For the purpose of streamlining of control of quality of cotton products the Government of the Republic of Tajikistan decides:
1. Approve the enclosed Instruction for carrying out conversion of inspection lots of cotton raw on hlopkozavoda.
2. The state cotton inspection under the Tajik State center of standardization, metrology and certification under the Government of the Republic of Tajikistan:
to annually organize carrying out together with the Ministry of Agriculture of the Republic of Tajikistan, other interested ministries and departments of the republic, producers and processors of cotton, in all hlopkozavoda, irrespective of patterns of ownership conversion, inspection lots of cotton raw for determination and establishment of normative indicators of exits of cotton products (fiber, lint, ulyuk, down and waste of production) according to the Instruction for carrying out conversion of inspection lots of cotton raw on hlopkozavoda;
perform quality check of the cotton products which are turned out by hlopkozavoda and in case of detection of the facts of release of poor-quality products to issue the corresponding instructions to hlopkozavoda about prohibition of production of such products before reduction of quality of products to the conforming interstate standards.
3. Establish since March 1, 2001 the amount of collection of payment for carrying out certified testing and execution of the certificate of conformity of quality of cotton products (fiber, lint, ulyuk, down) 0 US dollars for one ton of the products shipped for export and used in the republic including tax on value added are equivalent 1,.
4. To heads of all hlopkozavod located in the territory of the Republic of Tajikistan irrespective of patterns of ownership to represent to the State cotton inspection under the Tajik State center of standardization, metrology and certification under the Government of the Republic of Tajikistan the monthly report on form To No. 4 and acts of carrying out conversion of inspection lots.
