being guided by the Contract between the Republic of Uzbekistan and Turkmenistan on friendship, enforcement of trust and development of cooperation of November 19 (Sandzhar) 2004, the Agreement between the Government of Turkmenistan and the Government of the Republic of Uzbekistan on the main directions of long-term trade and economic cooperation of January 16 (Turkmenbashi) of 1996, and also other international treaties which participants are High contracting parties,

for the purpose of effective use of economic and scientific and technical capacity of both states and growth in prosperity of their people,

aiming at further development and strengthening trade and economic and relations of production on mutually advantageous, long-term and stable basis,

being guided by the universally recognized norms and the principles of international law and the national legal system of two states,

agreed as follows:

Article 1

High contracting parties adopt the Program of economic cooperation between the Republic of Uzbekistan and Turkmenistan for 2008-2012 (further - the Program) which is integral part of this Agreement and render every possible assistance in its realization.

Article 2

Economic cooperation of High contracting parties is based on the principles of sovereign equality of the states, equality, strategic partnership, mutual advantage and is performed by the direct arrangement and direct interaction of subjects of foreign economic activity, irrespective of patterns of ownership and subordination with observance of the national legal system existing in the territory of two states and taking into account the conventional principles and rules of international law.

High contracting parties abstain from the actions causing damage to interests of other Party.
