and service premises without preliminary project development, the company approved with the UPO Ministry of Internal Affairs local authorities of the Republic of Uzbekistan and approved by administration. At the same time decrease in limits of fire resistance of building constructions and deterioration in conditions of evacuation of people and the equipment shall not be allowed.

3.7. The truck tanks intended for transportation of LVZh and GZh shall be stored in the one-storey rooms isolated from other rooms by walls with limit of fire resistance 0,75 of h or on the open areas, specially allotted for this purpose, suffices.

3.8. Joint storage of tires, and also aggregates and details (in hot container) in one room is allowed if its area does not exceed 50 m 2, but on condition of separate placement of tires, aggregates and details in such container.

3.9. Storage of cylinders with combustible gases is allowed only in separate nonflammable warehouses on condition of protection of cylinders against sources of heat energy (heating devices, sunshine, etc.).

Oven heating in rooms for storage of cylinders with gases is not allowed.

Placement of group balloon installations without gaps from buildings is allowed only at blank nonflammable walls of buildings (at the walls which do not have windows and doors).

Storage of group balloon installations is allowed in cases or special boxes from nonflammable materials.

3.10. For transferring of LVZh and GZh it is necessary to use safe container of special design.

For shop storage rooms the most admissible number of simultaneous storage of LVZh, GZh, paints, varnishes and solvents shall be normative established by administration of the company. On workplaces it is allowed to keep such amount of materials (in type, ready to application) which do not exceed replaceable requirement. At the same time reservoirs shall be densely closed.
