The Cabinet of Ministers of Ukraine decides:

1. Approve the State target ecological program of carrying out monitoring of the surrounding environment (the Program is farther), which is attached.

2. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

3. To the Ministry of Ecology and Natural Resources together with the Ministry of Finance and other interested central executive bodies during creation of the draft of the Government budget of Ukraine for the corresponding year to provide funds for task performance and Program actions.

4. To the Ministry of Ecology and Natural Resources submit annually till April 15 to the Cabinet of Ministers of Ukraine and the Ministry of Economic Development and Trade information on the course of accomplishment of the Program.

Program purpose

 

The purpose of this Program is ensuring development of single state monitoring system of the surrounding environment (further - monitoring system) directed on:

increase in efficiency of its functioning;

provision to executive bodies, local government bodies and the population of timely and reliable information about condition of the surrounding environment, increase in level of ecological knowledge of citizens;

determination of general priorities during actions planning of subjects of monitoring system;

creation of single network of observations;

technical retrofitting and enhancement of normative and methodical providing monitoring system;

approval of elements of information technologies which are used by subjects of monitoring system.

 

Ways and methods of the problem resolution

Ukraine is participant over 70 international bilateral and multilateral agreements and conventions which accomplishment needs use of information concerning condition of the surrounding environment and forecasting of its changes. With respect thereto development of monitoring system shall be performed taking into account the all-European requirements.

For years of carrying out observations by subjects of monitoring system the certain experience and considerable amount of information concerning condition of the surrounding environment and sources of its pollution is accumulated. However, as information is saved up on papers and placed in databases which do not meet the requirements and recommendations of the Economic Commission for Europe of the UN concerning creation of the European network of observations for structure and information on condition of the surrounding environment, there is no opportunity in full to use the available estimates given for carrying out it complex ecological.

The solution of noted problems is reached by combination of efforts of subjects of monitoring system and coordination of their actions, providing continuity of observations of components of the surrounding environment, enhancement of normative, methodical, technical and organizational support for creation of single network of observations, implementation of the advanced information technologies and creation of databanks about its condition.

Carrying out complex monitoring of condition of atmospheric air, waters, lands, the woods, the geological circle, biological variety, the address with waste, physical factors of influence on the surrounding environment is provided.

For ensuring monitoring it is necessary to determine, in particular, information requirements, to create system of assessment of condition of the surrounding environment, to develop programs of monitoring of different level, to make observation, collection, processing and data analysis of monitoring and assessment of information, to prepare on its basis the conclusions and offers.

The strategy of assessment of condition of the surrounding environment which is provided by the Program is based on integrated approach and use of assessment of its separate components taking into account possibility of use of ecological indicators of noted condition.

The combined use of results of different types of researches and observations, in particular physical, chemical, biological, gives the chance to expand opportunities for identification of causes and effect relationships of condition of objects of the surrounding environment and factors of influence on them. Such approach provides comprehensiveness, objectivity and increase in level of system effectiveness of assessment of condition of the surrounding environment in comparison with approach which is based on determination of concentration of pollutants.

The risk assessment shall promote determination of priority of actions both in the field of monitoring of the surrounding environment, and in nature protection activities. Accounting of results of risk assessment can be used by executive bodies for the solution of questions concerning prevention of crisis situations, development and acceptance of optimal management decisions.

For task performance of the Program regional and special programs of monitoring shall be developed and adopted.

Regional programs go for accomplishment of priority tasks and implementation of actions in the field of monitoring of the surrounding environment within the region.

Special programs of monitoring are developed by the central executive bodies for the solution of tasks which need the additional information about condition of the surrounding environment and/or influence of factors of its pollution in certain territories. Such tasks can be connected with emergency ecological situation, cross-border monitoring, potentially ecologically dangerous object, scientific task and so forth.

The program is directed to combination of efforts of all subjects of monitoring system for prevention of duplication of functions on monitoring, creation of single network of observations after optimization of its elements and programs, unification and continuous improvement of technical, methodical, metrological, scientific supply of its functioning.

Integration of elements of networks of subjects of monitoring into single network happens by formation of organizational and information bonds for ensuring accomplishment of functions of monitoring system and achievement of the single purpose.

The single network of observations provides division by the principle of purpose of information to nation-wide, regional and local levels. Items of observations which are carried to priority belong to the nation-wide level of purpose of information and display general condition of the surrounding environment of the state and influence of the most important factors to replace its condition and as obligatory components - special networks of cross-border and background monitoring.

Creation of the methodical ensuring monitoring unified in the corresponding directions which shall be implemented during observations in single network by all subjects of monitoring system is provided. National standards and standards of the EU in the field of protection of the surrounding environment shall be basis of such providing.

Technical supply of single network of observations determines its general level therefore system permanent updating of means of the measuring machinery and equipment of services of observations, in particular carrying out the analysis and development of recommendations, implementation of multipurpose devices, creation of the automated posts of observations and unification of means of the measuring equipment is provided.

Metrological support of carrying out observations provides application of single metrological regulations and rules during implementation of sampling and carrying out field and laboratory surveys, appropriate means of the measuring equipment, statistical processing of results of observations.

For the purpose of ensuring integration of information resources and interaction of subjects of monitoring system functioning of the single automated subsystem of collection, processing, the analysis and preserving this will be created and provided for what it is provided:

unification technical and software;

consolidation of information subsystems of certain subjects of monitoring system for complex assessment of information;

implementation of the advanced information and analytical technologies and the unified forms of representation and preserving this;

ensuring openness of information systems for their expansion and implementation of the new directions.

Creation and the subsequent development of banks of information resources in monitoring system will be performed taking into account the-level principle of distribution of tasks and to provide information filling of the relevant bases and banks of the highest level. Multi-level takes root for the purpose of increase in functional and cost efficiency of information support.

Among users of information resources of monitoring system three main categories are determined:

constants, information, it is provided to which according to the approved regulations which consider information needs of users and to which executive bodies, local government bodies, subjects of monitoring system and their territorial authorities belong;

users who address on independent request;

mass media.

Alternative way of solving the problem is project implementation of system of environmental monitoring of Ukraine on which creation of new single network of observations of monitoring system without use of the existing networks of subjects of monitoring system, new infrastructure of monitoring system and implementation of capital-intensive actions is provided.

Thus, considering real possibilities of financing of actions of the Program, the maximum use of the existing potential without attraction of considerable capital investments within the next years is chosen.

 

Tasks and actions

Ensuring proper level of accomplishment of functions of monitoring system and the solution of the existing problems is reached by implementation of number of the actions aimed at its development, with use of the existing opportunities of subjects of system.

Organizational actions for creation of premises for accomplishment of the Program which do not need additional financing will be performed first of all and held within functional powers of subjects of monitoring system. The celebrated actions provide:

determination of structural divisions of subjects of monitoring system which will be responsible for exchange of information;

conclusion and agreement performance about joint activities of subjects of monitoring system;

conducting examination of regional and special programs which contain tasks and actions for carrying out monitoring of the surrounding environment, and control of their accomplishment;

development and deployment of permanent system of informing public on condition of the surrounding environment.

Contractors of actions of the Program are certain in appendix 1.

During execution of tasks and actions of the Program its scientific support which includes development of applied scientific developments in the field of monitoring of the surrounding environment will be performed, namely: theoretical reasons and preparation of offers concerning optimized schemes of creation and functioning of networks of observations; determination of conceptual approaches to carrying out monitoring of separate objects of the environment; development of methods of mathematical processing of results of observations, algorithms of assessment of environmental risk; enhancement and development of evaluation methods and forecasting of condition of the surrounding environment; creation of standard software and hardware complexes of monitoring system of different levels with use of geographic information systems and standard structures of databanks; carrying out in-depth studies of separate objects of the surrounding environment; reasons for high-quality and quantitative parameters of observations; assessment of results of monitoring; modeling of management decisions.

Tasks and actions of the Program which need target financing and will be carried out during 2008-2012, are given in appendix 2.

In case of need the program manager can attract the Interdepartmental commission on questions of monitoring of the environment to coordination of activities of her contractors.

 

The expected results, efficiency of the Program

Implementation of actions of the Program will promote increase in level of requirements satisfaction of executive bodies and local government bodies, scientific institutions and the public in objective and reliable information about condition of the surrounding environment.

The expected results of accomplishment of the Program are given in appendix 3.
